Mobile Phone Services Regulation

Article 1

  •  The financial counterpart for mobile phone services is determined as follows:

  • 1- Establishment     Ten thousand Riyals (10,000)

  • 2- Annual Participation       Seven hundred and twenty Riyals (720)

  • 3- Replacement or additional card for the service key      One hundred Riyals (100)

  • 4- Change of phone number          One hundred Riyals (100)

  • 5- Change of subscriber name due to Waiver       Two thousand Riyals (2000)

  • 6 - Reconnection after temporary disconnection           One hundred Riyals (100)

  • 7- Optional additional services such as:

    • Conference calls, call forwarding, and voicemail       One hundred Riyals (100) annually for each service.

  • 8- Calls:

    • A- Local call rates (within the city) and internal (between cities) 
      According to the fixed phone tariff with an additional fifty halalas per minute for outgoing calls only from the mobile phone during peak hours (from 8 AM to 8 PM) daily, and twenty-five halalas during off-peak hours and on Thursdays, Fridays, and official holidays. The caller from a fixed phone to a mobile phone bears the same charges.

    • B- International call rates. According to the fixed phone tariff.

Article 2

The establishment fee is to be paid in advance when submitting the application for the telephone service, accompanied by a receipt. 

Article 3

The Participant is responsible for securing and maintaining the terminal devices and is allowed to import all mobile service terminal devices that comply with the specifications of the European Institute for Standardization and Internationally Approved Technical Specifications or any entity approved by the Ministry of Post, Telegraph, and Telephone and the Joint Standards and Specifications Authority, provided that the specifications are clear and publicly announced in advance.

 

Article 4

The participant is not entitled to request a refund of any amount of the establishment fee after the service has been provided to them. The right to participate may be waived by the participant to another party after two years from the date the phone was established for them. In this case, a fee for changing the name of the participant due to the waiver will be collected, and this provision applies to the waiver of the official phone.

 

Article 5

If a waiver occurs for a phone for which the establishment fee has not been paid from the homes, the amount for the establishment, in addition to the fee for changing the subscriber's name, shall be collected from the waiving party.

 

Article 6

The mobile phone is considered equivalent to a landline phone when applying the provisions related to official phones.

 

Article 7

The provisions of the Telephone Facility System, its regulations, decisions, and instructions governing telephone services apply to mobile phones in all matters not specifically addressed in this regulation. 

 

Article 8

The Minister of Post, Telegraph, and Telephone is authorized, in agreement with the Minister of Finance and National Economy, to amend the amounts specified in Article One of this service when necessary.

 

Article 9

This Regulation is published in the Official Gazette and shall come into effect from the date specified by the Ministry of Post, Telegraph, and Telephone, except for item (1) of Article One, which shall apply from the date of publication of this Regulation in the Official Gazette.
