Chapter 1: Definitions

Chapter 2: General Provisions

Article (2): Name, Headquarters, and Legal Status

  • 1) The Federation: It is a private sports authority with an independent legal personality, established in accordance with the laws of the Kingdom on the date: 1375/11/01H, corresponding to: 1956/09/06G for an unspecified duration. It carries out its tasks and responsibilities assigned to it under this law and the relevant regulations in the Kingdom. The Federation has the right to establish one or more subsidiary companies in accordance with the regulations in force in the Kingdom to enhance commercial and investment activities.

  • 2) The headquarters of the Federation is located in the city of Riyadh, and it may not be transferred to another city except by a decision from the General Assembly. The Federation has the right to open one or more branches in various regions of the Kingdom.

  • 3) The Federation is a member of the West Asian Federation, the Arab Federation, the Asian Federation, and the International Federation.

  • 4) The flag of the Federation is: the flag of the Kingdom of Saudi Arabia.

  • 5) The logo of the Federation consists of the head of a falcon, a football, and a palm tree in a spherical shape.

  • 6) The abbreviation of the Federation's name in Arabic is ساف, and in English is SAFF.

  • 7) The logo and abbreviation are registered trademarks with the official authorities in the Kingdom.

Article 3: Objectives of the Union

  • The Federation works to achieve the following objectives:

    • 1) Deepening national belonging and rooting national identity among the citizens of the Kingdom through the sport of football.

    • 2) Continuous improvement of the game of football, promoting it, and developing its elements in light of its unified human, cultural, and educational values.

    • 3) Spreading the practice of football in light of human, cultural, and educational values.

    • 4) Continuously developing the game of football and its complementary elements in the Kingdom, ensuring respect for the laws of the game, and preventing violations.

    • 5) Organizing football competitions at the local and national levels, in accordance with the principles of fair competition, clean play, sportsmanship, and human values.

    • 6) Preparing regulations related to the practice of football activities and ensuring their implementation.

    • 7) Protecting its interests and the interests of its members.

    • 8) Full compliance at all times with the regulations, systems, laws, circulars, and decisions issued by FIFA, the Asian Football Confederation, the West Asian Football Federation, and the decisions of the Sports Arbitration Court in case of appeal, as well as the decisions of the Saudi Sports Arbitration Center, in addition to the laws of the game of football issued by the International Football Association Board, and ensuring their respect by the members of the Federation and its officials.

    • 9) Strengthening relationships with local, regional, continental, and international institutions and bodies to achieve honorable representation of the Kingdom in football.

    • 10) Managing local and international sports relations related to football in all its forms.

    • 11) Hosting competitions at the regional, continental, and international levels related to the game of football.

    • 12) Promoting integrity, ethics, and clean play to limit all means or practices, such as corruption, doping, or match-fixing, that may threaten the integrity of matches, competitions, players, officials, and clubs or lead to harm to the sport of football.

    • 13) Respecting the regulations and laws in force in the Kingdom.

    • 14) Organizing studies, research, conferences, and workshops related to football and its various affairs.

    • 15) Elevating women's football and the full participation of women at all levels of football management.

    • 16) Enhancing and strengthening the principles and practices of good governance at the national level and encouraging members to adopt good governance principles specific to them.

Article 4: Neutrality, Non-Discrimination, and Anti-Racism

  • 1) The union is neutral in all political and religious matters.

  • 2) Union members are also required to maintain neutrality in political and religious matters and to ensure their compliance with it.

  • 3) The union remains independent and distances itself from any form of unlawful political influence. The union manages its affairs independently and without any unjustified influence from any other parties.

  • 4) All forms of discrimination are completely prohibited; whether against a particular state, an individual, or a group of individuals, based on race, gender, language, religion, politics, disability, or any other reason, and violations are punishable by suspension or expulsion.

Article 5: Development and Enhancement of Friendly Relations

  • The Federation works to develop and enhance friendly relations as follows:

    • 1) Strengthening, developing, and enhancing the relationships of friendship and goodwill between the Federation, its members, its clubs, its officials, and its affiliated players, as well as within the community, for humanitarian purposes.

    • 2) Every individual or organization concerned with the sport of football must adhere to this law, the regulations, the principles of fair play, and the values of loyalty, integrity, and sportsmanship.

    • 3) The Federation is responsible for preparing institutional means capable of resolving any internal disputes that arise between members, clubs, officials, and affiliated players.

Article 6: Players

  • 1) The Board of Directors shall organize the conditions and transfers of players participating in the competitions of the Federation and the Professional League, in accordance with the laws and regulations of the Federation, and the regulations of the international federation.

  • 2) The Federation shall register the players in accordance with the regulations governing this, with the obligation not to conflict with this law and the mandatory regulations of the international federation.

Article 7: Laws of the Game

  • 1) The Federation and all its members shall practice football in accordance with the Laws of the Game issued by the International Football Association Board, which is the sole authority authorized to enact and amend the laws of the game.

  • 2) The Federation and all its members shall practice futsal in accordance with the Laws of the Game issued by the International Federation, which is the sole authority authorized to enact and amend the laws of futsal.

  • 3) The Federation and all its members shall practice beach soccer in accordance with the Laws of the Game issued by the International Federation, which is the sole authority authorized to enact and amend the laws of beach soccer.

Article 8: Conduct of Authorities and Officials

  • 1) All entities (as stipulated in Article 20 of this Law) and the officials affiliated with the Federation are obligated to adhere to this Law, the regulations, directives, decisions, and ethical charters issued by the International Federation, the Asian Federation, and the Federation in their activities.

  • 2) Every individual and organization involved in the regulated game of football, futsal, and beach football in the Kingdom of Saudi Arabia must comply with the fundamental laws and regulations issued by the International Federation, the Asian Federation, and the Federation, as well as any relevant legislation, and also uphold the principles of fair play and the values of loyalty, integrity, and sportsmanship.
