• 4- It is prohibited to practice any of the taxi transportation activities and mediation activities in passenger transportation by taxi except after obtaining a license in accordance with the provisions of this regulation. The prohibition includes all preparatory acts for any person to practice any of those activities without a license, including: inviting passengers, calling out to them, pursuing them, intercepting them, gathering, or roaming in places where passengers are present for the purpose of inviting them.

• The necessary period for adjusting the situation:

  • Licensed persons (before the regulation comes into effect): Six months from the date of enforcement for the mediation activity in passenger transportation by taxi through electronic applications
  • Licensed persons (after the regulation comes into effect): ---
  • Clarifications: Updating the existing agreement in accordance with the provisions of the regulation
  • Regulatory instrument (according to the law / according to the regulation): According to the law.

• 2- The practice of any taxi transportation activities, or mediation activities in passenger transportation by taxi, is limited to establishments after obtaining a license.

• The necessary period for adjusting the situations:

  • Licensed persons (before the regulation comes into effect): A decision shall be issued by the President specifying the mechanism and regulations for the continuation of previously authorized individual service providers to work in the public taxi transportation activity and airport taxi transportation activity.
  • Licensed persons (after the regulation comes into effect): ---
  • Clarifications: The new regulation limits the practice of the activity to establishments only, excluding individuals.

• First

• It is a condition for the establishment to obtain a license to practice one of the taxi transportation activities as follows:

• 1- Submit the application through the approved authority channels specifying the activity for which the license is requested, and fulfill the following justifications:

  • 1/A A valid commercial registration for the establishment including the requested activity.

    • The period required to adjust the status:

      • Licensed before the regulation comes into effect: Nine months from the effective date regarding the activity title
      • Licensed after the regulation comes into effect: Nine months from the effective date regarding the activity title
      • Clarifications: ---
      • Legal instrument (according to the law / according to the regulation): According to the regulation.

• 3- A contract signed with the authority or approved by the authority if the license application is to practice the public taxi transportation activity in the following cities and governorates: (Riyadh, Makkah Al-Mukarramah, Jeddah, Al-Madinah Al-Munawwarah, Dammam metropolitan area), or any other cities, governorates, and centers to be determined later by the authority.

  • The period required to adjust the status:

    • Licensed before the regulation comes into effect: Deleted.
    • Licensed after the regulation comes into effect: ---

  • Clarifications: Licensed before the regulation comes into effect in the cities and governorates where the public taxi transportation activity is practiced according to contracts are exempted from the condition of license validity stated in paragraph (5) of item First of Article Four of the regulation.

  • Legal instrument (according to the law / according to the regulation): According to the regulation.

• First

• The licensing conditions stated in subparagraphs (1/A, 1/D) and paragraphs (2, 3, 4, 5, 6) of clause (First) of Article (Four), are integral to their validity, and in the event of violation of any of these conditions; penalties shall be imposed in accordance with the Law and the approved Violations and Penalties Schedule.

  • The period required to rectify the situation:

    • Licensees (before the regulation comes into effect): Licensees engaged in the public taxi transport activity in each of the following cities and governorates: (Riyadh – Makkah Al-Mukarramah – Al Madinah Al Munawwarah – Dammam Metropolitan Area – Jeddah) are exempted from the conditions stated in paragraph (3) and paragraph (5) regarding the minimum requirements of clause (First) of Article Four.
    • Licensees (after the regulation comes into effect): ---
    • Clarifications: ---
    • Regulatory instrument (according to the Law / according to the Regulation): According to the Regulation.

• Subject to the provisions of Article (Four) of this Regulation, the license shall be renewed upon the service provider's request after payment of the financial fees and fines (if any) for a similar period in accordance with the following regulations:

  • 2- The justifications contained in subparagraphs (6/A, 1/B, 1/C, 1/D) and paragraphs (6, 5, 4, 3, 2) of item (First) of Article (Four) shall remain effective.
  • Licensees engaged in the public taxi transportation activity in each of the following cities and governorates:

(Riyadh – Makkah Al-Mukarramah – Al-Madinah Al-Munawwarah – Dammam Metropolitan Area – Jeddah) are exempted from the conditions stated in paragraph (3) and paragraph (5) regarding the minimum requirements of item (First) of Article Four. The Authority shall request the approval of the concerned entity it designates in those cities and governorates for the license renewal. The renewal shall be based on the number of vehicles available to them at the time of the renewal request.

• First

• It is a condition for the establishment to obtain a license to practice mediation activity in passenger transport by taxi as follows:

• 1- Submit the application through the approved authority channels, and fulfill the following justifications:

  • 1/A A valid commercial registration for the establishment that includes the mediation activity in passenger transport by taxi.

    • The necessary period to amend the status:

      • Licensed before the regulation comes into effect: Nine months from the date of enforcement regarding the activity title
      • Licensed after the regulation comes into effect: Nine months from the date of enforcement regarding the activity title

    • Clarifications: ---

    • Legal instrument (according to the law / according to the regulation): According to the regulation.

• 4- It is permitted to submit the renewal request and fulfill all its conditions within a period of (30) thirty days from the expiration of the license; otherwise, the license shall be considered canceled without prejudice to the right to impose the prescribed penalties for delay in submitting the request.

• The necessary period for adjusting the status:

  • Licensees (before the regulation comes into effect): two months from the effective date
  • Licensees (after the regulation comes into effect): two months from the effective date
  • Clarifications: ---

• First: The service provider in any taxi transportation activity must obtain a professional driver card for each driver working with him, in accordance with the following conditions and requirements:

  • 4- The driver must hold a professional competency certificate approved by the Authority.

  • The obligation to have a professional competency certificate to obtain a professional driver card shall be as follows:

    • • For drivers holding a valid driver card: the obligation begins from the card expiration date, after the Authority launches the (Professional Qualification Program for Taxi Drivers).
    • • For drivers who do not hold a driver card or have an expired driver card: the obligation begins from the date the Authority launches the (Professional Qualification Program for Taxi Drivers).

• 1- Without prejudice to the regulations and obligations issued by the relevant authorities, the service provider in any of the taxi transportation activities must obtain an operating card for each taxi, in accordance with the following conditions and requirements:

  • B- Having a valid contract with the Authority or approved by it in the cities, governorates, and centers subject to contracts in the public taxi transportation activity.

  • The condition does not apply to those licensed in the public taxi transportation activity in each of the following cities and governorates: (Riyadh – Makkah Al-Mukarramah - Al-Madinah Al-Munawwarah - Dammam Metropolitan Area - Jeddah), and the Authority must request the approval of the concerned entity it designates in those cities and governorates for issuing the operating card.
