Financial Regulation for Cultural Activities

Article 1

Previous Amendments
  • The following words, wherever they appear in the provisions of the Regulation, shall have the meanings indicated opposite them:

    • 1- Ministry: Ministry of Culture.
    • 2- Minister: Minister of Culture.
    • 3- Participants: They are the creative skill holders specialized in cultural, literary, and artistic fields who are assigned by the Ministry to carry out any of the activities specified in this Regulation.
    • 4- Authority: Any of the cultural authorities established by Council of Ministers Decision No. (398) dated 10/6/1441 AH.
    • 5- Academy: King Salman Global Academy for Arabic Language.

Article 2

Previous Amendments
  • This regulation applies to participants in cultural and artistic activities from outside the Ministry, the Authority, and the Complex, whom the Ministry, the Authority, or the Complex engage to implement the cultural and artistic activities they organize or participate in inside or outside the Kingdom. It also applies to those engaged from among the employees of the Ministry, the Authority, and the Complex, provided that the work they participate in is not part of their official duties in the Ministry, the Authority, or the Complex.

  • It is required for anyone participating in any cultural and artistic activities to meet any of the following conditions:

    • 1- A specialized academic qualification that qualifies the holder to practice any cultural, literary, or artistic activity.

    • 2- Specialized training.

    • 3- Experience that enables the individual to practice and perform any cultural, literary, or artistic activity.

Article 4

  • 1- Rewards for participants in the cultural and artistic activities mentioned in this Regulation shall be granted for the actual days of the event.
  • 2- Transportation, accommodation, subsistence, and travel shall be provided for all participants in the activities mentioned in this Regulation, whether inside or outside the country, upon the Minister's approval.
  • 3- The amount of the reward due to the participant in any of the activities specified in this Regulation shall be determined based on the recommendation of the department specialized in the activity, taking into account the academic qualification, experience, specialized training, nature of participation, and its importance, and submitted to the Minister for approval.

Article 5

  • 1- The activities of the platform include preparing and delivering lectures, seminars, poetry evenings, narrative, critical, and artistic sessions, and managing them. The value of the reward is determined according to paragraph (3) of Article (4) and is as follows:

    • A- From (1000) one thousand Riyals to (3000) three thousand Riyals for participants from within the Kingdom.

    • B- From (3000) three thousand Riyals to (5000) five thousand Riyals for participants from outside the Kingdom.

    • C- From (3000) three thousand Riyals to (5000) five thousand Riyals for participants outside the Kingdom.

  • 2- The reward for presenters and managers of platform activities is as follows:

    • A- From (500) five hundred Riyals to (1500) one thousand five hundred Riyals within the Kingdom.

    • B- From (1000) one thousand Riyals to (2000) two thousand Riyals outside the Kingdom.

    • 3- The total number of participations by an individual must not exceed five participations in a year, and the total amount disbursed to them must not exceed (15,000) fifteen thousand Riyals.

    • 4- The value of the rewards mentioned in the previous paragraphs may be increased by a maximum of (50%) of their value in cases determined by the Minister.

Article 6

  • 1- Handicraft and professional works include organizing artistic festivals, children's festivals and exhibitions, workshops, or popular games, crafts, traditional industries, fashion, folk food preparers, members of folk art groups, theatrical and musical bands, performers, chanters, and interpreters.

  • 2- Artistic activities include: director, assistant director, theater manager, assistant theater manager, lighting technician, music and effects technician, fashion and accessories designer, fashion technician, accessories officer, makeup specialist, public relations officer for the show, scenography designer, lead actor, first actor, second actor, supporting actor, extras, show organizer, designer of folk paintings, dances, and popular game shows.

  • 3- The reward value for participants in the activities referred to in this article shall be determined in accordance with paragraph (3) of Article (Four) as follows:

    • A- From (300) three hundred riyals daily to (500) five hundred riyals daily within the Kingdom.
    • B- From (500) five hundred riyals daily to (1000) one thousand riyals daily outside the Kingdom.
  • 4- A lump sum reward of (10,000) ten thousand riyals maximum shall be granted to lyric poets, music and melody designers, sound and light effects specialists, choreographers, text authors, preparers, or text poets for their work; this shall be upon the recommendation of the competent administration and the approval of the Minister. The reward value may be increased by a maximum of (100%) one hundred percent with the Minister's approval, provided that the same person is not assigned more than three occasions per year, and the total amount paid to them does not exceed (40,000) forty thousand riyals per year.

  • The Minister - by his decision - shall adopt the necessary provisions to regulate cultural competitions, including specifying each of the following:

    •    1- Competition tracks.
    •    2- Categories of participants in the competition.
    •    3- Judging committees, including the committees concerned with cultural and artistic works that the Ministry, the Authority, or the Complex wishes to own, their scope of work, and the remuneration of their members.
    •    4- Financial and non-financial prizes.
    •    5- Remuneration for those whom the Ministry, the Authority, or the Complex employs, whether they are employees of those entities or from outside them.
    •    6- Rules organizing the transportation of participants, securing their accommodation, subsistence, and necessary transportation.
    •   7- Any other matters related to the organization of cultural competitions.

Article 9

Previous Amendments
  • 1- The Ministry, the Authority, and the Complex may own any cultural or artistic works according to the mechanism and value approved by the Minister.
  • 2- It is not permissible to own more than two cultural or artistic works in the same field for a single participant within one year, provided that the total number owned by the Ministry, the Authority, or the Complex does not exceed fifty (50) cultural or artistic works in one year.
