Regulations for the Support Provided through the Citizen Account Program and the Mechanism for Calculating the Amount of Support

Chapter 1

Article 1

  • The following words and phrases—wherever they appear in these Regulations—shall have the meanings set forth opposite each of them, unless the context requires otherwise:

    • Regulations: The Regulations for support provided through the Citizen Account Program.
    • Council: The Council of Economic and Development Affairs.
    • Ministry: The Ministry of Labor and Social Development.
    • Program: The Citizen Account Program.
    • Committee: The Citizen Account Program Committee stipulated in Article (Three) of the Regulations.
    • Support: The amount provided to mitigate the impact of the economic effects on citizens resulting from the adjustment of the prices of energy and water products, the application of value-added tax to the group of food and beverage products, and the application of the financial levy on expatriates.
    • Electronic Portal: The website established by the Ministry for the purpose of receiving citizens’ applications and communicating with them.
    • Independent Individual: Any person who is twenty-four (24) years of age or older, or who resides in a separate residence and has his own expenses.
    • Head of Household: Any person responsible and capable of caring for a dependent and obliged to support the dependent, who is eighteen (18) years of age or older.
    • Dependent: Any person under the care of the head of household and residing with him in the same residence; this includes the wife, unmarried sons, unmarried daughters, and any person whom he is obligated to support pursuant to a legal document evidencing such support.
    • Family: A group consisting of a head of household and one or more dependents residing in the same residence.
    • Applicant: The head of household or independent individual—or the dependent whom the Regulations permit to apply for support—who wishes to obtain support and has completed the registration procedures on the Electronic Portal.
    • Beneficiary: Any applicant or dependent whose receipt of support, or part thereof, has been approved.
    • Primary Beneficiary: Any applicant whose receipt of support, or part thereof, has been approved.
    • Electronic Account: The account created by the applicant on the Electronic Portal for the purpose of obtaining support.
    • Monthly Income: The monthly average of the monetary amounts received by the applicant and dependent from any periodic source of income, whether monthly or otherwise, including remuneration for work in the public and private sectors, including any allowances paid periodically, pensions, returns from the leasing of assets, returns from trade and investment, and otherwise; except as provided by the Regulations.
    • Wealth: Assets owned by the applicant and dependent that are capable of valuation, except as provided by the Regulations.
    • Exemption from Reduction Threshold: The monthly income or wealth threshold that entitles the applicant to receive the full amount of support.
    • Support Disqualification Threshold: The monthly income or wealth threshold that prevents the applicant from receiving any support.
    • Actual Entitlement: The monthly amount actually disbursed to the Primary Beneficiary, including his entitlement and that of his dependents, in accordance with the criteria set forth in the Regulations.
    • Eligibility and Entitlement Assessment Cycle: A monthly cycle conducted by the Ministry to examine and assess eligibility for entitlement and actual entitlement for all applicants and to decide on both.

Article 2

  • 1- Implementation of the rulings stated in the regulations.

  • 2- Receiving the applicant's request and deciding on it after review.

  • 3- Allocating the actual entitlement for each primary beneficiary, in accordance with the mechanism for calculating the amount of support accompanying the regulations.

Article 3

  • 1- There shall be a Committee for the Citizen Account Program operating under the supervision of the Council, named (Citizen Account Program Committee), chaired by the Minister of Economy and Planning, with the membership of the Minister of Finance and the Minister of Labor and Social Development; it shall undertake the following:

    • A- Reviewing the criteria for eligibility for support, the mechanisms for its calculation, and the policies governing the program, and reporting its findings to the Council.

    • B- Taking necessary actions regarding any appropriate technical or operational adjustments to enhance the program's efficiency, and making any changes to its operational mechanisms.

    • C- Studying the appropriateness of adding any other support and subsidy programs to the electronic platform of the program through which government support and benefits directed to citizens are provided, and proposing the amount of support for each; and reporting its recommendations to the Council.

    • D- Submitting an annual report on the progress of the program.

    • And the Committee may form sub-committees and working groups as needed, and seek assistance from specialists and consulting firms in this field, and invite those it deems appropriate to participate in its meetings; enabling it to carry out the tasks assigned to it.

  • 2- The Committee shall establish the necessary rules and procedures to carry out the tasks assigned to it.

  • 3- The Council shall provide the administrative and financial requirements for the Committee.

Chapter 2: Beneficiary Categories

Article 4

  • The program benefits the following individuals: 

    • 1- Holders of Saudi Arabian nationality.

    • 2- Holders of mobility cards.

    • 3- Non-Saudi dependents who are first-degree relatives of the applicant, which includes non-Saudis married to Saudi nationals, non-Saudis married to Saudi females, as well as the children of a Saudi woman from her non-Saudi husband.

Article 5

  • The applicant must meet the following conditions:

    • 1- To fall under any of the following categories:

      • A- Husband: If the family consists of a husband and wife only, or a husband and wife and one or more of their children - unmarried males and unmarried females - provided they reside permanently in one household.

      • B- Wife: If the family consists of a husband and wife only, or a husband and wife and one or more of their children - unmarried males and unmarried females - provided they reside permanently in one household, and the husband is lacking one of the requirements stated in the regulations.

      • C- Father: If the family consists of a divorced or widowed father who supports one or more of his children - unmarried males and unmarried females - provided they reside permanently in one household.

      • D- Mother: If the family consists of a divorced or widowed mother who supports one or more of her children - unmarried males and unmarried females - provided they reside permanently in one household.

      • E- Eldest sibling: If the family consists of two or more siblings - unmarried males and unmarried females - provided they reside permanently in one household, and they do not have a legal guardian, or their only guardian does not meet any of the requirements stated in the regulations. In the event that there is someone legally authorized to support the siblings who is not the eldest, that person shall be the applicant instead of the eldest sibling.

      • F- Independent individual.

      • The committee may propose the addition of any additional category to the categories mentioned above and submit it to the Council.

    • 2- To be at least (eighteen) years old. Notwithstanding this, the age of the applicant from the category referred to in paragraph (1/E) of this article may be less than (eighteen) years.

    • 3- To include in his application all individuals classified as dependents.

    • An unmarried individual is considered a dependent of the guardian unless he submits an independent application through the electronic portal, as he falls under one of the categories referred to in paragraph (1) of this article.

Article 6

  • 1- The beneficiary or the primary beneficiary must be a permanent resident within the Kingdom during the period of benefiting from the program.

  • 2- A portion of the actual entitlement will be deducted based on the number of days the beneficiary or the primary beneficiary spends outside the Kingdom if it exceeds ninety days - whether they are scattered or continuous - during the twelve months preceding the capacity and entitlement assessment conducted by the Ministry.

  • 3- The amount deducted for each additional day the beneficiary or the primary beneficiary spends outside the Kingdom - if the number of days exceeds ninety days - will be based on the amount allocated to them as daily support in the actual entitlement.

Article 7

  • Prisoners and detainees, or those residing permanently in any of the shelter centers - whether government or non-government centers supported by the state - are not entitled to benefit from the program. However, those who meet the requirements stated in Article (5) may submit an independent application on behalf of their family members by creating an electronic account in their name and completing the registration procedures.

Article 8

  • 1- In the event of the death of the primary beneficiary during the support period, any family member who meets the requirements stated in Article (5) may submit an independent application by creating an electronic account in their name and completing the registration procedures.

  • 2- In the event that one of the children - whether male or female - gets married, they will not be counted as part of the family for the purposes of determining the amount of support. Those who meet the requirements stated in Article (5) may submit an independent application by creating an electronic account in their name and completing the registration procedures.
