The following words and phrases, wherever they appear in this Law, shall have the meanings set forth opposite each of them, and references to the singular shall apply to the plural and vice versa, unless the context requires otherwise:
The Kingdom: The Kingdom of Saudi Arabia.
The Authority: The General Panel for Sports.
The Olympic Committee: The Saudi Arabian Olympic Committee.
The Federation: The Saudi Arabian Football Federation (SAFF).
The International Federation: The Fédération Internationale de Football Association (FIFA).
The Asian Federation: The Asian Football Confederation (AFC).
The Law: The Statute of the Saudi Arabian Football Federation.
The Association: An organization with independent legal personality, administratively, financially, and organizationally, recognized by the Federation.
Professional Clubs League Associations: Representing the Saudi Professional League Association and the Saudi First Division League Association, responsible for organizing and managing the Professional League.
Saudi Professional League Association: An independent legal entity, administratively, financially, and organizationally, operating under the umbrella of the Federation, responsible for organizing and managing the Professional League for Premier League clubs.
Saudi First Division League Association: An independent legal entity, administratively, financially, and organizationally, operating under the umbrella of the Federation, responsible for organizing and managing the Professional League for First Division clubs.
Professional League: The football league for Premier League and First Division club teams.
Participation License: A license issued by the Professional Clubs League Associations to the club, authorizing it to participate in the Professional League.
Federation Competitions: Football competitions and tournaments organized and supervised by the Federation, including futsal, except for the Professional League competition, which is organized by the Professional Clubs League Associations.
Asian Federation Championships: Continental football competitions organized by the Asian Football Confederation.
The Club: A sports institution with legal personality or a company officially licensed by the Authority to practice one or more sports and a member of the Federation.
Officials/Administrators: All members of the Board of Directors and committees, their assistants, coaches and their assistants, officials of technical, medical, and administrative affairs in the Federation, the Association, the Professional Clubs League Associations, and the clubs, among others.
The Player: A football player officially registered with the Federation.
The General Assembly: The legislative body and the highest authority in the Federation.
The Board of Directors: The executive body of the Federation.
The Electoral List: A list consisting of eleven (11) candidates for the Board of Directors, including the President, Vice President, and members, elected together.
Ordinary Majority: Those in favor exceeding half of the total members present who are entitled to vote.
Absolute Majority: Those in favor exceeding half of the total members entitled to vote.
The General Secretariat: The administrative body of the Federation.
Permanent Committees: A supporting body for the Board of Directors in performing its duties, formed and defined by special regulations in accordance with the Federation's Statute.
Judicial Committees: The judicial body in the Federation responsible for disciplinary and ethical cases.
The Member: Any natural or legal person accepted by the General Assembly.
The Election Committee: The committee composed of the Electoral Committee and the Electoral Appeal Committee.
Regulated Football: The game managed and supervised by the International Federation, according to the laws of the game issued by the International Football Association Board (IFAB).
The International Football Association Board: The legislative council of the International Federation (IFAB).
Ordinary Courts: The state courts that consider and adjudicate public and private disputes.
The Saudi Sports Arbitration Center: The body responsible for considering and resolving all sports disputes at the local level.
The Court of Arbitration for Sport (CAS): The international court for resolving sports disputes (CAS) based in Lausanne, Switzerland.
1) The Federation: A private sports authority with an independent legal personality, established in accordance with the laws of the Kingdom on 01/11/1375 AH corresponding to 06/09/1956 AD for an indefinite period. It carries out its duties and responsibilities as stipulated by this Law and the related regulations in the Kingdom. The Federation has the right to establish one or more subsidiary companies in accordance with the applicable laws in the Kingdom to enhance its commercial and investment activities.
2) The headquarters of the Federation is located in the city of Riyadh, and it may not be transferred to another city except by a decision from the General Assembly.
3) The Federation is a member of the Arab Union (UAFA), the Asian Football Confederation (AFC), and the International Federation (FIFA).
4) The flag of the Federation is: the flag of the Kingdom of Saudi Arabia.
5) The logo of the Federation consists of the head of a falcon, a football, and a palm tree in a spherical shape, along with the abbreviation of the Federation's name in English (SAFF).
6) The abbreviation of the Federation's name in Arabic is (ساف), and in English (SAFF).
7) The logo and abbreviation are registered trademarks with the official authorities in the Kingdom.
The Federation works to achieve the following objectives:
1) Deepening national belonging and rooting the national identity among the citizens of the Kingdom through the sport of football.
2) Continuous improvement of the game of football, promoting it, and developing its elements in light of its human, cultural, and educational values.
3) Spreading the practice of football in light of human, cultural, and educational values.
4) Continuously developing the game of football and its complementary elements in the Kingdom, ensuring respect for the laws of the game, and preventing violations.
5) Organizing football competitions at the local level, according to the principles of fair competition, fair play, sportsmanship, and human values.
6) Preparing regulations related to the practice of football activities and ensuring their implementation.
7) Protecting its interests and the interests of its members.
8) Complying with the systems, regulations, instructions, and decisions issued by the International Federation, the Asian Federation, and preventing their violation, in addition to the laws of the game of football issued by the International Federation, and ensuring the compliance of members and officials affiliated with it with the above.
9) Limiting all means and practices that may threaten the integrity of matches or competitions, or lead to the abuse of the game.
10) Enhancing relationships with local, regional, continental, and international institutions and bodies; to achieve honorable representation of the Kingdom in football.
11) Managing local and international sports relations related to football in all its forms.
12) Hosting competitions at the regional, continental, and international levels related to the game of football.
13) Imposing strict procedures and necessary awareness measures; to combat bribery, corruption, doping, prohibited substances, and drugs.
14) Respecting the systems and regulations in force in the Kingdom.
15) Organizing studies, research, conferences, and workshops related to football and its various affairs.
1) The union is considered neutral in all political and religious matters.
2) All forms of discrimination must be completely avoided; whether against a particular country, an individual, or a group of individuals, based on ethnicity, gender, language, religion, politics, or any other reason, and violations are punishable by suspension or expulsion.
The Federation works to develop and enhance friendly relations as follows:
1) To strengthen, develop, and enhance the bonds of friendship and goodwill between the Federation, its members, clubs, officials, and affiliated players, as well as within the community; for humanitarian purposes.
2) Every individual or organization involved in the sport of football must adhere to this law, the regulations, principles of fair play, and values of loyalty, integrity, and sportsmanship.
3) The Federation shall provide institutional means to resolve any internal disputes that arise between members, clubs, officials, administrators, and affiliated players.
1) The Board of Directors is responsible for organizing the conditions and transfers of players participating in the competitions of the Federation and the Professional League, in accordance with the regulations and laws of the Federation, and the regulations of the International Federation.
2) Players are registered by the Federation in accordance with the regulations governing this matter, with the obligation not to conflict with this law and the binding regulations of the International Federation.
The federation and all its members shall practice football in accordance with the Laws of the Game issued by the International Football Association Board (IFAB) - which is the sole authority authorized to establish and amend the laws of the game - as well as the regulations for futsal and beach football competitions issued by the Executive Committee of the International Federation.
All bodies, members, players, officials, and committees affiliated with the federation are obligated to comply with this law, the regulations, the decisions, and the ethical charters issued by the federation, the Asian Federation, and the International Federation.
