Regulations for the Establishment of Public Education Schools

Chapter 1: Definitions

  • The phrases and words mentioned below - wherever they appear in these regulations - shall have the meanings specified next to each of them,

    • 1- The Student: the male or female student.

    • 2- Paved Roads: the asphalted roads that are easily and conveniently used by means of transport, connecting cities, governorates, and centers.

    • 3- Desert Roads: the unpaved roads that are not easily and conveniently traversed by means of transport, located in open flat areas.

    • 4- Rugged Roads: the sandy or mountainous unpaved roads that are difficult to navigate, which can only be traversed by four-wheel drive vehicles or pack animals.

    • 5- Main Roads: the roads that connect the main and important parts of the city to each other.

    • 6- Classroom: the place where students receive their lessons.

    • 7- Educational Complex: a building (or several adjacent buildings) that includes two or more educational stages.

Chapter 2: Establishment of Schools

Secondly: In the centers

  • 1- A primary school is established in one of the following cases:

    • A- The presence of (forty-five) children aged between (one) and (six) years, including at least (fifteen) children of the age eligible for admission to the first grade of primary school, and at least (twenty) students aged between (seven) and (eleven), with the distance between their location and the nearest existing primary school not less than (25) kilometers on paved roads or (15) kilometers on desert roads or (10) kilometers on rough roads.

    • B- The presence of between (eighty) and (ninety-nine) students aged between (seven) and (eleven), with the distance between the location and the nearest existing primary school not less than (20) kilometers on paved roads or (12) kilometers on desert roads or (8) kilometers on rough roads.

    • C- The presence of (one hundred) students or more, with the distance between the location and the nearest existing primary school not less than (10) kilometers on paved roads or (5) kilometers on desert roads or (3) kilometers on rough roads.

    • D- Neighboring centers where the distance between any of them does not exceed (12) kilometers on paved roads or (8) kilometers on desert roads or (4) kilometers on rough roads are considered one location, and the location of the school is determined in coordination between the education administration and the emirate of the region.

  • 2- A middle school is established in one of the following cases:

    • A- If the number of students in the primary school at the location during the last three academic years reaches (seventy) students or more; at least ten of them in the sixth grade of primary school, and the distance between it and the nearest existing middle school is not less than (30) kilometers on paved roads or (20) kilometers on desert roads or (10) kilometers on rough roads.

    • B- If the number of students in the primary school at the location reaches (ninety) students or more, including at least (fifteen) in the sixth grade of primary school, and the distance between it and the nearest middle school is not less than (20) kilometers on paved roads or (15) kilometers on desert roads or (7) kilometers on rough roads.

    • C- If the number of students in the primary school at the location reaches (one hundred and ten) students or more; at least (twenty) in the sixth grade of primary school, and the distance between it and the nearest middle school is not less than (15) kilometers on paved roads or (10) kilometers on desert roads or (5) kilometers on rough roads.

    • D- If the number of students in the primary school at the location reaches (one hundred and fifty) students or more, including at least (twenty) in the sixth grade of primary school, and the distance between it and the nearest middle school is not less than (10) kilometers on paved roads or (5) kilometers on desert roads or (3) kilometers on rough roads.

    • هـ. If there are primary schools close to each other with distances not exceeding (20) kilometers on paved roads or (15) kilometers on desert roads or (7) kilometers on rough roads, and the distance to the nearest middle school is not less than (30) kilometers on paved roads or (20) kilometers on desert roads or (10) kilometers on rough roads, and the total number of students in these schools is at least (one hundred); including at least (twenty) in the sixth grade of primary school. In this case, a middle school is established affiliated with one of these schools, and the location of the school is determined in coordination between the education administration and the emirate of the region.

  • 3- A secondary school is established in one of the following cases:

    • A- If the average number of students in the middle school at the location during the last three academic years reaches (ninety) students or more; at least (twenty) in the third grade of middle school, and the distance between it and the nearest existing secondary school is not less than (40) kilometers on paved roads or (25) kilometers on desert roads or (12) kilometers on rough roads.

    • B- If the number of students in the middle school at the location reaches (one hundred and twenty) students or more; at least (thirty) in the third grade of middle school, and the distance between it and the nearest existing secondary school is not less than (30) kilometers on paved roads or (20) kilometers on desert roads or (10) kilometers on rough roads.

    • C- If the number of students in the middle school at the location reaches (one hundred and fifty) students or more; at least (thirty-five) in the third grade of middle school, and the distance between it and the nearest existing secondary school is not less than (15) kilometers on paved roads or (10) kilometers on desert roads or (5) kilometers on rough roads.

    • D- If the number of students in the middle school at the location reaches (one hundred and eighty) students or more; at least (thirty-five) in the third grade of middle school, and the distance between it and the nearest existing secondary school is not less than (10) kilometers on paved roads or (5) kilometers on desert roads or (3) kilometers on rough roads.

    • E- If there are middle schools close to each other with distances not exceeding (30) kilometers on paved roads or (20) kilometers on desert roads or (10) kilometers on rough roads, and the distance to the nearest existing secondary school is not less than (30) kilometers on paved roads or (20) kilometers on desert roads or (10) kilometers on rough roads, and the total number of students in these schools reaches (one hundred and forty) students or more; including at least (thirty) in the third grade of middle school, in this case, a secondary school is established affiliated with one of these schools, and the location of the school is determined in coordination between the education administration and the emirate of the region.

Chapter 3: Consolidation of Schools

First: In cities and governorates

1- The primary school shall be merged with the nearest primary school if the number of students in the school to be merged does not exceed (one hundred) students, and it has been open for six years or more, provided that it is not the only school in the location.
2- The intermediate school shall be merged with the nearest intermediate school if the number of students in the school to be merged does not exceed (sixty) students, and it has been open for three years or more, provided that it is not the only school in the location.
3- The secondary school shall be merged with the nearest secondary school if the number of students in the school to be merged does not exceed (sixty) students, and it has been open for three years or more, provided that it is not the only school in the location.

Secondly: In the centers

  • 1- The primary school shall be merged with the nearest similar school in any of the following cases:

    • A- If the number of its students does not exceed (twenty) students, and it has been open for six years or more, regardless of the distance between it and the nearest existing primary school.

    • B- If the number of its students does not exceed (thirty) students, and it has been open for six years or more, and the distance between it and the nearest existing primary school does not exceed (20) kilometers on paved roads or (10) kilometers on desert roads or (10) kilometers on rough roads.

    • C- If the number of its students does not exceed (forty) students, and it has been open for six years or more, and the distance between it and the nearest existing primary school does not exceed (17) kilometers on paved roads or (12) kilometers on desert roads or (8) kilometers on rough roads.

    • D- If the number of its students does not exceed (fifty) students, and it has been open for six years or more, and the distance between it and the nearest existing primary school does not exceed (15) kilometers on paved roads or (10) kilometers on desert roads or (5) kilometers on rough roads.

    • E- If the number of its students does not exceed (sixty) students, and it has been open for six years or more, and the distance between it and the nearest existing primary school does not exceed (10) kilometers on paved roads or (6) kilometers on desert roads or (3) kilometers on rough roads, and the location of the merged school shall be determined in coordination between the Education Administration and the Emirate of the region.

  • 2- Each of the intermediate and secondary schools shall be merged with the nearest similar school in the following cases:

    • A- If the number of students in the school does not exceed (fifteen) students, and it has been open for three years or more, regardless of the distance between it and the nearest similar school.

    • B- If the number of students in the school does not exceed (twenty-five) students, and it has been open for three years or more, and the distance between it and the nearest similar school does not exceed (20) kilometers on paved roads or (15) kilometers on desert roads or (5) kilometers on rough roads.

    • C- If the number of students in the school does not exceed (thirty-five) students, and it has been open for three years or more, and the distance between it and the nearest similar school does not exceed (10) kilometers on paved roads or (7) kilometers on desert roads or (5) kilometers on rough roads.

    • D- If the number of students in the school does not exceed (forty-five) students, and it has been open for three years or more, and the distance between it and the nearest similar school does not exceed (5) kilometers on paved or desert roads, and the location of the merged school shall be determined in coordination between the Education Administration and the Emirate of the region.

  • 3- When establishing educational complexes in centers within a radius of (20) kilometers, the existing schools in this radius shall be merged at all stages and considered as one location, and the appropriate location shall be determined in coordination between the Education Administration and the Emirate of the region, and housing for male and female teachers shall be established within the project, and transportation for students shall be provided.

Chapter 4: Quran Memorization Schools

  • With due regard to the controls stipulated in the previous sections:

    • 1- It is a requirement for the establishment of a primary school for the memorization of the Holy Quran in cities, governorates, and centers that the number of primary education students in general education is not less than (three hundred) students, and the number of students enrolled in the first grade of the primary school for Quran memorization is not less than (twenty-five) students.

    • 2- Primary schools for the memorization of the Holy Quran in cities, governorates, and centers are established with one class attached to one of the general primary education schools until the completion of the stage, while the Quran memorization classes in the intermediate and secondary stages are attached to the preceding stage.

    • 3- The percentage of establishing Quran memorization schools from general education schools is calculated not to exceed (9%) for the primary stage, (7%) for the intermediate stage, and (4%) for the secondary stage, and this percentage is based on the number of students in each educational stage for each education administration.

    • 4- Quran memorization schools are considered city schools and not neighborhood schools, for the purpose of their establishment.

Chapter 5: General Provisions
