Definitions

  • The Kingdom: The Kingdom of Saudi Arabia.

  • The Ministry: Ministry of Sport.

  • The Federation: Saudi Arabian Football Federation (SAFF).

  • The Council: Board of Directors of the Saudi Arabian Football Federation.

  • The Law: The Constitution of the Saudi Arabian Football Federation.

  • The Organizing Body: The Department of Youth and Academies and Regional Training Centers in the Saudi Arabian Football Federation.

  • The Competition: Youth competitions according to the approved age classification, which includes four competitions: Under 14 years, Under 13 years, Under 12 years, Under 11 years.

  • The Regulation: The Organizational Regulation for Youth Competitions.

  • Disciplinary and Ethics Committee: The Disciplinary and Ethics Committee of the Saudi Arabian Football Federation.

  • Disciplinary and Ethics Regulation: The Disciplinary and Ethics Regulation of the Saudi Arabian Football Federation.

  • Sports Arbitration Center: Saudi Arbitration Center.

  • The International Federation: Fédération Internationale de Football Association (FIFA).

  • The Asian Federation: Asian Football Confederation (AFC).

  • The Laws of the Game: The laws issued by the International Football Association Board (IFAB).

  • The Club: A sports institution with a legal personality or a company officially licensed by the relevant authority to practice football and a member of the federation or a member of an association participating in competitions with at least one team.

  • The Player: A football player officially registered with the federation, entitled to register and participate in the competition.

  • The Electronic System (MySAFF): An intelligent electronic system for managing competition matches, which includes registering the list of players and officials, creating reports for referees and observers, and entering match results, and is available for use by all relevant parties.

  • The Referee: The person appointed by the federation to officiate and manage the match, along with the assisting crew officially recognized by the federation or the federation of their country and registered in its records, including the main referee, the first assistant referee, the second assistant referee, the fourth official, and the referees responsible for the Video Assistant Referee (VAR) technology.

  • Referee Assessor: The person appointed by the federation to evaluate the performance of referees during the match from a technical perspective according to the Laws of the Game.

  • Match Observer: The person appointed by the federation to handle the administrative matters of the match, including registering players on the match sheet, applying player and official cards, verifying their identities, and recording disciplinary violations and other procedures before, during, and after the match.

  • General Match Coordinator: The person appointed by the federation to handle organizational and coordination matters and assist match officials and observers in their tasks.

  • Media Coordinator for the Match: The person appointed by the federation to handle media matters for the match and organize procedures for press conferences, mixed zones, television interviews, and oversee them.

  • Inside the Field: The area that includes the green rectangle and surrounding areas for the technical and administrative staff and players, the track, and the corridors leading to the changing rooms.

  • Outside the Field: The area that starts from the end of the inside field to the outer walls of the field, including but not limited to parking lots, spectator gathering areas, internal and external gates, restrooms, and restaurants.

  • Before the Match: The time between the arrival of players and officials at the stadium and the start whistle of the match.

  • During the Match: The time between the start whistle of the match and the end whistle.

  • After the Match: The time between the end whistle of the match and the departure of players and officials from the stadium.

  • The Official: Any person other than players who engages in activities related to football within the federation or any body, club, or association, regardless of their position and the duration or type of activity (administrative, sports, media, or any other activity), including administrative, technical, and medical staff, supporting employees, consultants, intermediaries, professional managers, as well as members of the administration and honorary members of clubs and federation personnel from board members, committees, contractors, collaborators, and the General Secretariat of the federation, in addition to bodies and associations affiliated with the federation and others.

  • Match Officials: The referee, assistant referees, fourth official, VAR officials, match observer, referee assessor, match coordinator, media coordinator for the match, security personnel, and any other individuals appointed by the federation to assume responsibilities related to the match.

  • Persons Subject to the Regulation: Clubs, officials, match officials, players, media, and commercial entities.

  • The Season: The time period during which the competition takes place according to the match schedule, starting from the first official match in the competition and ending with the last official match in the competition.

  • The Identification Card: A card or its equivalent issued by the federation, granting the holder the right to be present inside the field.

  • The Starting List of the Match: The list containing the names of the starting and reserve players and officials participating in the match who are entitled to sit on the bench and be present inside the field.

  • The Official List of Officials: The list containing the names of the official representatives of the club throughout the season who are entitled to register in the starting list of the match.

  • The Visiting Club: The club playing the match away from home, whose name appears second in the match schedule.

  • The Host Club: The club playing the match at home, whose name appears first in the match schedule.

  • The Champion: The club whose team wins the competition title.

  • The Field: The area that includes the green rectangle described in Law No. (1) of the Laws of the Game issued by the International Football Association Board.

  • Force Majeure: Any unexpected and uncontrollable event that leads to the suspension, prevention, or postponement of a match or competition, including but not limited to adverse weather conditions, lighting failures, flight conditions, or any other circumstances with similar characteristics.

  • The Match Schedule: The schedule of matches for the competition issued by the Department of Youth and Academies and Regional Training Centers, which specifies the dates, times, and venues for the matches of the competition.

  • Refusal to Play an Official Match: The act of a club refusing to play an official match before the match begins.

  • Withdrawal from Playing an Official Match: The act of a club withdrawing from an official match during the match.

Chapter 1: Preliminary Provisions

Article (1): Introduction

  • 1. The competition is held at the level of regions or governorates as determined by the federation based on the participating clubs, and it has the right to reallocate the participating clubs from one region to another or merge regions as it sees fit. Its decision in this regard is considered final, effective, and not subject to appeal.

  • 2. The federation is responsible for organizing and managing the competition and handling the commercial, marketing, and media affairs of the competition in accordance with the federation's bylaws and these regulations, as well as other regulations of the federation.

  • 3. These regulations outline the rights, duties, and responsibilities of the federation, clubs, officials, and players in the competition.

  • 4. These regulations and all decisions, instructions, and circulars approved by the Board of Directors of the federation related to the competition are binding on all individuals subject to these regulations.

  • 5. Any reference to the federation's bylaws or any of its regulations refers to those laws and regulations in effect at the time of application.

  • 6. The federation is responsible for registering the participating players in accordance with the professional regulations and player status of the federation and the international federation, as well as all related regulations.

  • 7. The federation appoints referees and referee assessors for each match, as well as officials such as the match observer, general coordinator, media coordinator, and security coordinator whenever the presence of any of them is deemed necessary.

  • 8. The federation bears the costs of travel, transfer, accommodation, meals, and all other expenses related to match referees, referee assessors, match observers, coordinators, and media coordinators.

  • 9. The federation selects and provides the official balls for the competition.

Chapter 2: Jurisdictions

Article 2: Competencies of the Organizing Committee

  • 1. Organizing and managing the competition.

  • 2. Approving the schedule of competition matches and the locations and times of their occurrence.

  • 3. Approving the results of the competition matches.

  • 4. Proposing developmental opportunities and suggestions for the competition and submitting them to the council for study and decision-making.

  • 5. All decisions made by the organizing body are final, effective, and not subject to appeal.

Article 3: Clubs

  • 1. Every club participating in this competition is obligated to adhere to the following:

    • 1/1 To observe all obligations stipulated in the basic regulations of the federation, and all regulations, decisions, instructions, and circulars issued by the federation.
      2/1 To comply with the laws of the game as stipulated by the International Football Association Board, which are published by FIFA.

    • 3/1 To accept that all administrative, disciplinary, and refereeing matters related to the competition are resolved by the federation in accordance with the regulations governing each matter and the jurisdiction of each.

    • 4/1 To fully comply with all contracts signed by the federation related to the competition from any party.
      5/1 To acknowledge the Sports Arbitration Center.

    • 6/1 To adhere to the prescribed ratio of spectator seats allocated to each club in the match, which is (70% for the host club and 30% for the visiting club), unless both teams agree otherwise.

    • 7/1 To observe the principles of fair play and sportsmanship.

    • 8/1 To ensure that unauthorized persons are not present inside the stadium and changing rooms.

    • 9/1 To bear responsibility for the conduct of its players, officials, supporters, and any person representing the club throughout the competition.

    • 10/1 To guarantee that none of its players or officials participate in any activity that may harm or affect integrity.

    • 11/1 To submit the match starting list and the official list of officials in accordance with the procedures and times stipulated in these regulations.

    • 12/1 To accept all arrangements made by the federation.

    • 13/1 To attend and participate in all official activities and events, including but not limited to any technical meeting or workshop called by the federation, organizational meetings, press conferences, media and marketing activities, and celebrations in accordance with the instructions issued by the federation.

    • 14/1 To provide the federation with statistics and images of the players and officials affiliated with the club, as well as information related to the club and any other data requested by the federation within the timeframe specified.

    • 15/1 In the event of an official awards ceremony organized by the federation or any other party approved by it, all selected players and officials must attend the ceremony, and the club shall bear responsibility if any of them fail to attend.

Chapter 3: Participation, Withdrawal, Match Schedule, Competition System

Article 4: Participation

  • 1. The clubs that are approved by the organizing authority participate in the competition, and they are distributed at the level of regions or governorates, with the competition system for each region or governorate determined by the organizing authority in the official circular of the competition.

  • 2. The club wishing to participate in the competition must submit a participation request according to the date and mechanism specified by the organizing authority, and the club must also submit the final admission for participation at least forty-five days before the start date of the competition.

Article 5: Withdrawal and Abstention

  • 1. The club is considered to have withdrawn or refrained from the competition upon undertaking one or more of the following actions:

    • 1/1 Withdrawal from the competition after the official schedule of the competition has been issued or after submitting the final admission for participation.

    • 2/1 The team being late to attend any official match for more than (20) twenty minutes from the scheduled start time of the match without providing convincing reasons.

    • 3/1 The team refraining from playing any official match.

    • 4/1 The team leaving the field before the end of any official match.

    • 5/1 Submitting a roster with fewer than the minimum number stipulated in paragraph 2 of Article (22).

  • 2. The federation has the right to demand that the withdrawn club pay compensation for all damages or losses caused by the withdrawn club, and the amount of compensation shall be determined by the federation.

  • 3. The Disciplinary and Ethics Committee is responsible for considering the cases stipulated in this article and issuing decisions in accordance with the Disciplinary and Ethics Regulations.

  • 4. The following cases are exempt from the application of the provisions of this article:

    • 1/4 Cases of force majeure, which will be evaluated by the federation.

    • 2/4 Withdrawal of the club before the issuance of the official schedule of the competition and before submitting the final admission for participation.

Article 6: Match Schedule

  • 1. All matches of the competition shall be played according to the times specified in the official schedule of the competition issued by the organizing authority, and these times are considered final, binding, and not subject to appeal. The organizing authority may amend the date, time, or location of the match whenever it deems necessary in accordance with the interest Public.
    2. The organizing authority shall determine the start times of the matches, taking into account sports, marketing, broadcasting, and any other circumstances.

  • 3. The organizing authority has the right to hold any match without an audience or at any neutral ground, or to prevent the holding of any match at any stadium for reasons of security and safety, or due to the unavailability of approved stadiums in the host city, or for any other compelling circumstances that necessitate such action. In this regard, it may take whatever measures it deems appropriate, including but not limited to postponement and/or transfer to the nearest approved stadium from the host city and/or transfer to any other approved stadium.

  • 4. In the event that matches cannot be held or completed due to a force majeure that does not conflict with the provisions of the regulations and rules related to the organization of the game in the Kingdom, the organizing authority may postpone the match or complete it the following day. If the stadium is occupied by an official match, the Competitions Committee shall determine the timing it deems appropriate for holding the match.
