Clause 2: Promotion

  • In implementation of what is stated in Article (8) of the Law, promotions shall be as follows:-

  • 1- The relevant departments shall determine the promotion tests and their levels according to the following:

    • First- Nomination for the promotion test: Those who have the highest total points according to the following criteria shall be nominated for the promotion test:

      • A- Academic qualification: The total points shall be eighteen points, calculated as one point for each successfully completed academic year, and one point for each successful completion of thirty credit hours post-secondary education.

      • B- Seniority in rank: The total points shall be eighteen points, with two points awarded for each year exceeding the prescribed duration stated in paragraph (A) of Article (8) of the Personnel Service Law, with days and months counted as parts of seniority.

      • C- Service record: The total points for a record free of violations shall be twenty points, applicable to the last three years the individual has spent in their rank, and points shall be deducted as follows:

        • 1- One point for each administrative decision of deduction or imprisonment, or both, for five days or less; if it exceeds that, two points shall be deducted.

        • 2- Three points for each conviction decision issued by the Military Council, the Military Trials Bureau, or the Disciplinary Councils.

      • D- An individual shall not be nominated in the following cases:

        • 1- Those treated according to Article (13) of the Personnel Service Law until their status is resolved before the end of the nomination period.

        • 2- If laboratory analysis proves the sample is positive for drugs, each military sector is left to establish the organizing mechanism for that.

        • 3- Those who fail to pass the promotion test twice consecutively shall be deprived of the promotion test for only one time.

        • 4- Those who score less than (50%) fifty percent of the service record points.

      • E- Mandatory and specialized courses: The total points shall be ten points, and each military sector is left to distribute these points as appropriate to its situation.

      • F- Field service:

        • 1- The total points shall be four points, with one point awarded for each year of actual field service, with days and months counted as parts of field service, and each military sector is left to determine that service as appropriate to its situation.

        • 2- Field service points shall apply to the rank held by the individual at the time of nomination for promotion.

  • Second:

    • A- In case of a tie in the previous points, preference shall be given to those holding a higher academic qualification, then the seniority in the current rank, then the seniority in the previous rank, and so on up to the date of appointment or reinstatement to service; in case of a tie in the above, each sector is left to determine the nomination mechanism as appropriate to its situation.

    • B- The nomination shall be based on the number of vacant positions, at a rate of (1.5) for each vacant position, and in case of a fraction, it shall be rounded in favor of the candidate.

    • Third: Promotion test: The total points shall be thirty points, and each sector is left to distribute them in light of the approved test curricula, provided that the candidate passes the promotion test.

    • Fourth: Promotion of successful candidates shall be according to the following:

      • A- Those who obtain a higher total of points in the nomination along with the test points.

      • B- In case of a tie in points, the senior in the current rank shall be promoted.

      • C- In case of a tie in points and seniority, the one holding a higher academic qualification shall be promoted.

      • D- In case of a tie in points, seniority, and academic qualification, the dates of promotions for previous ranks shall be considered, and in case of a tie in the dates of previous promotions, the date of appointment or reinstatement to the current military service shall be considered.

      • E- In case of a tie in all the above, each sector is left to determine the promotion mechanism as appropriate to its situation.

  • 2- Mandatory courses:

    • The mandatory courses for the promotion of individuals shall be determined by what is issued by the relevant Minister based on a joint recommendation from the training departments in the agency he heads.

  • 3- Academic qualification:

    • An individual must obtain the academic level stated below for the purpose of promotion to the rank following their current rank according to the following:

    • A- From Soldier to First Soldier: Fifth-grade certificate (or equivalent) with at least two years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

    • B- From First Soldier to Corporal: Primary certificate (or equivalent) with at least two years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

    • C- From Corporal to Sergeant: Second intermediate certificate with at least three years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

    • D- From Sergeant to Staff Sergeant: Intermediate competency certificate with at least three years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

    • E- From Staff Sergeant to First Sergeant: First secondary certificate with at least four years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

    • F- From First Sergeant to Chief Sergeant: Second secondary certificate with at least five years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

    • G- From Chief Sergeant to Lieutenant: General secondary certificate with at least five years of service in the same rank, and one year of service shall be added for each academic year below this academic level.

Clause 3: Promotion and Exceptional Seniority

  • In implementation of Article (10) of the Personnel Service System:

  • 1- An individual may be promoted to the rank immediately above their current rank without being bound by the promotion conditions, except for the vacancy, in the following cases and similar situations:

    • A- Those who risked their lives beyond the usual for the purpose of saving valuable or sensitive equipment and supplies or for the purpose of saving human lives.

    • B- Those who performed outstanding heroic acts of bravery in times of peace or combat beyond the usual work, leading to the safety of others or facilitating their mission.

    • C- Those who made an extraordinary effective contribution beyond the individual's usual work that led to the preservation of national security and the higher national interest.

  • 2- An individual may be granted seniority not exceeding one year in the following cases "and similar situations":

    • A- If the individual performed a beneficial act beyond the usual work that exposed them to a limited degree of danger.

    • B- If they performed valuable acts beyond the usual work that contributed to the preservation of military equipment and supplies.

    • C- If the individual made an effective contribution to the development of military or technical equipment related to the work and its suitability was proven.

Clause 5: Other Allowances

  • In implementation of Article (17) of the Law, these allowances are granted as follows: -

  • A - Hazard Allowance:

    • The hazard allowance is granted to individuals whose work nature requires them to be exposed to danger, such as working with high-voltage electricity or in any hazardous or flammable operations, and directly supervising hazardous and explosive materials, as well as those working in ammunition storage and transport, and those involved in firefighting (fire control), rescue, and ambulance teams, border patrols (land and sea), and individuals working in refinery facilities and oil export ports and vessels.

  • B - Damage and Infection Allowance:

    • This allowance is granted to individuals who, by virtue of their work, are directly exposed to damage and infection in one of the following areas:

      • 1- Radiology departments.

      • 2- Preventive medicine departments.

      • 3- Isolation hospitals or isolation and epidemic control departments during outbreaks and quarantine facilities.

      • 4- Microbiological laboratories.

      • 5- Tuberculosis sanatoriums, centers, and clinics, collective tuberculosis screening vehicles, leprosy sanatoriums, and mental illness hospitals.

      • 6- Scientific laboratory departments that cause harm to their workers.

      • 7- Printing houses and photography departments and map printing that use toxic or corrosive chemicals.

      • 8- Oxygen welding, electric welding, battery filling, spray painting, and those exposed to nuclear radiation.

      • 9- Pest control, washing the deceased, cleaning vehicles, cleaning aircraft fuel tanks, and lubrication and washing.

  • C - Security Allowance:

    • This allowance is granted to individuals performing security tasks such as intelligence, public investigations, and special forces, and it may not be combined with any other reward or allowance designated for this work.

  • D - Teaching Allowance:

    • This allowance is granted to individuals engaged in teaching and training and their assistants in training centers, schools, institutes, and military colleges, provided that the individual holds a specialized certificate in the subject they are teaching, and a fitness report for this work from the entity they work for.

  • E - Aviation Allowance:

    • This allowance is granted to individuals working as part of the aircraft crew and performing their duties in the air.

  • F - Marine Allowance:

    • This allowance is granted to individuals working as part of the floating unit crew and performing their duties at sea.

  • G - Diving Allowance:

    • This allowance is granted to divers who practice this work if they successfully complete a diving course and a physical training course.

  • H - Paratroopers Allowance:

    • This allowance is granted to individuals who graduate from a parachute institute or school, provided that the individual works in parachute units or special units.

  • I - Special Forces Allowance:

    • This allowance is granted to individuals working in special units who have successfully completed a special forces course, as well as members of the royal guard. It is also granted to naval personnel working in special units who have successfully completed a physical training course, a diving course, and an explosives course, provided they perform the designated tasks for that.

  • J - Special Paratroopers Allowance:

    • This allowance is granted to individuals who have completed parachute and special forces courses and work in special forces units.

  • K - Commando Allowance:
    This allowance is granted to individuals who have successfully completed a commando course and who perform the designated tasks for that.

Clause 6: Remote Area Allowance

  • In implementation of Article (18) of the Law on Personnel Service, an allowance shall be granted to all individuals subject to the provisions of this law who are working in remote areas, in addition to the provisions applicable to all government employees. This allowance shall also be granted to those who are assigned from individuals to these areas in accordance with Article (36) of the aforementioned law, except for individuals working in remote border centers, for whom an allowance of (30%) or (25%) or (20%) of the salary shall be granted depending on the nature of the areas. These areas and the percentage to be granted shall be determined by a decision from the competent Minister.

Clause 7: Allowance for Living Expenses

  • In implementation of Article (21) of the Law, the amount of the cash allowance for an individual is set at (500) five hundred Riyals per month.
