In the application of this regulation, the following definitions are intended with the meanings specified next to each:
The Kingdom: The Kingdom of Saudi Arabia.
Scope of Work: The internal waters, territorial waters, and exclusive economic zone of the Kingdom.
Border Guard: The General Directorate of Border Guard and its leadership, sectors, and centers.
The Administration: The administration concerned within the Ministry of Transport.
Fishing Vessel: A floating marine vessel used for the purpose of fishing for fish and other marine organisms authorized for fishing, provided that its total capacity does not exceed thirty tons and its length does not exceed 2 meters (65 feet); anything exceeding this is subject to the ship registration system.
Recreational and Diving Vessel: A rented recreational vessel: This is a vessel used for the purpose of recreation (leisure) and does not exceed a total capacity of ten tons and a length of 11 meters (36 feet); anything exceeding this is subject to the ship registration system.
Rented Recreational Vessel: This is a vessel used for the purpose of recreation (leisure) for hire and does not exceed a length of 11 meters (36 feet) and carries fewer than 12 passengers, and does not exceed a speed of 15 knots; anything exceeding this is subject to the provisions for passenger ships.
Vessel Captain: The person responsible for operating, navigating, and ensuring the safety of the vessel, holding a vessel operating license.
Work License: A document issued by the Ship Registration Office.
Marine Vessel: A document issued by the Marine Administration at the Ministry of Transport for vessels used for fishing, recreation, or diving, indicating that the vessel is seaworthy under the conditions specified in that document, which is necessary for the vessel to set sail.
Title Deed: A document issued by the Ship Registration Office at the Marine Administration of the Ministry of Transport to prove ownership of the vessel:
Owner: The owner of the marine vessel.
Practice License: A document issued by the Ministry of Agriculture and Water.
Fishing Profession: (Fish Wealth) for anyone wishing to pursue the fishing profession, provided they meet the conditions for granting it.
Sea Entry Permit: A security document issued by Border Guard centers for those wishing to dive, provided they meet the conditions for granting it.
Recreational Permit: A document issued by the Border Guard for the purpose of recreation and leisure.
Knots: A nautical term for measuring speed, equivalent to one nautical mile per hour.
Nautical Mile: A nautical term for measuring distance, equivalent to 1.853 km.
Foot: A unit of measurement for length, equal to 0.304 m.
Pound: A unit of measurement for weight, equal to 0.454 kg.
(a) Non-Saudis are not permitted to own fishing vessels, but they may operate them under the sponsorship of a Saudi national, whether an individual, a company, an institution, or a government entity. The owner of the vessel must obtain the approval of the relevant authority at the Ministry of Agriculture for the ownership of the fishing vessel before the issuance of the ownership deed.
(b) Non-Saudis are allowed to own recreational vessels, provided that their residency in the Kingdom is legal.
The offices and branches of the General Administration of Maritime Transport at the Ministry of Communications (Maritime Administration) shall register these vessels in special records and assign each of them a serial number according to the priority of registration.
(a) The administration issues a vessel ownership document indicating the vessel's registration number, and the owner is obligated to write it along with the name of the vessel and its port of registration in clear letters in both Arabic and Latin on both sides of the front midsection of the vessel, ensuring that the color of the writing contrasts with the color of the vessel.
(b) The name of the vessel may not be repeated at the same port.
(c) The length of the vessel is measured from the bow of the hull to its stern, measured along the centerline of the vessel, and the equation below illustrates the number of passengers for recreational and diving vessels.
Number of persons = 66% × Length of the vessel (m) × Maximum width (m).
The Ownership document shall not be issued except after the owner presents proof of purchase through the intermediary and evidence of payment of customs duties if applicable, and after the technical inspection to determine its specifications.
