In addition to the industrial projects exempted as stated in Article (2) of the provisions of the Law, the following industrial projects are exempted:
1. Projects operating in the field of oil exploration and extraction.
2. Projects operating in the field of extracting mineral ores without altering their content or form.
A committee or technical committees shall be formed by a decision of the Minister or the competent authority to organize, develop, and promote the industry, chaired by the head of the administration or his delegate, and with membership from ministries, other government agencies, and bodies concerned with industrial affairs, as well as representatives of industrial project owners nominated by the relevant authority.
The term of membership for the committees shall be three years, renewable for additional terms.
The secretariat of each committee shall be handled by one or more employees of the Ministry, appointed by a decision from the Minister specifying their tasks and responsibilities.
The Committee(s) shall convene at the Ministry's headquarters, upon the invitation of its President, and whenever necessary. The Vice President shall substitute for the President in his absence, provided that the number of its meetings is not less than two per year.
The Committee's meetings shall not be valid unless attended by the majority of its members, including the President or his Deputy. Its recommendations shall be issued by a majority vote of the members present, and in the event of a tie, the side on which the President votes shall prevail.
The Committee(s) shall establish its work system and procedures, and this system shall be issued by a decision of the Minister.
The committee (or committees) may seek the assistance of those it deems to have the necessary competence and experience in carrying out its tasks, without these individuals having the right to vote on its recommendations.
These committees may also communicate with all relevant authorities in the state to provide them with the necessary information and data to perform their work.
The Committee (committees) maintains a record that outlines the subjects referred to it and the recommendations made regarding them. A minutes document is prepared for each meeting, indicating the date and time of the meeting's commencement and conclusion, its location, the names of the attending and absent members, all subjects listed in the agenda, and the specific recommendations related to them. The minutes are signed by the President and the Secretary.
