Implementing Regulation of the Statute on Periodic Technical Inspection of Vehicles

Chapter 1: Definitions

Article 1

The following terms and phrases, wherever they appear in this Regulation, shall have the meanings indicated next to them, unless the context requires otherwise:

Regulation: The regulation for periodic technical inspection of vehicles issued by the Council of Ministers Decision No. (386) dated 11/07/1442 AH.

Implementing Regulation: The implementing regulation of the Regulation.

Organization: Saudi Standards, Metrology and Quality Organization.

Council: The Board of Directors of the Organization.

President: The Chairman of the Board of Directors of the Organization.

Committee: The permanent executive committee formed within the Organization, chaired by the Governor of the Organization or his delegate, and including the Director of the General Traffic Department at the Ministry of Interior, along with other members – to be appointed by the Council – not less than (two) from the government entities represented in the Council.

Technical Inspection: The process of subjecting the vehicle, tractor, trailer, and semi-trailer to periodic technical inspection according to specific technical requirements and conditions.

License: A document issued by the Organization in accordance with this Regulation and the controls and provisions that authorize the licensed entity to practice technical inspection activities.

Licensed Entity: The technical inspection entity that has obtained a license from the Organization to practice technical inspection activities according to the locations and geographical scopes specified in the license and its classification.

Technical Program: The electronic system approved by the Organization to manage all operations and procedures of technical inspection.

Establishment: The legal person that applies for a license to practice technical inspection activities.

Legal Representative: The owner or the authorized person to operate the establishment or the licensed entity, who is fully responsible for its activities.

Controls and Provisions: Any document approved by the Committee that specifies the conditions for obtaining a license to practice technical inspection activities and the conditions and procedures for the licensed entity to contract with subcontractors, and specifies the administrative and technical requirements related to technical inspection procedures, as well as setting controls for the geographical scopes of the locations required to be covered by technical inspection services.

Group: Several licenses within geographical scopes in different locations.

 

Chapter 2: Scope

Article 2

The provisions of this Regulation apply to all services and activities related to the technical inspection referred to in the organization.

Article 3

The Authority determines all geographical areas for each group within the Kingdom and their classifications after the Committee's approval.

Article 4

All vehicles of various types that operate on the roads are subject to technical inspection in accordance with what is stipulated in the regulations, the regulations, the controls and provisions, and the relevant laws, as well as the Traffic Law and its executive regulations.

Article 5

Vehicles coming from outside the Kingdom that have a sticker or possess a valid technical inspection document are allowed to operate on the roads within the Kingdom for a period not exceeding the expiration date of the technical inspection.

Article 6

Vehicles coming from outside the Kingdom that do not have a sticker and do not possess a valid technical inspection document must have their owner or their representative present them for inspection at any of the authorized entities within a period not exceeding (15) days from the date of their entry into the Kingdom.

Chapter 3: License

Article 7

The establishment must ensure compliance with the following:

1. The conformity of inspection sites and mobile periodic technical inspection units with municipal requirements.

2. The conformity of inspection sites and mobile periodic technical inspection units with engineering and construction requirements and conditions in accordance with the regulations and provisions.
