Implementing Regulation for Taxi Transportation Activities and Mediation in Passenger Transportation by Taxi and its Executive Regulation

  • Decision No. (6/16 T R/4/2025) dated 1447/03/01 AH
  • The Board of Directors of the Transport General Authority
  • Based on the powers granted to it by the law
  • And after reviewing the Land Transport Law on Roads, issued by Royal Decree No. (M/188) dated 1446/8/24 AH.
  • And after reviewing the Regulation of the Transport General Authority, issued by the Council of Ministers Decision No. (323) dated 1434/9/14 AH, and its amendments.
  • After deliberation, the Board decided by circulation as follows:
  • First: Approving the Implementing Regulation for Taxi Transport Activities and Mediation in Passenger Transport by Taxi according to the attached form.
  • Second: Approving the mechanism for adjusting the status of land transport establishments on roads in accordance with the provisions of the Land Transport Law on Roads, and the Implementing Regulation for Taxi Transport Activities and Mediation in Passenger Transport by Taxi according to the attached form.
  • Third: The provisions of the regulation and the mechanism referred to in items (First) and (Second) of this decision shall apply from the date of their publication in the Official Gazette.
  • And Allah is the Grantor of success.

Chapter 1: Preliminary Provisions

Article 1

  • The words and phrases contained in this Regulation shall have the meanings set forth in the Law and this Regulation, unless the context of the text dictates otherwise:

    • 1- Law: The Land Transport Law on Roads, issued by Royal Decree No. (M/188) dated 24/8/1446 AH.
    • 2- Regulation: The Implementing Regulation for Taxi Transport Activities and Mediation in Passenger Transport by Taxi.
    • 3- Taxi Transport Activities: Activities involving the transport of passengers and their belongings for a fare by taxi, including the public taxi transport activity, private taxi transport activity, and airport taxi transport activity.
    • 4- Public Taxi Transport Activity: Transporting passengers by public taxi for a fare, considered a sub-activity under the taxi transport activity.
    • 5- Private Taxi Transport Activity: Transporting passengers by private taxi for a fare, considered a sub-activity under the taxi transport activity.
    • 6- Airport Taxi Transport Activity: Transporting passengers by airport taxi from the airport for a fare, considered a sub-activity under the taxi transport activity.
    • 7- Mediation Activities in Passenger Transport by Taxi: Includes mediation activity in passenger transport by taxi and mediation activity in passenger transport by taxis through electronic applications.
    • 8- Mediation Activity in Passenger Transport by Taxi: Arranging services provided in the public taxi transport activity between the passenger and the service provider in this activity, considered a sub-activity under the mediation in passenger transport activity.
    • 9- Mediation Activity in Passenger Transport by Taxis through Electronic Applications: Arranging services provided in taxi transport activities between the service requester and the service provider in any of the activities through an electronic application, considered a sub-activity under the mediation in passenger transport activity.
    • 10- Establishment: Any legal entity possessing full legal capacity.
    • 11- License: An official document issued by the Authority to a person, permitting them to practice activities in accordance with the provisions of this Regulation.
    • 12- Service Provider: The person licensed to practice one or more of the activities.
    • 13- Center: The place through which the service provider practices any of the activities, in accordance with the provisions of this Regulation.
    • 14- City of License: The cities, governorates, and centers where a license is granted to practice one of the activities.
    • 15- Passenger: A natural person present in the taxi, or boarding or alighting from it for the purpose of transportation, excluding the driver.
    • 16- Taxi: A mechanically powered vehicle designed to transport passengers and their belongings - for a fare - with a capacity not exceeding (eight) passengers.
    • 17- Public Taxi: The taxi designated for transporting passengers in the public taxi transport activity.
    • 18- Private Taxi: The taxi designated for transporting passengers in the private taxi transport activity.
    • 19- Airport Taxi: The taxi designated for transporting passengers in the airport taxi transport activity.
    • 20- Operating Card: A document issued by the Authority for the service provider’s vehicle to practice any of the taxi transport activities in accordance with the conditions and requirements specified in the Regulation.
    • 21- Driver: Anyone who drives the taxi.
    • 22- Professional Driver Card: A document issued by the Authority to the driver in accordance with the conditions and requirements specified in the Regulation.
    • 23- Periodic Technical Inspection Document: A document issued by the competent authorities to prove that the taxi has passed the periodic technical inspection requirements.
    • 24- Financial Penalties: A monetary amount that the violator is obligated to pay to the Authority as a result of violating any of the provisions of the Law or the Violations and Penalties Schedule.
    • 25- Financial Consideration: The amount determined by the Authority in return for any of the services, documents, and works provided pursuant to the provisions of the Law or the Regulation.
    • 26- Inspector: The person assigned the authority of inspection, supervision, and recording violations of the Law, Regulation, or licenses, appointed by a decision from the President.
    • 27- Authority’s Electronic Platform: The electronic platform approved by the Authority, which enables it to access data of establishments, vehicles, and drivers.
    • 28- Committee: A committee formed by a decision of the President in accordance with the provisions of the Law.

Article 2

  • 1- The regulation aims to organize taxi transportation activities, mediation activities in taxi passenger transport, develop and promote their services, and encourage investment in them in accordance with the economic and social development goals in the Kingdom, while taking into account environmental aspects and security and safety requirements.
  • 2- The provisions of this regulation apply to practitioners of taxi transportation and mediation in taxi passenger transport.
  • 3- The application of the provisions of this regulation shall not prejudice the agreements to which the Kingdom is a party, nor the systems, regulations, and obligations issued by the relevant authorities.
  • 4- It is prohibited to practice any of the taxi transportation activities and mediation activities in taxi passenger transport except after obtaining a license in accordance with the provisions of this regulation. The prohibition includes all preparatory work for any person to practice any of these activities without a license, including: inviting passengers, calling out to them, pursuing them, intercepting them, gathering, or roaming in places where passengers are present for the purpose of inviting them.

Article 3

  • 1- A separate license shall be issued for each activity of taxi transportation, and for mediation activities in passenger transportation by taxi.
  • 2- The practice of any of the taxi transportation activities, or mediation activities in passenger transportation by taxi, shall be limited to establishments after obtaining a license.

Chapter 2: Licenses

Article 5

  • 1- Subject to the provisions of Article (Four), the license shall be issued by the Authority in the name of the establishment, for a period of (3) three years, and shall be limited to the city where the license is issued. The license for the activity of public taxi transportation issued according to the contract is excluded from this period, so that the license duration is linked to the contract duration.
  • 2- It is not permitted to practice any of the taxi transportation activities after the license expires, is canceled, or during its suspension period.

Article 6

  • First: The licensing conditions stated in subparagraphs (1/A, 1/D) and paragraphs (6, 5, 4, 3, 2) of clause (First) of Article (Four), are mandatory for its validity, and in case of breach of any of these conditions; penalties shall be imposed in accordance with the law and the approved schedule of violations and penalties.
  • Second: In the event of a shortage in the minimum number of vehicles required to practice any of the taxi transportation activities due to accidents or disasters beyond the service provider’s control, and the shortage is not completed within (180) one hundred and eighty days from the date of the shortage; penalties shall be imposed in accordance with the law and the approved schedule of violations and penalties.
