Rules for Regulating Advertising and Announcement Boards

Article 1

Previous Amendments

The term "signs and advertisements" in the application of the provisions of these rules refers to all the following media:
1- Advertising boards, which include all types of boards, illuminated, ordinary, and self-changing, whether they are on sidewalks, light poles, squares, intersections, or real estate overlooking roads and streets within the city limits.
2- Illuminated and ordinary directional signs specific to commercial establishments.
3- Advertising boards located in enclosed spaces within city limits.
4- Advertising boards on buses and public taxis within city limits for non-owners of the vehicle or transport status.
5- Advertising boards located on roads implemented by the Ministry of Transport outside the urban area.
6- Advertising boards located in cities and sports fields under the supervision of the General Presidency for Youth Welfare.
7- Advertising on players' uniforms during the transmission of sporting events.
8- Advertising boards inside port areas.
9- Advertising boards inside airports.
10- Advertising boards inside facilities of the Saudi Railways Organization.
11- Advertising boards on commercial vehicles within city limits for the same owner of the vehicle.

Article 2

Previous Amendments

The responsibility for organizing the announcements mentioned in Article One and supervising them shall be as follows:
1- The Ministry of Municipal and Rural Affairs, represented by the secretariats and municipalities, for the announcements specified in paragraphs (1, 2, 3, 4, 11).
2- The General Authority for Roads for the announcements specified in paragraph (5).
3- The General Presidency for Youth Welfare for the announcements specified in paragraphs (6, 7).
4- The General Authority for Ports for the announcements specified in paragraph (8).
5- The General Authority of Civil Aviation for the announcements specified in paragraph (9).
6- The Saudi Railways Organization for the announcements specified in paragraph (10).

Article 3

Previous Amendments

Fees for advertising and announcement boards shall be collected according to the following arrangement:
1- An amount not exceeding (600) Riyals annually for each square meter or part thereof, for the boards mentioned in paragraphs (1), (3), (4), (5), (8), (9), (10), and (11) of Article (One) of these regulations.
2- An amount not exceeding (400) Riyals annually for each square meter or part thereof, for the boards mentioned in paragraph (2) of Article (One) of these regulations.
3- The competent minister - or his equivalent - shall establish criteria for determining the amount of each fee based on the type of board, its location, the technology used, the duration of the license, and other criteria. He may determine the basis for calculating the fee on a (daily, weekly, monthly, annual) basis as he deems appropriate, provided that it does not exceed the maximum limit set annually, in agreement with the Non-Oil Revenues Development Center.

Article 4

Previous Amendments

The fees referred to in Article Three shall be collected by the following entities:
1- The General Presidency for Youth Welfare for all announcements specified in paragraph (6) of Article One.
2- The General Authority for Roads for all announcements located on the roads that are executed and maintained by it outside the urban area.
3- The Ministry of Municipal and Rural Affairs for all boards and announcements located within cities, including the announcements specified in paragraph (4), except for those in enclosed places such as airport lounges, railways, ports, and sports stadiums.

Article 5

Previous Amendments

Advertising sites are leased according to the following principles:
1- Accurate identification of the locations, preparation, and areas of the permitted advertising boards.
2- Ensuring that the advertising boards do not affect traffic and pedestrian movement in terms of location and lighting.
3- The necessity of removing the advertising boards and their installations upon the expiration of the lease contract unless the leasing entity requests otherwise.
4- Leasing is permitted to companies and institutions licensed to engage in advertising and promotional activities.
5- Except for what is stated in paragraphs (11, 4, 3, 2) of Article One, the leasing process is conducted in accordance with the regulations and instructions related to leasing state-owned properties.

Article 6

Previous Amendments

Except for what is stated in paragraphs (11, 3, 2) of Article One, advertising and announcement board locations are leased by the following entities:
1- The Ministry of Municipal and Rural Affairs for all advertising and announcement board locations mentioned in paragraphs (1) and (4) of Article One, and for the advertising and announcement board locations located on roads that are executed and maintained by the Ministry of Transport within the boundaries of the urban area.
2- The General Authority for Roads for the advertising and announcement board locations located on roads that are executed and maintained by it outside the boundaries of the urban area.
3- The General Presidency for Youth Welfare for the advertising and announcement board locations specified in paragraph (6) and for the advertisements specified in paragraph (7).
4- The General Authority for Ports for the advertising and announcement board locations specified in paragraph (8).
5- The General Authority of Civil Aviation for the advertising and announcement board locations specified in paragraph (9).
6- The Saudi Railways Organization for the advertising and announcement board locations specified in paragraph (10).

Article 7

Previous Amendments

The fees and charges collected by the municipalities, trusts, and rural communities are considered their own revenues. However, the fees and charges collected by other government entities are considered general revenues and are deposited in the Saudi Central Bank for the account of the Ministry of Finance and National Economy.

Article 8

Article 9

The company or institution executing the advertisement is obligated to pay the costs of electricity supply and consumption, as well as any other related costs in accordance with the regulations and instructions.

Article 10

The responsibility of the company or institution executing the advertisement includes preparing the sites and the necessary facilities, along with their maintenance and cleanliness.
