Statute on Presenting Gifts to Persons and Foreign Guests to Whom Rules of Courtesy Require Gifts to Be Presented

  • Based on the discussion held by the Council of Ministers regarding the manner in which gifts are to be presented to foreign persons and guests whom the rules of courtesy require to be given gifts.

  • Having reviewed the minutes of the Committee composed of His Excellency the Minister of State and Chairman of the Discipline Board, and His Excellency the Minister of State and Chairman of the Central Planning Agency, for the purpose of studying this matter.

  • In amendment of the Council’s Decision No. 982 dated 3/7/1388 AH, issued on the subject.

  • It is hereby decided as follows:

    • 1- Gifts shall only be presented pursuant to an order issued by the competent Minister or the head of the independent department, specifying in such order the type of gift and the person to whom it is to be given.
    • 2- Gifts shall be presented to foreign persons and delegations whom the rules of courtesy require to be given gifts.
    • 3- The value of a gift presented to foreign persons and guests whom the rules of courtesy require to be given gifts shall not exceed ten thousand riyals per person.
    • 4- Gratuities paid by the Minister or the head of the delegation outside the Kingdom to foreign persons accompanying him, or to hotel employees and the like, shall be deemed gifts governed by this Decision, and invoices therefor shall not be required.
    • 5- The value of gifts disbursed pursuant to these rules shall be charged to the entertainment item, and, if none exists, to the miscellaneous item.
