Regulations on Grazing in the King Abdulaziz Royal Reserve

Article 1

  • For the purposes of applying grazing regulations, the words and phrases mentioned below - wherever they appear - shall have the meanings specified next to each of them, unless the context requires otherwise:

    • Protected Area: King Abdulaziz Royal Reserve.

    • Authority: King Abdulaziz Royal Reserve Development Authority.

    • Board of Directors: Board of Directors of the Authority.

    • Chief Executive Officer: Chief Executive Officer of the Authority.

    • Regulations: Grazing regulations within the King Abdulaziz Royal Reserve.

    • Permit: A document issued by the Authority to the permit holder allowing entry of livestock into designated grazing areas within the reserve.

    • Grazing: The process by which livestock consume plants to obtain energy and food.

    • Grazing Scope: The designated and approved scope by the Authority.

    • Grazing Regulation: Management of pasture use in a way that ensures its long-term sustainability and balances the needs of livestock with the preservation of the ecosystem.

    • Local Community: Residents of the centers identified by the head of the administrative center within the geographical scope of the reserve.

    • Livestock: Domesticated animals raised (camels, cattle, sheep, and goats).

    • Environmental Inspector: An employee or employees designated by a decision from the Minister of Environment, Water, and Agriculture or the Chairman of the Board of Directors of the National Centers for the Environment Sector, jointly or individually, to monitor violations of the provisions of the Environmental Law and the regulations and controls issued by the Authority, investigate them, and document them.

Article 2

  • The grazing regulations aim to preserve the natural environment, vegetation, and wildlife by organizing grazing within the geographical scope of the King Abdulaziz Royal Reserve.

Article 3

  • Grazing is prohibited in the reserve except within the grazing area according to these regulations, and it is exclusively for the local community members of the reserve.

Article 4

  • A- The authority determines the grazing range and the allowed carrying capacity for each area according to the necessary environmental studies.

  • B- The authority updates and modifies the grazing range in the reserve whenever necessary.

  • C- The authority has the right to prohibit grazing in the reserve and to remove violators of these regulations.

  • D- The authority conducts regular monitoring and inspections to ensure compliance with the permits in the designated areas.

Article 5

  • The authority allows grazing within the protected area during the period it specifies, with the obligation to comply with the following:

    • 1- Obtaining a permit through the authority's website, according to the conditions and requirements.

    • 2- Tagging livestock according to the requirements of the Ministry of Environment, Water, and Agriculture.

    • 3- Having a valid health certificate for the permit holder and their dependents.

    • 4- Grazing during the period from six o'clock in the morning until six o'clock in the evening.

    • 5- Disposing of waste by placing it in designated areas, and burying or burning waste of any kind is prohibited.

    • 6- The owner of the livestock is fully responsible for their livestock during grazing.

    • 7- Allocating a small tent or mobile room "Aizbah" for the presence of the shepherd next to the livestock and to keep them, which is designated for that purpose only.

    • 8- Paying the financial fee (if any).

    • 9- Any other conditions set by the authority.

Article 6

  • Any of the following practices is considered a violation of the provisions of these regulations:

    • A- Engaging in any activity other than grazing.

    • B- Taking livestock out of the designated grazing area, or introducing additional livestock from outside.

    • C- Feeding wild animals within the reserve.

    • D- Hunting or harming wild animals within the reserve by causing injury, frightening them, endangering their lives, or destroying their nests and habitats.

    • E- Driving vehicles - or similar - outside the designated paths within the reserve.

    • F- Camping of all types (ground-fixed tents, sleeping tents, caravans, awnings) other than the shepherd's tent.

    • G- Lighting or using fire contrary to the regulations and conditions set by the authority.

    • H- Any other practices that violate the relevant laws and regulations.

Article 7

  • The environmental inspector has the authority to enforce violations in coordination with the Ministry of Interior and relevant authorities according to the legal procedures for that.

Article 8

  • The authority reviews these regulations periodically and updates them - when necessary - with the approval of the President and informs the Board of Directors of the authority.

Article 9

  • These regulations shall come into effect from the date of their publication in the official gazette.
