Occupational Safety and Health Management Regulation

The minimum level of requirements of the regulation.

The term "System" is used in this document in the following context: A collection of interconnected parts or processes that operate according to specific criteria to achieve a particular goal. The system consists of inputs, upon which the required operations are performed, to reach the desired outputs.
This regulation has been developed based on global practices, some standards of the International Labour Organization, and the needs of the Saudi labor market.
The establishment: Refers to any economic unit engaged in a commercial, industrial, or service activity with the aim of optimal exploitation of available resources to achieve the objectives for which it was established. The establishment may be an institution, a company, or any other designations that apply.

1.1 Occupational Safety and Health Policy

  • (A) The establishment should have a written policy for occupational safety and health, which should be clearly and accurately written in the most commonly used languages by the members of the establishment, with Arabic being the primary language of the policy.

  • (B) The policy should aim to protect the safety and health of all members of the establishment, as well as visitors or passersby who may be affected by their presence at the workplace, by preventing injuries, illnesses, and work-related accidents, and it should:

    • A. Clearly define expectations and priorities in the field of occupational safety and health at all levels of the establishment.

    • B. Cover any other relevant details regarding occupational safety and health practices, which may include general processes, responsibilities, and general roles, including reporting work injuries, accidents, and occupational diseases to the General Organization for Social Insurance, and any other requirements as necessary.

  • (C) This policy should be specific to the establishment and cover the most important aspects of occupational safety and health, considering the size and nature of the establishment's work or activities.

  • (D) The policy should comply with relevant legislation in the Kingdom of Saudi Arabia and any other requirements that the establishment has committed to.

  • (E) The Chief Executive Officer or General Manager of the establishment or the senior management responsible should make the policy effective by signing it.

  • (F) This policy should be easily accessible to all members of the establishment through appropriate means, including but not limited to, storing it on the server, in physical copies, etc.

  • (G) All members of the establishment should be informed of this policy and any changes made to it, through all appropriate means, including but not limited to, email, posters, live presentations, publications, etc.

  • (H) The policy should be reviewed at least once every two years and updated if necessary.

2.1 Responsibility and Accountability

  • (a) The establishment and its management bear full responsibility, and they are ultimately responsible for providing a safe and healthy workplace for all employees, visitors, or passersby who may be affected by their presence at the work site.

  • (b) The establishment is responsible for ensuring the provision of adequate resources to achieve the establishment's goals in the field of safety and health, such as (including but not limited to):

    • A. Financial resources.

    • B. Human resources.

    • C. Infrastructure technologies and equipment.

    • D. Information technology systems.

    • E. Expertise and training.

  • (c) The establishment should define the roles of all employees who perform duties related to occupational safety and health, their responsibilities, and their accountability, as well as the authorities granted to them clearly; describing them in the form of job titles, manuals, procedures, or all of them, and then sending them to the relevant employees.

  • (d) The establishment should appoint one or more persons at the management level as responsible individuals who have the authority and power over the following:

    • A. Developing and implementing an occupational safety and health management policy within the establishment.

    • B. Regularly reviewing and evaluating the occupational safety and health management policy.

    • C. Providing periodic reports to the other departments of the establishment regarding the performance of the occupational safety and health management policy.

    • D. Promoting the participation of all employees in the occupational safety and health process (for example: regularly communicating with employees and considering their opinions when making decisions related to occupational safety and health).

  • (e) The establishment should communicate at all levels of the establishment through appropriate communication channels (for example: email, posters, presentations, etc.) about:

    •  A. The importance of occupational safety and health as a shared responsibility for all employees.

    • B. The duty of employees to protect their own safety and health, as well as that of their colleagues and others in or near the workplace.

    • C. The duty of employees to cooperate with the employer, colleagues, and anyone performing their duties imposed by internal or external legislation regarding occupational safety and health by following instructions and training, reporting hazardous conditions, and using tools/equipment/devices/clothing appropriately and safely.

    • D. The person/people appointed or responsible who bear the responsibility, accountability, and authority to identify, assess, or control occupational safety and health risks.

Article 2.2 of the "System" on Efficiency and Training

  • (1) The establishment should ensure that its employees are qualified (i.e., adequately qualified, properly trained, and have sufficient experience) to implement the safety and health requirements related to their duties and responsibilities. To achieve this, the establishment should:

  •   A- Identify training needs.

  • B- Conduct training according to the identified needs, which should be:

    • I. Provided to the relevant employees, as appropriate, at no cost,

    • II. Conducted in a language and vocabulary that is easy for the employees to understand,

    • III. Held during working hours if possible,

    • IV. Conducted by qualified individuals

  • (C) Document it (both the training content and the employees who attend)
