The Minister of Finance
Based on the powers granted to him by law
And based on Royal Decree No. (M/128) dated 13/11/1440 AH, approving the Government Tenders and Procurement Law, and Ministerial Decision No. (1242) dated 21/3/1441 AH, approving the Implementing Regulation of the Government Tenders and Procurement Law, and Ministerial Decision No. (3479) dated 11/8/1441 AH, approving the amended Implementing Regulation of the Government Tenders and Procurement Law, and based on paragraph (2) of Article (Thirteen) of the Government Tenders and Procurement Law which states that “The Minister shall approve the models of tender documents, prequalification documents, contract templates, contractor performance evaluation forms, and any other document required by the nature of the works or procurements,” and Ministerial Decision No. (1877) dated 24/12/1443 AH, approving the rules regulating revenue sharing, which in Article (Twenty-Nine) thereof states that “The Minister (or his delegate) shall approve mandatory or guiding models for contracts, tender documents, prequalification or subsequent qualification documents, contractor performance evaluation forms, and any other document required by the nature of the contract.” After reviewing Ministerial Decisions No. (1440) dated 12/4/1441 AH, approving the models of terms and specifications booklets, No. (3652) dated 28/8/1441 AH, approving contract templates, No. (4149) dated 30/9/1441 AH, approving framework agreement templates for government entities, No. (1186) dated 15/6/1443 AH, approving award decision templates, and No. (1171) dated 20/10/1445 AH, amending several contract templates and terms and specifications booklets.
And based on Ministerial Decision No. (1097) dated 9/12/1447 AH, approving the amendment of Articles (Eighty-Eight), (One Hundred and Eleven), (One Hundred and Fourteen), and (One Hundred and Thirty-Two) of the Implementing Regulation.
And based on what the public interest requires.
Decides the following:
First: Approval of the amendment of the following terms and specifications booklet templates: (Revenue Sharing, Operation and Maintenance of Administrative Buildings - Performance-Based Contracting, Military Supply, General Constructions, Framework Agreement for Consulting Services, Framework Agreement for Supply, Framework Agreement for Services, Operation and Maintenance, Consulting Services - Activation of Project Management Office and Capacity and Demand Study, Consulting Services - Capacity and Demand Study, Road Operation and Maintenance, Medical Supplies Supply, City Cleaning, Road Construction, Consulting Services, Engineering Services - Supervision, Engineering Services - Design, Information Technology, Drug Supply, General Supply, Catering Services, General Services, and General) according to the attached format of this decision.
Second: Approval of the amendment of the following contract templates: (Revenue Sharing, Operation and Maintenance of Administrative Buildings, Performance-Based Contracting, Military Supply, City Cleaning, General Services, Consulting Services, Consulting Services, Activation of Project Management Office and Capacity and Demand Study, Consulting Services, Capacity and Demand Study, General Supply, Road Operation and Maintenance, Medical Supplies Supply, Road Construction, Engineering Services - Supervision, Engineering Services, Design, Operation and Maintenance, General Constructions, Information Technology, Drug Supply, Catering) according to the attached format of this decision.
Third: Approval of the amendment of the following framework agreement templates: (General Supply, Services, Consulting Services) according to the attached format of this decision.
Fourth: Approval of the amendment of the following award decision templates: (Contract Award Decision Template for contracts not exceeding three hundred thousand, and Contract Award Decision Template for contracts exceeding three hundred thousand) according to the attached format of this decision.
Fifth: This decision shall be published in the Official Gazette and shall be effective from 19/12/1447 AH corresponding to 5/6/2026 AD, for tenders established from this date.
Sixth: This decision shall be communicated to the competent authorities and those concerned for implementation and compliance.
