Licensing Regulations for Water Efficiency and Conservation Service Providers

Chapter 1: Definitions

Article 1

  • The terms and phrases mentioned below - wherever they appear in this Regulation - shall have the meanings specified next to them, unless the context requires otherwise:

    • Center: National Water Efficiency and Conservation Center.

    • Regulation: Regulation for Licenses for Water Efficiency and Conservation Service Providers.

    • Ministry: Ministry of Environment, Water, and Agriculture.

    • License: Permission granted and issued by the Center to a natural or legal person, authorizing them to engage in water efficiency and conservation services under this Regulation.

    • Water Efficiency and Conservation Services: Services for leak detection and repair, water usage auditing services, management of renovation and development projects according to efficiency and conservation standards, and measurement and verification services of water efficiency and conservation standards for beneficiaries in urban, agricultural, and industrial sectors.

    • Water Conservation: Adoption of behaviors, tools, and systems at the facility level to reduce water waste.

    • Applicant: The license applicant or the license renewal applicant.

    • Auditor: The natural or legal person who identifies opportunities for improving water efficiency and conservation in urban, agricultural, and industrial facilities, who holds the license.

    • Designer and Implementer of Efficiency and Conservation Solutions: The natural or legal person who engages in the design and implementation of renovation and development projects according to water efficiency and conservation standards, who holds the license.

    • Service Provider: The provider of water efficiency and conservation services who holds a license from the Center, according to the requirements specified in the Regulation.

    • Beneficiary: The natural or legal person contracted with the service provider for the purpose of obtaining any of the water efficiency and conservation services.

    • Financial Fee: A financial amount paid by the applicant to obtain the license or to renew the license.

    • Electronic Platform: An electronic platform that enables service providers to submit applications for obtaining the license, conduct all activities related to water efficiency and conservation services, and communicate with beneficiaries.

    • Academic Qualifications: The educational certificate obtained by the service provider.

    • Practical Experience: The accumulated knowledge, skills, and abilities acquired through professional practice.

    • Technical Certificates: The certificates obtained by the service provider as a result of passing training courses or technical requirements that demonstrate their technical abilities and skills.

    • Technical Equipment: Technical measuring devices and simulation software approved by the Center for the service provider.

Chapter 2: Objectives of the Regulation and Scope of Its Application

Article 3

  • The licensing regulation targets beneficiaries in urban, agricultural, and industrial sectors, covering the following water efficiency and conservation service activities:

    • A- Leak detection and repair services: Assessing existing facilities for potential water leaks and implementing minor repairs for leaks that do not require breaking work.

    • B- Water usage audit services: Evaluating existing facilities to identify deficiencies in water usage and determine the underlying issues.

    • C- Management of renovation and development projects according to efficiency and conservation standards: Designing and/or implementing solutions that address the water efficiency and conservation issues identified during the audit phase.

    • D- Measurement and verification services for water efficiency and conservation: Ensuring that renovation and development projects have effectively achieved the targeted savings in water consumption amounts.

Article 4

  • The provisions of this Regulation apply to all activities and providers of water efficiency and conservation services that are licensed by the Center in the Kingdom of Saudi Arabia, whether the activities are existing or newly emerging, and whether they are conducted as a primary activity or wish to add this activity to their other activities.

Chapter 3: Types of Licenses and Their Requirements

Article 5

  • The center is responsible for carrying out the following tasks:

    • A- Identifying the types of water efficiency and conservation services that require providers to obtain a license, and establishing the rules, conditions, and requirements related to them.

    • B- Issuing and renewing licenses for service providers in accordance with the provisions of the regulation and what is issued by the center, and approving their registration with it along with any amendments and fulfilling the financial counterpart for it.

    • C- Monitoring and evaluating service providers in terms of performance level, quality of services provided, and accuracy of studies and reports prepared by them.

    • D- Publishing a list of service providers approved by the center and indicating the types of services provided by them.

    • E- Monitoring and verifying any violation of the provisions of this regulation by service providers, investigating and documenting it, and coordinating with the relevant security authority at the Ministry of Interior when necessary regarding the enforcement actions against violators.

    • F- Organizing the rules and conditions for dealing with objections to the center's decisions regarding licensing procedures.

Article 7

  • The center provides the following licenses to individual service providers:

    • 1- License for Water Auditing in Urban Facilities (Urban Auditor):

    • This license grants individual service providers the authority to work in the field of water auditing in urban facilities, including residential and commercial establishments. This license authorizes service providers to carry out water auditing activities and identify leaks, which include:

      • • Identifying all water usage points within the facility.

      • • Reviewing water consumption quantities in the facility, such as: (bathrooms, kitchens, balconies, irrigation of green areas, tanks, etc.) and ensuring they do not consume more than necessary, in addition to verifying the presence of water-saving sanitary tools.

      • • Detecting potential water leaks by inspecting sanitary tools and internal pipelines.

      • • Identifying opportunities for usage reduction and clarifying potential savings to enhance water efficiency and reduce consumption quantities.

    • Applicants for water auditing services in urban facilities must be Saudi nationals and meet the following requirements:

      • • Educational Qualifications: A minimum of a technical diploma related to water efficiency and conservation, including supporting documents such as a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform.

      • • Practical Experience: At least one year of experience in water auditing in urban facilities, including experience in sanitary tools, including gray water networks, internal pipelines, and irrigation of green areas. Supporting documents include an employment letter from the applicant and/or a resume proving the required practical experience.

      • • Technical Certificates: The applicant must hold a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the required technical certificates.

      • • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

    • 2- License for Water Auditing in Agricultural Facilities (Agricultural Auditor):

    • This license grants individual service providers the authority to work in the field of water auditing in agricultural facilities. This license authorizes service providers to carry out water auditing activities and identify leaks, which include:

      • • Identifying the sources of water used and available (in compliance with the ministry's regulations and in coordination with it when necessary).

      • • Auditing approved irrigation systems, in addition to auditing practices such as (irrigation timing).

      • • Reviewing water consumption quantities in agricultural facilities and comparing them with the resulting agricultural crops.

      • • Identifying areas of malfunction and estimating the amount of water loss.

      • • Detecting potential water leaks by inspecting irrigation distribution pipelines.

      • • Identifying possible usage reduction opportunities, including the use of treated water, and clarifying potential savings to enhance water efficiency and reduce consumption quantities.

    • Applicants for water auditing services in agricultural facilities must be Saudi nationals and meet the following requirements:

      • • Educational Qualifications: A minimum of a technical diploma related to water efficiency and conservation, including supporting documents such as a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform.

      • • Practical Experience: At least one year of experience in water auditing in agricultural facilities, including experience in agricultural irrigation systems and treated water reuse systems. Supporting documents include an employment letter from the applicant and/or a resume proving the required practical experience.

      • • Technical Certificates: The applicant must hold a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the required technical certificates.

      • • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

      • The center provides the following licenses to service providers from companies:

    • 3- License for Water Auditing in Urban Facilities:

    • This license grants service providers from companies the authority to work in the field of water auditing, measurement, and verification in urban facilities, including residential and commercial establishments. This license authorizes service providers to carry out water auditing activities, leak detection, measurement, and verification, which include the following:

      • • Identifying all water usage points within the facility.

      • • Reviewing water consumption quantities within the facility (including bathrooms, kitchens, balconies, irrigation, tanks, etc.) and ensuring they do not consume more than necessary, in addition to verifying the presence of water-saving sanitary tools.

      • • Measuring the improvement resulting from solutions and verifying their compliance with the conditions specified in execution contracts.

      • • Detecting potential water leaks by inspecting sanitary tools and internal pipelines.

      • • Identifying opportunities for usage reduction and clarifying potential savings to enhance water efficiency and reduce consumption quantities.

      • Applicants for water auditing services in urban facilities must meet the following requirements:

        • Human Capabilities: One full-time employee with at least one year of experience holding a minimum of a technical diploma related to water efficiency and conservation, responsible for supervising, managing, and conducting water auditing studies. The applicant must have a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform, an employment letter from the applicant or employee registration certificate, or any other document proving that the employee works for the applicant, the employee's resume, a copy of the commercial register certificate, and a copy of the required technical certificates.

        • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

    • 4- License for Water Auditing in Agricultural Facilities:

    • This license grants service providers from companies the authority to work in the field of water auditing, measurement, and verification in agricultural facilities. This license authorizes service providers to carry out water auditing activities, leak detection, measurement, and verification, which include the following:

      • • Identifying the sources of water used and available (in compliance with the ministry's regulations and in coordination with it when necessary).

      • • Auditing approved irrigation systems, in addition to auditing practices such as (irrigation timing).

      • • Reviewing water consumption quantities in agricultural facilities and comparing them with the resulting agricultural crops.

      • • Identifying areas of malfunction and estimating the amount of water loss.

      • • Measuring the improvement resulting from solutions and verifying their compliance with the conditions specified in execution contracts.

      • • Detecting potential water leaks by inspecting distribution pipelines.

      • • Identifying possible usage reduction opportunities, including the use of treated water, and clarifying potential savings to enhance water efficiency and reduce consumption quantities.

      • Applicants for water auditing services in agricultural facilities must be a company registered in the Kingdom of Saudi Arabia and meet the following requirements:

        • • Human Capabilities: One full-time employee with at least one year of experience holding a minimum of a technical diploma related to water efficiency and conservation, responsible for supervising, managing, and conducting water auditing studies. The applicant must have a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform, an employment letter from the applicant or employee registration certificate, or any other document proving that the employee works for the applicant, the employee's resume, a copy of the commercial register certificate, and a copy of the required technical certificates.

        • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

    • 5- License for Water Auditing in Industrial Facilities:

    • This license grants service providers from companies the authority to work in the field of water auditing, measurement, and verification in industrial facilities. This license authorizes service providers to carry out water auditing activities, leak detection, measurement, and verification, which include:

      • • Identifying all water usage points within the facility.

      • • Reviewing water consumption quantities within the facility (including sanitary use and use in industrial processes) and ensuring they do not consume more than necessary.

      • • Measuring the improvement resulting from solutions and verifying their compliance with the conditions specified in execution contracts.

      • • Detecting potential water leaks by inspecting sanitary tools and internal pipelines.

      • • Identifying opportunities for usage reduction, including the use of treated water, and clarifying potential savings to enhance water efficiency and reduce consumption quantities.

      • • Auditing the efficiency of transport and distribution networks within the industrial facility to minimize loss and detect potential leaks by inspecting pipelines and water tanks.

      • Applicants for water auditing services in industrial facilities must be a company registered in the Kingdom of Saudi Arabia and meet the following requirements:

        • • Human Capabilities: One full-time employee with at least one year of experience holding a bachelor's degree in a field related to water efficiency and conservation, responsible for supervising, managing, and conducting water auditing studies. The applicant must have a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform, an employment letter from the applicant or employee registration certificate, or any other document proving that the employee works for the applicant, the employee's resume, a copy of the commercial register certificate, and a copy of the required technical certificates.

        • • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

    • 6- License for Water Auditing in Transport and Distribution Networks:

    • This license grants service providers from companies the authority to work in the field of water auditing, measurement, and verification in water transport and distribution networks. This license authorizes service providers to carry out water auditing activities, leak detection, measurement, and verification, which include the following:

      • • Auditing the efficiency of transport and distribution networks to minimize loss and detect potential leaks by inspecting pipelines and water tanks.

      • • Identifying opportunities for usage reduction and clarifying potential savings to minimize leaks and reduce transport and distribution costs.

      • • Measuring the improvement resulting from solutions and verifying their compliance with the conditions specified in execution contracts or the requirements of the relevant authorities.

      • Applicants for water auditing services in transport and distribution networks must be a company registered in the Kingdom of Saudi Arabia and meet the following requirements:

        • • Human Capabilities: One full-time employee with at least one year of experience holding a minimum of a technical diploma related to water efficiency and conservation, responsible for supervising, managing, and conducting water auditing studies. The applicant must have a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform, an employment letter from the applicant or employee registration certificate, or any other document proving that the employee works for the applicant, the employee's resume, a copy of the commercial register certificate, and a copy of the required technical certificates.

        • • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

    • 7- License for Designer and Implementer of Water Efficiency and Conservation Solutions in Urban Facilities:

    • This license grants service providers from companies the authority to work in the field of designing and implementing water efficiency and conservation solutions that address issues identified during the auditing phase. This license also covers water auditing activities in the urban sector, excluding measurement and verification activities. The services specialized in designing and implementing solutions include the following:

      • • Designing and mapping engineering solutions for water efficiency and conservation, including modern technologies and gray water systems, and identifying the savings the project can achieve.

      • • Identifying the financial and technical resources and the time period necessary for project implementation.

      • Identifying risks related to project implementation.

      • • Implementing retrofit projects.

      • • Designing solutions and implementing projects to enhance efficiency and conservation.

      • Applicants for designing and implementing water efficiency and conservation solutions in urban facilities must be a company registered in the Kingdom of Saudi Arabia and meet the following requirements:

        • • Human Capabilities: One full-time employee with at least one year of experience holding a bachelor's degree in a field related to water efficiency and conservation, responsible for supervising, managing, and providing water efficiency and conservation services. The applicant must have a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform, an employment letter from the applicant or employee registration certificate, or any other document proving that the employee works for the applicant, the employee's resume, a copy of the commercial register certificate, and a copy of the required technical certificates.

        • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.

    • 8- License for Designer and Implementer of Water Efficiency and Conservation Solutions in Agricultural Facilities:

    • This license grants service providers from companies the authority to work in the field of designing and implementing water efficiency and conservation solutions that address issues identified during the auditing phase. This license also covers water auditing activities in the agricultural sector, excluding measurement and verification activities. The services specialized in designing and implementing solutions include the following:

      • • Designing and mapping engineering solutions for water efficiency and conservation, including modern technologies, the use of treated water, improving water extraction methods from wells, and identifying the savings the project can achieve.

      • • Identifying the financial and technical resources and the time period necessary for project implementation.

      • • Identifying risks related to project implementation.

      • • Implementing retrofit projects.

      • Applicants for designing and implementing water efficiency and conservation solutions in agricultural facilities must be a company registered in the Kingdom of Saudi Arabia and meet the following requirements:

        • • Human Capabilities: One full-time employee with at least one year of experience holding a bachelor's degree in a field related to water efficiency and conservation, responsible for supervising, managing, and providing water efficiency and conservation services. The applicant must have a technical certificate from a training entity accredited by the center according to the technical qualifications that the center updates and publishes regularly. Supporting documents include a copy of the academic certificate issued by accredited entities specified by the center on the electronic platform, an employment letter from the applicant or employee registration certificate, or any other document proving that the employee works for the applicant, the employee's resume, a copy of the commercial register certificate, and a copy of the required technical certificates.

        • • Technical Equipment: Ownership or rental of equipment and measuring devices specified and regularly updated by the center, where all measuring device units are calibrated (if calibration is required), and supporting documents include a valid calibration certificate for all devices.
