  • After reviewing the two transactions received from the Royal Court: the first with number 34133/B dated 25/8/1432 AH regarding the draft organization of the General Authority for Military Industries, and the second with number 34907 dated 22/7/1433 AH regarding the priority of military government entities in purchasing their military needs from the Authority. 

  • And after reviewing the draft organization of the General Authority for Military Industries. 

  • And after reviewing paragraph (2) of Article (24) of the Council of Ministers System, issued by Royal Order No. (A/13) dated 3/3/1414 AH. 

  • And after reviewing the system of the General Authority for Military Industries, issued by Royal Decree No. (M/5) dated 20/3/1406 AH. 

  • And after reviewing the minutes prepared by the Bureau of Experts at the Council of Ministers No. (241) dated 20/4/1433 AH, No. (18) dated 14/1/1434 AH, and No. (364) dated 24/6/1434 AH. 

  • And after reviewing the recommendation of the General Committee of the Council of Ministers No. (497) dated 8/7/1434 AH. 

  • It is decided as follows:

    • First: Approval of the organization of the General Authority for Military Industries according to the attached format. 

    • Second: Continuation of the application of the current regulations and other decisions until the issuance of new regulations in accordance with this organization. 

    • Third: The General Authority for Military Industries shall be treated like Saudi companies regarding the priority mentioned in paragraph (2) of item (Second) of the organizational arrangements for the General Authority for Military Industries, issued by Council of Ministers Decision No. (695) dated 22/11/1438 AH.

Article 1

The words and phrases contained in this regulation shall have the meanings specified next to each of them, unless the context requires otherwise:
Institution: The General Organization for Military Industries, and the factories and production units affiliated with it.
Regulation: The regulation of the institution.
Minister: Minister of Defense.
Council: The Board of Directors of the institution.

Article 2

1 - The institution enjoys an independent public legal personality, both financially and administratively, and is linked to the Minister of Defense. It carries out the tasks and responsibilities assigned to it under this regulation.
2 - The main headquarters of the institution shall be in the city of Riyadh, and it may establish factories and offices inside and outside the Kingdom.

Article 3

The main purpose of the institution is to support National Security by establishing an advanced military industry that meets the needs of all military sectors. The institution works to achieve this through its factories and production units or in collaboration with others, using means that include development, manufacturing, assembly, and supply.

For the institution to achieve its purposes, it has the following tasks and competencies:

4 - Preserving and developing the factories, facilities, and infrastructure of the institution.
5 - Collaborating with the local and foreign private sector, especially in the field of joint manufacturing.
6 - Supporting scientific research and industrial innovation and utilizing industrial technology and information technology.

8 - Conducting research and studies related to the institution's objectives, through the establishment of specialized research centers in military manufacturing and technology transfer, and by utilizing Saudi and international universities, research centers, and expertise, in coordination with the General Authority for Military Industries.

10 - Collaborating with the local and foreign private sector in the maintenance of equipment and machinery to meet the needs of military sectors.
11 - Deleted.

13 - Deleted.
14 - Attracting, developing, and retaining national human resources.
15 - Any other task assigned to it within its area of competence.

Article 5

Article 6

The Council is the supreme authority of the institution, overseeing its management and affairs, and establishing the general policy that it follows as stipulated by law. The Council has the authority to make the necessary decisions to achieve the institution's objectives within the framework of this regulation, taking into account the provision stated in Article (Nineteen) of this regulation. Specifically, it has the following responsibilities:
1 - Approving the general policies to achieve the institution's objectives, and adopting the necessary programs for that and supervising their implementation.
2 - Approving the institution's five-year plan.
3 - Approving the institution's ownership of factories and supporting production units.
4 - Approving the distribution of factories and production facilities affiliated with the institution across the regions of the Kingdom, according to strategic, technical, and economic considerations.
5 - Approving the organizational structure of the institution.
6 - Approving the financial regulations, in agreement with the Ministry of Finance.
7 - Approving the administrative regulations that govern the institution and the regulations specific to the employees of the institution in coordination with the Ministry of Civil Service.
8 - Approving the operational and management regulations for the factories affiliated with the institution.
9 - Approving the controls and procedures related to the allocation of the factories and production units affiliated with the institution, and submitting them to the relevant authorities for approval.
10 - Approving the draft annual budget of the institution and its final accounts.
11 - Reviewing the periodic reports submitted regarding the progress of work in the institution and its units, production facilities, and financial centers.
12 - Considering any matters that the Council or any of its members deems necessary to present regarding the institution's activities.
13 - Approving the rules for granting rewards to those tasked by the Council from outside the institution to provide a special study or specific expertise for the institution.
14 - Delegating the President of the institution with the powers that enable him to perform the responsibilities assigned to him in a manner that achieves the institution's objectives.
15 - Approving the acceptance of gifts, bequests, endowments, assistance, grants, and donations offered to the institution in accordance with the regulations.
16 - Approving the institution's ownership of its investments and its management thereof.

Article 7

1 - The Council meets under the presidency of its President, or his Deputy, or anyone appointed by the President. The meeting is considered valid only with the presence of the majority of the members, and decisions are made with the approval of the majority of the votes of those present. In the event of a tie, the side that the President of the meeting votes with prevails. The Council may invite any experts and specialists it deems appropriate, without them having the right to vote.
2 - The meetings of the Council are held at the headquarters of the main institution, and they may also be held at any other location determined by the President of the Council.
3 - The President of the Council calls for meetings of the Council periodically at least twice a year, and he may call for a meeting whenever necessary.
4 - The Council shall have a Secretary chosen by the President of the Council based on the nomination of the President of the institution, who will be responsible for the secretariat of the Council, preparing for meetings, and recording the discussions and decisions.

Article 8

The Chairman of the Council may form permanent or temporary committees from among the members of the Council or from others to study the tasks assigned to them. The decision to form each committee shall specify its chairperson, members, competencies, and their remuneration. Committee members may seek assistance from whomever they deem necessary to help them in performing the assigned task.

Article 9

The council may establish a security and safety apparatus within the institution to ensure its safety and to secure its personnel, equipment, and documents. As for the responsibility for external guarding of the institution, it falls under the Ministry of Defense.
