Rules for Regulating the Acceptance of Gifts by Government Officials During Visits and Official Occasions

Article 1

  • The following words and phrases wherever they appear in these regulations shall have the meanings indicated opposite them:

  • 1- Administrative Agency: Ministries, government departments, authorities, public institutions, councils, funds, and their equivalents.

  • 2- Primary Official: The Minister, the head of the Independent Agency.

  • 3- Official: The Minister, Deputy Minister, head of the Independent Agency, or employees of the Administrative Agency holding supervisory positions, or participating in an official visit or occasion.

  • 4- Committee: The Gifts Committee formed within the Administrative Agency.

  • 5- Gift: Anything presented to the official as a courtesy, regardless of its material or moral value.

Article 2

  • The official may accept gifts presented to him during visits and official occasions or when receiving official guests of the Administrative Agency, as required by the rules of courtesy and the protocols of visits and occasions, in accordance with the provisions stated in these rules.

Article 3

  • 1- The following must be considered when accepting gifts:

    • A- The gift must not be cash under any circumstances.

    • B- The type and value of the gift must be customary, according to the occasion on which it was given and its nature.

    • C- The giver of the gift must not have a private or public interest that they seek to obtain from the official or the administrative agency.

  • 2- The recipient of the gift must declare it to their administrative agency.
