Law of the Military Service Council

Article 1

A Military Service Council shall be established to undertake the planning of military service affairs in all military sectors, organize and supervise them in a manner that achieves the development of the military service level, encourages enrollment, and raises the productive efficiency of those working therein.

Article 2

Previous Amendments

The council consists of:
1- The Prime Minister as Chairman
2- The Deputy Prime Minister as Vice Chairman
3- The Minister of the National Guard as a Member
4- The Minister of Interior as a Member
5- The Minister of Defense as a Member
6- The Minister of Finance as a Member
7- The Director of General Intelligence as a Member
8- The Chief of the Royal Guard as a Member
9- The Director of State Security as a Member
10- Three members appointed by royal decree. Members

Article 3

A General Secretariat shall be formed for the Council to perform the secretarial work of the Military Service Council, and a Secretary-General with expertise shall be appointed to this Secretariat by order of the Chairman of the Council.

Article 4

The Council may seek the assistance of any experts it deems appropriate, and in the event that an expert attends the session at the request of the Council, they shall express their opinion on the matters assigned to them without having the right to vote.

Article 5

The Council meets at the invitation of its Chairman or Vice Chairman.

Article 6

The sessions of the Council are held under the presidency of its Chairman, or his Deputy, or any member designated by him.

Article 7

The sessions of the Council are valid with the presence of the majority of its members, and decisions are made by a majority of the votes of the attending members. In the event of a tie, the side in which the President is present prevails.

Article 8

Previous Amendments

The decisions of the Council shall take effect after being signed by the Chairman of the Military Service Council, except for those decisions whose subjects require the completion of regulatory procedures. The General Secretariat of the Military Service Council shall refer these decisions to the Diwan of the Council of Ministers for the necessary actions to be completed regarding them.

Article 9

The council may form committees entrusted with studying matters it deems relevant to its jurisdiction.

Article 10

Previous Amendments

The Military Service Council shall have the following competencies:
A - Proposing regulations related to the affairs of employees in military service and submitting them to the Council of Ministers.
B - Issuing regulations related to the affairs of employees in military service and studying the transactions submitted by the relevant authorities.
C - Studying salary rates and proposing amendments, as well as determining and organizing the disbursement of bonuses, allowances, and increments for employees in military service.
D - Any other competencies assigned to the Council in the future by a decision of the Council of Ministers.
