Rules for the Regulation of Freelance Professions

Article 1

  • The words and phrases mentioned below - wherever they appear in these regulations - shall have the meanings specified next to each of them, unless the context requires otherwise:

  • Ministry: Ministry of Commerce.

  • Minister: Minister of Commerce.

  • Regulations: Regulations governing freelance professions.

  • Freelance profession: A profession through which a natural person - on a professional basis, based on scientific qualification and practical experience - provides a service to others for their own account, and without being bound by an employment contract with the beneficiary of the service that subjects them to their dependency, responsibility, and management.

  • Register: The register prepared by the Ministry for recording those licensed to practice freelance professions.

  • License: The professional permit issued by the Ministry to practice a freelance profession.

  • Licensee: The natural person who has been issued a license by the Ministry to practice a freelance profession.

Article 2

  • The rules apply to the freelance professions listed in Appendix No. (1) of the rules, which are published on the official website of the ministry. The ministry has the authority to add other professions or remove existing ones.

Article 3

  • The practice of any of the freelance professions listed in Appurtenance No. (1) of the regulations is prohibited unless a License is obtained.

Article 4

  • The Ministry maintains a register for the licensing of individuals authorized to practice freelance professions, in which the name of each individual licensed by the Ministry to practice is recorded.

  • 1. The license must specify its number and date of issuance.

  • 2. The license is valid for a period of (three) years, and it may be renewed for similar periods upon a request from the licensee submitted at least (sixty) days before the expiration of the license.

Article 7

  • Licensees are classified into three categories: (Practitioner - Specialist - Expert), and the classification is determined based on the points earned by each of them according to Annex No. (2) of the regulations.

Article 8

  • The applicant for a license to practice any of the freelance professions associated with other entities must fulfill the requirements set by these entities for the issuance of the license.

Article 9

  • The licensee is permitted to adopt an innovative name or their personal name as the title of their office, provided that it is accompanied by their professional specialization.

Article 10

  • The licensee who ceases to practice the profession for a period exceeding one year must notify the Ministry and his clients of this. Before ceasing to practice the profession, he must settle all his affairs, and the Ministry will suspend the license until he returns to practice the profession.
