Basic Regulation for Rehabilitation Programs for the Impediments

Chapter 1: Organization of Rehabilitation Programs for the Impediment

Article 2

The General Administration for Rehabilitation is responsible for overseeing the establishment and implementation of rehabilitation programs for individuals with impediments, conducting the necessary research to develop these programs, and proposing the administrative and specialist regulations required to organize the work at rehabilitation centers. It also aims to provide an appropriate level of services for various categories of individuals with impediments and to create a renewed image of the scale of the phenomenon by recording the services provided to them and collecting statistical data about them.

Article 3

  • A coordination committee shall be formed at the Ministry of Labor and Social Affairs as follows:

    • - Two representatives from the Ministry of Labor and Social Affairs, one of whom shall be the Chair and the other the Rapporteur.

    • - A representative from the Ministry of Education.

    • - A representative from the Ministry of Health.

  • The Minister of Labor and Social Affairs may, by decision, include a fifth member in the committee when necessary, who possesses specialization and experience in the field of vocational and social rehabilitation for the impeded. The committee shall have the following responsibilities:

    • - Coordinating services among the relevant authorities concerned with the care and rehabilitation of the impeded and avoiding duplication in providing services to them.

    • - Providing proposals and recommendations to the officials that achieve the objectives of medical, educational, vocational, and social care and rehabilitation for the impeded.

    • - Facilitating access to the necessary statistical data for each authority regarding the impeded.

    • - Exchanging research and studies conducted in the field of the impeded.

Article 4

The Committee referred to in the previous article shall meet whenever the need arises, but not less than twice a year. The date and location of its meetings shall be determined by the President. Each member of the Committee shall receive a reward of (300) three hundred Riyals for each session they attend, provided that the total amount received by each member in a year does not exceed three thousand Riyals.

Chapter 2: Vocational Rehabilitation Centers for Persons with Disabilities

Article 7

  • The categories of impediments accepted in these centers include, for example:

    • (A) The category of physically impaired individuals: such as those with amputations of the upper and lower limbs, paraplegics, physically disabled individuals, and heart patients.

    • (B) The category of the deaf and mute, the deaf, the mute, the deaf-mute, and those with hearing impairments.

    • (C) The category of the blind and visually impaired.

    • (D) The category of tuberculosis survivors.

    • (E) The category of mentally impaired individuals: the mentally retarded "moron category" and cases of improvement from mental illnesses.

Article 8

The vocational rehabilitation centers may provide services to all these categories or some of them, as well as prioritize one category over another based on the available financial and technical resources and according to the conditions of the area where the center is located and the size of each category. The blind individuals are rehabilitated in special units within these centers, and they may be separated into independent centers if the need arises.
