Regulations for Recreation in the Al-Summan Area

Article 1

Previous Amendments
  • For the purposes of applying these regulations, the following terms and phrases - wherever they appear - shall have the meanings indicated next to each of them unless the context requires otherwise:

    • Regulations: Regulations for recreation in the Al-Summan and Al-Dahna areas.

    • Protected Area: King Abdulaziz Royal Reserve.

    • Authority: King Abdulaziz Royal Reserve Development Authority.

    • President: Chief Executive Officer of the Authority.

    • Al-Summan Area: Part of the Al-Summan area included within the reserve's scope pursuant to Royal Order No. (42753) dated 1442/7/28 AH, with an estimated area of (12,436 km2) according to the map attached to the regulations.

    • Al-Dahna Area: Part of the Al-Dahna area included within the reserve's scope, with an estimated area of (7,470 km2) according to the map attached to these regulations.

    • Permit: A document granted by the Authority to a person before starting recreation or movement within the area.

    • Permit Holder: Any person engaging in activities for the purpose of recreation, tourism, leisure, or otherwise within the area.

    • Area: Al-Summan Area, or Al-Dahna Area - according to the permit - issued by the Authority to the permit holder.

Article 2

  • These regulations aim to organize recreation and movement in the Al-Summan area within the geographical scope of the King Abdulaziz Royal Reserve, contributing to the preservation of the natural environment, vegetation, and wildlife based on the organizational arrangements of the Council of Royal Reserves and the Royal Reserves Development Authorities, issued by Council of Ministers decision No. (437) dated 1441/7/1H and the Environmental Law, issued by Royal Decree No. (M/165) dated 1441/11/19H.

Article 3

  • The scope of application of these regulations is limited to the region only, and the authority has the right to designate other areas for their application.

Article 4

Previous Amendments
  • Walking and moving within the area is allowed from (six) in the morning until (six) in the evening, with the necessity of registering entry to the area through the authority's website. Walking or moving during or outside these times is prohibited without obtaining a permit from the authority, -except for- residents of the administrative centers located within the area registered with the authority, provided that the following conditions are adhered to:

    • 1- Not intentionally damaging the nature of the area, or the wildlife and its related animals or plants, or its aesthetic value.

    • 2- Maintaining the general cleanliness of the area, and not leaving waste of any kind, or burying it, burning it, or throwing it in places not designated for it, or carrying it outside the area.

    • 3- Following security and safety procedures when moving, and avoiding trampling the vegetation cover, or exposing the area to pollution.

    • 4- Vehicle movement within the area must be restricted to following the pre-existing paths.

    • 5- Not engaging in any activities related to woodcutting, collecting firewood, transporting it, hunting, or destroying any of the area's resources.

    • 6- Adhering to not feeding animals or making noise that causes disturbance to visitors or wildlife.

    • 7- Avoid using the vehicle horn within the area except when necessary and to the narrowest extent.

    • 8- Complying with the provisions of these regulations, systems, decisions, and instructions issued in this regard related to it.

Article 5

  • The authority grants a permit for recreation or movement within the area outside the specified time stated in Article (4) of these regulations through the authority's website, with the approval of the CEO - or his delegate - according to the following mechanism:

    • A- Submit the permit application at least (two) working days before the date of recreation or movement within the area, and the applicant must attach the following requirements:

      • 1- A copy of the valid national ID / residence permit.

      • B- The date and time of the requested duration.

      • C- Mobile number, email, and national address.

      • D- Vehicle details with a copy of the driving license.

      • E- The coordinates of the location where recreation is desired.

    • 2- The authority will study the application and respond with approval / rejection within (two) working days from the date of receipt of the application and notify the applicant.

Article 6

  • Any of the following practices is considered a violation of these regulations:

    • A- Providing incorrect information.

    • B- Driving on vegetation with vehicles or creating new paths.

    • C- Lighting a fire in places not designated for it, such as grills and the like.

    • D- Camping of all types (tents fixed to the ground, sleeping tents, caravans, awnings).

    • E- Harming any way to wild organisms.

    • F- Cutting, moving, or tampering with trees and plants.

    • G- Not collecting natural resources, such as: flowers, rocks, and others.

    • H- Not allowing vehicles inside the gardens.

    • I- Not allowing motorcycles.

    • J- Not using local firewood and charcoal.

    • K- Not entering during non-permitted times, or entering without registering on the authority's website during permitted times.

    • L- Any other practices that violate the relevant laws, regulations, and instructions.

Article 7

  • A- The park visitor is obligated to vacate the area upon the expiration of the permitted period for recreation.

  • B- The authority may hold the park visitor liable in case of causing damage, pollution, or environmental degradation by paying compensations.

Article 8

  • The environmental inspector has the authority to control violations and remove the violator in coordination with the Ministry of Interior and relevant authorities according to the legal procedures for that.

Article 9

  • The authority shall review these regulations periodically and update them - when necessary - with the approval of the President and inform the Board of Directors of the authority.

Article 10

  • These regulations shall be effective and implemented from the date of their publication in the official gazette.
