Council of Ministers Decision No. (301) of 1448

  • Having reviewed the transaction received from the Royal Court under No. 6380, dated 21/1/1448 AH, which includes the telegram of His Excellency the Minister of Education, Chairman of the Saudi Arabian Scouts Association, No. 4700333174, dated 5/7/1447 AH, concerning His Excellency’s request for approval for the Association’s (new) Board of Directors, after assuming its duties, to invite the General Assembly to convene and elect the remaining members of the Board.

  • Having reviewed the Law of Civil Society Associations and Organizations, issued by Royal Decree No. (M/8), dated 19/2/1437 AH.

  • Having reviewed the Bylaws of the Saudi Arabian Scouts Association, issued by Royal Decree No. (M/83), dated 25/7/1439 AH.

  • Having reviewed Royal Decree No. (M/6), dated 13/1/1447 AH.

  • Having reviewed Memorandum No. (3600), dated 24/10/1447 AH, prepared by the Bureau of Experts at the Council of Ministers.

  • Having reviewed the minutes prepared by the Council of Economic and Development Affairs No. (47/1693/M), dated 20/11/1447 AH.

  • Having considered Shura Council Resolution No. (41/488), dated 16/1/1448 AH.

  • Having reviewed the recommendation of the General Committee of the Council of Ministers No. (1923), dated 18/2/1448 AH.

  • Decides:

  • To amend Paragraphs (2) and (3) of Item (First) of Royal Decree No. (M/6), dated 13/1/1447 AH -which provides for amending Item (Third) of Royal Decree No. (M/83), dated 25/7/1439 AH- to read as follows:

    • “2- The termination of the activities of the Association’s Board of Directors in office at the time the Law referred to in Item (First) enters into force, following the formation of a new Board of Directors in accordance with Paragraph (1) of this Item.
    • 3- The members -stipulated in Subparagraph (A) of Paragraph (1) of this Item- shall invite the General Assembly to convene within (120) days, for the purpose of electing the members stipulated in Subparagraph (B) of Paragraph (1) of this Item. In this regard, they shall exercise all powers and duties assigned to the Board of Directors -stipulated in the Law referred to in Item (First)- necessary for inviting the General Assembly to elect the members of the Board of Directors and supervising the electoral process.”
  • A draft Royal Decree to that effect has been prepared, the wording of which is attached hereto.
