Regulation of Immediate Relief

(Article 1)

  • Definitions:

    • A- Disaster: every fire, demolition, torrent, storm, earthquake, or any other accident occurs and may cause damage or threaten the lives of individuals, public, or private property (Article Two of the Civil Defense System) .

    • B- Relief: providing food, clothing, shelter, treatment, cash aid, and other things to those affected in times of disaster.

Article 2: Provision of Relief

Previous Amendments
  • 1- Relief is provided by the directive of the Emir of the region or the governor based on a recommendation from the General Directorate of Civil Defense indicating that the damage situation necessitates immediate and direct aid and assistance, and the Emirate or governorate specifies the location and mechanism for its provision.

  • 2- The Relief Committee is formed from the Ministry of Interior (the Emirate of the region or the governorate or the center and the General Directorate of Civil Defense or its branches in the regions), the Ministry of Municipal and Rural Affairs and Housing or its branches or offices, and it may seek assistance from other entities it deems appropriate.

Article 3: Duties of the Relief Committee

  • The Relief Committee is responsible for providing shelter, food, and clothing to the Aggrieved Persons as follows:

  • First - Shelter:

  • If the damage situation necessitates the Eviction of some Aggrieved Persons from their homes for a limited period, they will be accommodated in one of the following alternatives:

    • 1. A daily amount of (300) Riyals will be allocated as a shelter allowance for a family consisting of two individuals, and for each additional individual, (50) Riyals will be allocated daily for a period of five days.

    • 2. Housing them in one of the available public or private shelter facilities such as (furnished apartments, hotels, rest houses, schools, playgrounds, fixed or temporary shelters established as needed) in accordance with the provisions of the Regulation for Eviction and Shelter Operations issued by Decision No. 2/12/W/12/DF dated 8/8/1422 AH.

    • 3. Providing a tent with (2) mats for each family not exceeding four individuals, along with its necessities, and for families exceeding that number, an additional tent will be provided at the same rate.

  • Second - Food:

  • Food will be provided according to the following alternatives:

    • 1. A daily amount of (50) Riyals will be allocated for each individual as a subsistence allowance for a period of five days.

    • 2. Providing a food basket according to Table No. (1) for families consisting of five individuals or less for a period of five days, and this quantity will be increased according to the family members based on the family record as per Table No. (2).

    • 3. Providing ready or cooked meals at a rate of three meals daily of common and familiar food in the area of damage, provided that the value of the meal for each individual per day does not exceed the amount specified in paragraph (1) of Second above, while adhering to the health standards for the meal.

  • Third - Clothing:

    • Clothing or any other necessities will be provided to the Aggrieved Persons if needed.

(Article 4)

  • The Ministry of Health shall ensure the full health care for affected by the disaster and its repercussions , and coordinate the efforts of participating health and ambulance authorities.

( Article 5 )

  • Duration of relief for specific periods:

    • 1- Relief shall be provided to those affected until the emergency is over by a decision of the region’s prince or the governor.

    • 2-When the emirate sees some affected in need of continue housing and subsistence after the end of the emergency situation, the region’s emirate shall spend on them through the item allocated in the region’s emirate’s budget, according to what was stated in the High Order No. 46778 dated on 17/10/1432H.

(Article 6 )

  • When evacuation order is issued to evacuate residents from their homes and not return to them for a long period of time, they are paid in return for subsistence and shelter in accordance with the Royal Decree No. 9101 / B dated 02/12/1431 AH as follows:

    • A- An amount of (60,000) sixty thousand riyals is paid (in two installments) annually for a family whose number does not exceed (10) persons.

    • B . An amount of (20,000) seventy thousand riyals is paid(in two installments) annually for families with more than (10) members.

    • C - The second installment will be paid when the affected do not return to their homes.

(Article 7)

  • 1. Relief Delivery Standards:

    • The applicant for relief amount must be from affected in the damage 2 site.

    • 3. the relief is provided according to the family record or legal residency card. For residency violators and those who are unknown, subsistence is provided with the participation of the competent security authorities and to prove this in an official way.

    • 4. The sums referred to in Article 6 shall be paid by transferring to the affected accounts who have been counted and their documents completed which are (a recent copy of the family record, copies of educational certificates for children from schools of the damage site, a copy of the family health file from the damage site, a copy of the property deed or lease contract proving the family residency before the event, a copy of the electricity bill, the bank account number (IBAN).

    • 5. Coordination of efforts between the parties involved in providing relief (governmental and non-governmental).

Article 8

Previous Amendments
  • The Ministry of Municipalities and Housing shall provide the necessary funds to implement all the requirements stipulated in this Regulation.

(Article9)

This regulation will come into effect after (60) days from the date of its issuance.
