Law of Printed Materials and Publication

Article 1: Definitions

The following terms, wherever they appear in this Law, denote the meanings specified alongside them.
1- Circulation: Making the printed material accessible to a number of individuals by distributing it for free, offering it for sale, posting it on walls, displaying it in shop windows, on digital boards, on road signs, or otherwise.
2- Press: The profession of editing or publishing printed materials.
3- Journalist: Anyone who has taken journalism as their profession, whether as a primary or additional occupation.
4- Newspaper: Any printed material with a fixed title published periodically or on occasions at regular or irregular intervals, such as newspapers, magazines, and bulletins.
5- Printer: The person responsible for the printing press, whether they are the owner or someone acting on their behalf.
6- Printing press: Any establishment prepared for printing words, sounds, drawings, or images for the purpose of circulation.
7- Printed material: Any means of expression that is printed for circulation, whether it is a word, a drawing, an image, or a sound.
8- Library: A place designated for displaying books, newspapers, or similar items for sale or rental.
9- Distributor: The intermediary - whether an individual or a company - between the author or publisher, distribution points, and the beneficiary.
10- Author: Someone who prepares scientific, cultural, or artistic material for the purpose of circulation.
11- Publisher: Someone who undertakes the publication of any scientific, cultural, or artistic production for the purpose of circulation.
12- Ministry: Ministry of Media.
13- Minister: Minister of Media.

Article 2

The following activities are subject to the provisions of this Law:
1- Publications.
2- Pre-printing preparation services.
3- Printing presses.
4- Libraries.
5- Drawing and handwriting.
6- Photography.
7- Importing films and video tapes, or selling or renting them.
8- Audio recordings and discs.
9- Artistic production for radio, television, cinema, or theater.
10- Television and radio studios.
11- Offices of foreign media and their correspondents.
12- Advertising and announcement.
13- Public relations.
14- Publishing.
15- Distribution.
16- Press services.
17- Producing computer programs or selling or renting them.
18- Media studies and consultations.
19- Copying and reproduction.
20- Any activity proposed by the Ministry and approved by the Prime Minister.

Article 3

The objectives of publications and publishing shall include the promotion of the true religion and noble morals, guidance towards all that is good and righteous, and the dissemination of culture and knowledge.

Article 4

1- No activity mentioned in Article Two may be practiced without a license from the Ministry, and this does not exempt the requirement to obtain any license mandated by other regulations.
2- The Implementing Regulation specifies the duration of the license for each activity, as well as the appropriate timeframe for renewing the license before its expiration, after ensuring the practice of the profession.

Previous Amendments

Article 6

Government entities, educational and research institutions, scientific associations, literary and cultural clubs, and private press institutions have the capacity to issue non-periodical publications within their area of expertise and under their responsibility.

Article 7

The amount of the license fee or its renewal for the main office or branch is determined as follows:
1- Two thousand Riyals (2000) for each of the following activities:

 A- Printing presses.
B- Pre-printing preparation services.
C- Publishing.
D- Distribution.
E- Radio, television, or film production.
F- Television and radio studios.
G- Media studies and consultations.
H- Press services.
I- Advertising and promotion.
J- Public relations.
K- Importing films and video tapes, or selling or renting them.
L- Producing computer programs or selling or renting them.
2- One thousand Riyals (1000) for each of the following activities:

 A- Libraries.
B- Audio recordings and discs.
C- Drawing and handwriting.
D- Photography.
E- Copying and reproduction.

Article 8

The freedom of expression is guaranteed through various means of publication within the scope of legal and regulatory provisions.

Article 9

Previous Amendments

Every official in the publication is committed to objective and constructive criticism aimed at the public interest, based on accurate facts and evidence. It is prohibited to publish by any means any of the following:
1- Anything that contradicts Sharia Provisions or the applicable regulations.
2- Anything that calls for undermining the security of the country or its public order, or that serves foreign interests that conflict with national interest.
3- Attacking or infringing upon the reputation or dignity, or personal defamation or insult of the Grand Mufti of the Kingdom, members of the Council of Senior Scholars, state officials, or any of its employees, or any person of a natural or legal special status.
4- Inciting discord and sowing division among citizens.
5- Encouraging or inciting crime.
6- Anything that harms the public interest in the country.
7- Facts of investigations or trials, without obtaining permission from the legally authorized entity.

Article 10

All printed materials produced within the Kingdom must include the necessary paper data as determined by the Implementing Regulation.
