Regulations for Issuing Licenses for Drilling New Wells on the Sedimentary Shelf

Article 1

  • Permission to drill new wells on the sedimentary shelf (non-renewable groundwater) for licensed specialized agricultural and animal projects with limited water consumption as follows:

    • 1- Poultry projects and their equivalents.

      2- Livestock fattening projects.

      3- Poultry slaughterhouses.

      4- Red meat factories.

      5- Feed factories.

      6- Vertical farming.

      7- Hydroponics.

      8- Greenhouses.

Article 2

  • Excluded from the permission mentioned in (Article One) are the layers specified in the attached water map that suffer from a sharp decline in water levels, and have many drinking water projects and intensive agricultural activity, which are:

    • 1- The Manjur layer in (Al-Muzahimiyah and Durma).

      2- The Wajid layer in (Wadi Al-Dawasir).

      3- The Tuwaiq layer in (Bseita).

      4- Locations that are on or near the outcrops of the Saq layer in (Riyadh, Al-Qassim, Hail, and Tabuk).

Article 3

The lands licensed for the establishment of any of these projects must be owned by their owners under updated and valid title deeds, or a long-term lease contract (ten years) under updated and valid deeds and endorsed by the Ministry of Justice, or a lease contract issued by the ministry, and do not conflict with locations where drilling wells is not permitted according to the (attached) map or with prohibited areas or drinking water source areas.

Article 4

Completion of the conditions and regulations for issuing groundwater sources (wells) licenses and their uses as approved by ministerial decisions.

Article 5

The agricultural project must be established with no less than (50%) of the essential components of the project.

Article 6

An environmental commitment certificate is provided for agricultural projects that require it.

Article 7

The number of wells licensed for drilling for any agricultural project shall not exceed (two wells only), and in case of future need, services for deepening, cleaning, and drilling an alternative well may be allowed if the project's well goes out of service; in accordance with the conditions and regulations for issuing groundwater source licenses (wells).

Article 8

Not to change the type, nature, or area of the project or add another activity other than what is licensed without obtaining an updated license for the use of the water source, in accordance with the conditions and regulations governing that.
