Civil Service Council Law

Article 1

A Civil Service Council is established to collaborate with the relevant authorities in planning and organizing civil service affairs in all ministries, government agencies, and entities with public legal personality, and to supervise them in a manner that ensures the development of the level of civil service and enhances productivity efficiency.

Article 2

Previous Amendments

The name of the General Bureau of Civil Service is amended to the Ministry of Civil Service.

Article 3

The General Bureau of Civil Service is an independent authority responsible for overseeing civil service affairs in ministries, government agencies, and entities with public legal personality, and it is linked to the Civil Service Council.

Article 4

The President of the General Authority for Civil Service holds the rank of Minister and is appointed by a royal decree.

Article 5

Previous Amendments

A - The formation of the Civil Service Council shall consist of:
- The Prime Minister as the Chairman
- The Deputy Prime Minister as the Vice Chairman
- The Head of the General Bureau of Civil Service as a member
- Four ministers appointed by royal decree for a term of three years.
- Three members with expertise appointed by royal decree for a term of three years.
B - The sessions of the Civil Service Council shall be held under the chairmanship of its Chairman, or his Deputy, or any member delegated by him.

Article 6

The sessions of the Council are valid with the presence of the majority of the members, and decisions are made by a majority of those present. In the event of a tie, the vote of the President shall be decisive.

Article 7

The decisions of the Council shall not be effective unless approved by the Prime Minister.

Article 8

The Council shall establish its internal regulations, as well as an internal regulation for the General Administration of Civil Service.

Article 9

  • The Civil Service Council is competent in the following:

  • A- Proposing regulations related to civil service affairs for issuance through legal procedures.

  • B- Issuing regulations related to civil service affairs, and providing opinions on transactions submitted by ministries and government agencies related to employees in the civil service.

  • C- Cooperating with competent authorities in the following fields:

    • 1- Formulating general policies for the civil service, and developing the necessary plans and programs for their implementation.

    • 2- Developing the workforce in the government apparatus, and enhancing its productive efficiency through training and preparation.

    • 3- Developing the existing administrative structures and systems in government agencies, and improving work procedures and methods therein.

    • 4- Exercising administrative control over all actions and procedures performed within civil service affairs by the working bodies in the state, including bodies with public legal personality, and ensuring their compliance with regulations and bylaws.

    • 5- Job classification.

    • 6- Studying wage and salary rates, proposing their amendment, as well as determining and regulating the disbursement of bonuses and allowances to employees in the civil service.

  • D- Any other competencies assigned to it in the future by a decision of the Council of Ministers.

Article 10

  • The General Bureau of Civil Service is competent for the following:

  • A- Monitoring the implementation of civil service systems, regulations, and related decisions.

  • B- Conducting studies and research related to civil service, especially in the following areas:

    • - Job classification.

    • - Salaries, allowances, bonuses, and compensations.

  • C- Providing opinions on matters related to civil service affairs.

  • D- Proposing systems and regulations related to civil service affairs and submitting them to the Civil Service Council.

  • E- Establishing rules and procedures for selecting the best candidates to fill vacant positions.

  • F- Classifying jobs, proposing salaries, wages, allowances, compensations, and bonuses, as well as studying jobs to be created to ensure their compliance with classification rules.

  • G- Establishing rules and procedures for maintaining employee records to ensure the completeness of required information about each employee.

  • H- Cooperating with personnel affairs departments and guiding them to the best methods for implementing systems, regulations, and decisions related to personnel affairs, and managing records related to appointments, promotions, transfers, and other matters related to service affairs.

  • I- Examining employee grievances referred to it by competent authorities and providing opinions thereon.

  • J- Other competencies assigned to it by systems, regulations, and decisions of the Civil Service Council.
