Implementing Regulation of the Law of the General Court of Audit

Article 1

Previous Amendments
  • The General Court of Audit is composed of technical and administrative departments and sections according to the requirements of work and its development. The head of the Court issues the necessary decisions and instructions to organize these departments and sections and to define their competencies and authorities.

Article 2

  • At the head of each department, there shall be a director chosen by the President from among the competent employees of the office to manage its affairs, supervise its work, and direct its employees within the limits of the regulations and bylaws. Each of these departments shall have an assistant to the director, appointed by the head of the office or by someone authorized by him.

Article 3

  • The directors of the departments shall issue the necessary instructions, guidelines, and directives to organize work and ensure its proper conduct in the departments under their supervision, within the limits of the regulations. Each department director must submit a report to the Vice President at the end of every three months regarding the progress of work in their department, detailing the accomplishments of their employees during this period, the reasons for any delays if they occur, the measures taken in response, and the remedies applied. Additionally, the report should clarify the level of activity demonstrated by the employees of their departments, the experience and competence they have achieved in their work, propose methods for improving work, and outline the growth needs of their department.

Article 4

  • The manager of each department or section is responsible for presenting matters that require submission to their direct supervisor, unless otherwise instructed by the head of the bureau.

Article 5

  • The relevant departments responsible for revision and inspection, along with other technical offices, shall prepare annual reports on the accounts and tasks assigned to them and submit these reports to the competent administration in a timely manner that allows this administration to study and incorporate them into the annual report of the bureau.

Article 6

  • The duties of employees in the departments, sections, offices, and branches, as well as the manner in which they perform their work, shall be defined in an internal regulation issued by a decision of the President of the Bureau. Coordination between the activities of these units and the organization of their relations with each other and with the entities subject to oversight shall be carried out in accordance with the decisions issued by the President of the Bureau.

Article 7

  • The head of the bureau determines the location of the examination, review, and inspection of the accounts of the entities subject to the bureau's oversight, either at the bureau's headquarters or at the premises of the entities under its supervision, depending on the bureau's capabilities and what serves the interest.

Article 8

  • The Bureau grants its employees, whose positions require them to perform tasks in entities subject to its oversight, inspection and review cards that enable the holder to obtain the necessary facilities in the entities where they are assigned to perform their job duties. These employees have the right to carry out their missions without the need to consult the head of the entity or seek permission from them, particularly in cases where the element of surprise is essential to achieve the goal of oversight, such as in cases of cash inventory and similar situations.

Article 9

  • The ministries and government departments must submit their monthly accounts to the Bureau as stipulated in the financial regulations within fifteen days from the end of the month to which these accounts pertain. Regarding the accounts for the last month of each fiscal year, the deadline for submission to the Bureau is determined in the closing accounts circular issued by the Ministry of Finance and National Economy at the end of each fiscal year in agreement with the Bureau.

Article 10

  • The treasurers in the ministries, agencies, government departments, and their affiliated branches must submit to the bureau reports on the inventory of their funds at the end of each month, certified for accuracy by the accountants of these entities and the directors of financial departments or branch heads as applicable, within five days following the end of the month to which the mentioned inventory pertains.
