Military Decorations Law

Article 1

Previous Amendments
  • The following words wherever they appear in the Law or Regulation shall have the meanings mentioned opposite them unless the text or context indicates otherwise:-

    • 1- Minister: The Head of the Military Sector / His Highness the Head of the National Guard, or His Highness the Minister of Defense, Aviation and Inspector General, or His Highness the Minister of Interior, or His Highness the Head of General Intelligence, or the Head of State Security, or the Head of State Security.

    • 2- Military Medal: A distinctive mark of honor and encouragement, worn on military uniforms in specific forms, and awarded to a person for performing outstanding acts or excelling in the fields of military work and thought.

    • 3- Badge: A fabric ribbon measuring 10×35 millimeters in the colors of the medal ribbon, worn on the left side of the chest above the pocket.

    • 4- Certificate: An official document issued by the authority granting the military medal that specifies the identity of the medal recipient, the name of the medal, and the date of awarding.

    • 5- Award Decision: The decision issued by the competent authority naming the recipient of a military medal, the reasons for it, the name of the medal, and its features.

    • 6- Competent Authority: The administration concerned with the affairs of orders and medals in each military sector.

    • 7- Alternative Medal: A miniature model of the military medal worn on civilian clothes.

    • 8- Combat Operations: Armed engagement between Saudi forces and enemy forces on the battlefield.

    • 9- Security Operations: Activities to maintain national security and work to stabilize it, border guarding, armed engagement with riot elements, and saving lives and property.

Article 2

Previous Amendments
  • The military medals, their descriptions, and the conditions for awarding them are determined as follows:

  • First: (Leadership) Medal

    • A- This medal is awarded to distinguished Saudi military personnel who have served for no less than three years in leadership positions, during which they demonstrated competence in leadership, skill in planning, and decision-making that contributes to raising the readiness level of units or the performance level of administrations during training or the execution of military or security operations in peace or war.

    • B- This medal consists of a circular badge with a diameter of 35 mm in the form of a flower, with a green enamel circle in the center inscribed with the word (Leadership).

    • C- The badge is attached to a ribbon 55 mm long and 35 mm wide in green, yellow, and red colors.

  • Second: (Courage) Medal

    • A- This medal is awarded to Saudi military personnel and their counterparts from brotherly and friendly countries in the following cases:

    • 1- Bravery in the battlefield.

    • 2- Performing glorious acts during military or security operations, such as raids, rescuing prisoners and hostages, and combating terrorism.

    • B- This medal consists of a 35 mm diameter badge engraved with the word Courage Medal at the bottom, attached to a ribbon 35 mm wide and 55 mm long in black, yellow, red, and green colors.

  • Third: (Battle) Medal

    • A- Awarded to all who participated in a military battle, including Saudi military and civilians, and their counterparts from brotherly and friendly countries.

    • B- The names of participants are specified in a certificate signed by the formation commander or his delegate, indicating the date of their presence and the assigned mission.

    • C- The medal consists of a circular badge 35 mm in diameter in the form of an Arab shield surrounded by the emblem of the Kingdom of Saudi Arabia in twelve circles, suspended from a ribbon 55 mm long and 35 mm wide in green, brown, and yellow colors.

  • Fourth: (Honor) Medal

    • A- This medal is awarded to Saudi military personnel and fighters from brotherly forces in cases of injury while performing duty.

    • B- The medal consists of a circular badge 35 mm in diameter with edges shaped like spearheads and bombs, with an eight-pointed red star in the center and the number of injuries inscribed in white.

    • C- The medal is attached to a ribbon 35 mm wide and 55 mm long in turquoise, blue, deep red, and black colors.

  • Fifth: (Military Administration) Medal

    • A- This medal is awarded to military personnel in the following cases:

      • 1- Creativity in the fields of military and security administration and raising the readiness level of units.

      • 2- Good representation of the country abroad, achieving gains and pride for the nation.

      • 3- Exceptional skill in formulating administrative plans in battles or security missions, reflecting an understanding of military administration arts.

      • 4- Efficient management of military engineering and construction projects.

    • B- It consists of a circular badge 35 mm in diameter combining a pen, palm frond, and key within a gear symbolizing administration, production, and planning; two rifles, falcon wings, and a naval anchor symbolizing the military; and two swords, a palm tree, and a crown symbolizing national symbols. The badge is attached to a ribbon 55 mm long and 35 mm wide in two shades of green and gray.

  • Sixth: (Security) Medal

    • A- This medal is awarded to military and civilian personnel in military sectors and their counterparts from brotherly and friendly countries in the following cases:

      • 1- Providing intelligence and reconnaissance information about the enemy and its activities.

      • 2- Performing tasks that serve the public interest and maintain security.

    • B- This medal consists of a circular badge 35 mm in diameter in the form of a flower with a circle in the center depicting the Masmak Fortress surrounded by a chain.

    • C- The badge hangs from a ribbon 55 mm long and 35 mm wide in two shades of green and red.

  • Seventh: (Rescue) Medal

    • A- Awarded to military and civilian personnel participating in life-saving operations during relief, rescue, and disaster situations.

    • B- This medal consists of a circular badge 35 mm in diameter in the form of crescents with a map of the Islamic world inside.

    • C- The badge hangs from a ribbon 55 mm long and 35 mm wide in yellow, red, and orange colors.

  • Eighth: (Teacher) Medal

    • A- This medal is awarded to Saudi military and civilian personnel and their counterparts from brotherly and friendly countries who perform teaching duties in colleges, institutes, schools, and training centers for no less than three years, provided they perform excellently based on a competency report attesting to their creativity.

    • B- This medal consists of a circular badge 35 mm in diameter in the form of a flower with a green circle inside inscribed with the word Teacher.

    • C- The badge hangs from a ribbon 55 mm long and 35 mm wide in green, light brown, blue, and pink colors.

  • Ninth: (Proficiency) Medal

    • A- This medal is awarded to military and civilian personnel working in military sectors in the following cases:

      • 1- Skill and proficiency in technical work and mastery of specialization.

      • 2- Excellence in raising the readiness level of forces.

      • 3- Excellence in maintenance and operation of weapons, equipment, and ammunition.

      • 4- Excellence in security and safety procedures.

    • B- To be awarded this medal, the recipient must have spent at least one year practicing the activity they mastered.

    • C- It consists of a circular badge 35 mm in diameter shaped like a ship captain's wheel with an engraving in the form of honeycomb cells intersected by two rifles, with falcon wings, two swords, and a palm tree in the center.

    • D- The badge hangs from a ribbon 55 mm long and 35 mm wide in green, gray, and white colors.

  • Tenth: (Innovation) Medal

    • A- This medal is awarded to Saudi military and civilian personnel and their counterparts from brotherly and friendly countries in case of innovating improvements, inventing scientific or technical inventions, or presenting studies or research that benefit the development of weapons, equipment, or military or security apparatus.

    • B- This medal consists of a circular badge 35 mm in diameter in the form of an astrolabe.

    • C- The badge hangs from a ribbon 55 mm long and 35 mm wide in red, white, purple, and green colors.

  • Eleventh: (Marksman) Medal

    • A- This medal is awarded to Saudi military personnel in the following cases:

      • 1- Hitting enemy targets.

      • 2- Excellence in training in military and security sectors for two consecutive years.

      • 3- For outstanding marksmen selected to represent the country abroad.

    • B- This medal consists of a circular badge 35 mm in diameter composed of a bow and arrows with a circle in the center containing a shooting target.

    • C- The badge hangs from a ribbon 55 mm long and 35 mm wide in beige, dark green, light green, light blue, and dark blue colors.

  • Twelfth: (Military Service) Medal

    • A-

      • 1- The Military Service Medal is awarded, according to executive procedures, to Saudi military personnel who have served continuously for ten years, provided that none of the following penalties have been imposed on them during that period:

      • - Shariah limit penalty

      • - Imprisonment for a period or periods totaling more than forty-five days.

      • - Salary deduction exceeding a total of forty-five days of deductions.

      • - Imprisonment and deduction for a period or periods totaling more than forty-five days, then awarded every five years thereafter.

      • Each service period is considered independent of the others regarding the calculation of penalty duration.

      • 2- For the purpose of awarding the Military Service Medal, if a military person is reinstated after resignation or termination of service for non-disciplinary reasons, their previous continuous actual service before resignation or termination is counted.

    • B- This medal consists of a circular badge 35 mm in diameter shaped externally from palm frond tips and a sword, with a ribbon at the bottom inscribed with Military Service Medal.

    • C- The badge hangs from a ribbon 55 mm long and 35 mm wide in red, light green, and white colors.

  • Thirteenth: (Hajj) Medal

    • 1- The Hajj Medal is awarded to participants in Hajj work and serving the guests of the Merciful from military and civilian personnel and their counterparts from brotherly and friendly countries who distinguished themselves by providing services that positively affected the general Hajj plan. The award may be given a second time after five years without requiring consecutive participation.

    • 2- The medal consists of a 35 mm diameter badge topped by two minarets of the Holy Mosque in Mecca with a Quran in the center, surrounded by the emblem of the Kingdom of Saudi Arabia in thirteen circles, suspended from a ribbon 35 mm wide and 55 mm long in blue, yellow, brown, black, and green colors, with an image of the Kaaba inside the medal's frame. In case of repeated awarding, the image of the Kaaba is placed at the far right of the medal's frame.

  • Fourteenth: (Exercise) Medal

    • A- This medal is awarded to Saudi military personnel and their counterparts from brotherly and friendly countries participating in live ammunition exercises.

    • B- The names of participants are specified in a certificate signed by the formation commander or his delegate, including the name, location, and date of the exercise.

    • C- This medal may be awarded a second time after five years without requiring consecutive participation.

    • D- The medal consists of a circular badge 35 mm in diameter with edges shaped like bomb heads, with the emblem of the Kingdom of Saudi Arabia in the center (according to the attached model).

    • E- The medal is attached to a ribbon 35 mm wide and 55 mm long in green and white colors, with the emblem of the Kingdom of Saudi Arabia in the upper part.

Article 3

The drawings attached to this law for military orders and their insignia are approved and may be amended by a decision of the Council of Ministers.

Article 4

Military medals are granted by a decision of the competent Minister to those who meet the eligibility conditions pursuant to the provisions of this Law and its implementing regulations, and the instructions issued in this regard.

Article 5

The regulatory regulation of this law specifies the rules and procedures related to how to nominate for it, grant it, how to wear it, temporary stripping or deprivation of it, and all matters related to it, and it is issued by a decision of the Council of Ministers.

Article 6

This law shall be published in the Official Gazette and shall come into effect from the date of its publication.
