Regulation for the Organization of the Buds Level Competitions

Chapter 1: Preliminary Provisions

Article 1: Scope of Application and Interpretation

  • 1. The definitions and terms contained in the Competitions and Championships Regulation shall apply to this Regulation, unless otherwise stated.

  • 2. Without prejudice to the provisions of this Regulation; the provisions contained in the Competitions and Championships Regulation shall apply to all matters not addressed in this Regulation.

  • 3. Any reference to the Federation's Charter or any of its regulations shall be a reference to those systems and regulations in force at the time of application.

  • 4. This Regulation stipulates the rights, duties, and responsibilities of the Federation, clubs, officials, and players in the competition.

  • 5. This Regulation and all decisions, instructions, and circulars approved by the Federation's Board of Directors related to the competition are binding on all persons subject to this Regulation.

  • 6. The Federation organizes and manages the competition and undertakes the commercial, marketing, and media affairs of the competition in accordance with its Charter, the Competitions and Championships Regulation, this Regulation, and other Federation regulations.

Chapter 2: Participation, Competition Law

Article 2: Participation

  • 1. The clubs approved by the Youth and Academies Department at the Federation participate in the competition and are distributed at the level of regions or governorates. The competition system for each region or governorate is determined by the Committee in accordance with the official circular of the competition.

  • 2. In the event of approval to increase or decrease the number of clubs in the competition, the Youth and Academies Department at the Federation shall decide on the implementation mechanism and the commencement date of its effect.

  • 3. Except in cases of force majeure, the penalties stipulated in the Disciplinary and Ethics Regulations shall apply regarding the withdrawal or abstention of the club after the official competition schedule has been issued.

Chapter 3: Technical Procedures

Article 4: Suspension Due to Warnings (Yellow Cards) and Expulsion (Red Cards)

  • 1. Without prejudice to the provisions of the Disciplinary and Ethics Regulations, the following shall apply:

    • 1/1 In the under 14 and under 13 competitions, the following shall apply:

      • 1/1/1 If a player or official receives three warnings in different matches in the competition; they shall be automatically suspended from participating in the next match.

      • 2/1/1 If a player or official is sent off with a red card (direct or indirect dismissal); they shall be automatically suspended from participating in the next match, unless a decision is issued by the Disciplinary and Ethics Committee specifying the details of the penalty.

    • 2/1 In the under 12 and under 11 competitions, the following shall apply:

      • 1/2/1 If a player or official receives four warnings in different matches in the competition, they shall be automatically suspended from participating in the next match.

      • 2/2/1 If a player or official is sent off with a red card (direct or indirect dismissal), they shall be excluded from participating in the same match, provided that another player replaces them after two minutes have passed since the dismissal or if either team scores a goal. The player who was sent off is entitled to participate in the next match unless the match referee's report includes a decision to suspend them from the next match or a decision is issued by the Disciplinary and Ethics Committee specifying the details of the penalty, while the official who was sent off shall be automatically suspended from participating in the next match.

  • 2. In the event of cancellation, replay, or non-completion of any match, the relevant articles of the Disciplinary and Ethics Regulations concerning warnings and dismissals shall apply.

  • 3. Each club shall be responsible for monitoring the number of warnings and dismissals of its players and officials and ensuring their eligibility to participate in matches.

  • 4. If any player or official transfers or is loaned to another club, they shall retain their record of yellow and red cards during the competition matches.

  • 5. The remaining provisions of the Disciplinary and Ethics Regulations shall apply in this regard, including but not limited to: the mechanism for transferring cards between different competitions and the mechanism for transferring cards from one season to another.

Chapter 4: Team Roster

Article 5: Eligibility of Players

  • 1. Each club must register a number of players in the team list not less than the minimum and not exceeding the maximum according to the Federation Circular No. (5596285) dated May 08, 2025, through the electronic system (MySAFF), in compliance with the conditions stated in the circular.

  • 2. Each club may include players classified in the rosters of lower division levels than the competition level in each match of the competition, whether they are Saudis, residents, or born players (with no upper limit), provided that the number of residents or born players does not exceed the allowed limit in the list as stipulated in the circular referred to in paragraph (1) of this article, and according to the numbers of players stated in Annex No. (3).

  • 3. Each club may include players classified in the rosters of higher division levels than the competition level in each match of the competition, whether they are Saudis, residents, or born players (with no upper limit), provided that the number of residents or born players does not exceed the allowed limit in the list as stipulated in the circular referred to in paragraph (1) of this article, and that their age permits participation in the tournament.

  • 4. The number of substitute players in the match list shall have no minimum limit and a maximum of nine players, and the number of players required to hold matches is (8) players in competitions under 14 years, under 13 years, and under 12 years, while the number of players required to hold matches in the under 11 years league is only (6) players.
