Regulations Governing Professional Certifications of the Saudi Authority for Accredited Valuers

Article 1

  • 1- The words and phrases contained in these rules shall have the meanings specified before each of them in Article (1) of the Regulation of Accredited Valuers issued by Royal Decree No. (M/43) dated 9/7/1433 AH, and its amendments, and the meanings specified before each of them in Article (1) of the Implementing Regulation of the system.

  • 2- The following words and phrases - wherever they appear in the rules - shall have the meanings clarified before each of them; unless the context requires otherwise:

    • Rules: The rules governing the Saudi professional certificates for accredited valuers.

    • Fellowship Rules: The general rules for the Fellowship Certificate of the Saudi Authority for Accredited Valuers.

    • Evidence: The professional evidence issued by the Authority for each branch of valuation, or issued for specific purposes.

    • Professional Certificate: The document granted to the applicant after fulfilling the specified requirements to obtain the professional certificate specialized in a specific field according to Article (3) of the rules.

    • Applicant: The natural person wishing to obtain the professional certificate.

    • Financial Fee: The specified financial amount for obtaining or renewing the professional certificate, or for studying related claims.

    • Competent Administration: The executive administration for memberships.

    • Year: The Gregorian year.

Article 2

  • The authority grants the following professional certificates:

    • 1- "Real Estate Inspector Certificate" in the field of real estate appraisal, qualifying the holder to work in appraisal establishments to perform inspection tasks, in accordance with the provisions and rules governing the appraisal profession.

    • 2- "Inspector of Machinery, Equipment, and Movable Property Certificate" in the field of machinery, equipment, and movable property appraisal, qualifying the holder to work in appraisal establishments to perform inspection tasks, in accordance with the provisions and rules governing the appraisal profession.

    • 3- "Vehicle Damage Inspector Certificate" in the field of vehicle damage appraisal, qualifying the holder to work in appraisal establishments to perform inspection tasks, in accordance with the provisions and rules governing the appraisal profession, and the rules governing the field of vehicle damage appraisal.

Article 3

  • For the purposes of applying the rules, the scope of the Inspection work is limited to what is defined by the professional evidence according to each branch of evaluation, and the authority has the right to impose additional restrictions - in the special instructions it issues - on the scope of Inspection work; in order to achieve the objectives of the Law and its executive regulations and rules.

Article 4

  • The Authority adopts the qualification programs for professional certificates and determines the requirements for passing them.

Article 5

  • To grant the professional attesting, the applicant must meet the following requirements:

    • A- Must be a Saudi national.

    • B- Must have full capacity.

    • C- Must not have been convicted of a legal penalty or a crime that undermines honor or trust unless their status has been restored.

    • D- Must hold a secondary school certificate, and the authority has the right to specify its type or require additional academic qualifications according to the evaluation branch in which the professional attesting is granted.

    • E- Must not hold any membership categories of the authority, or meet the requirements to obtain them, or hold the required university degree for certain membership categories.

    • F- Must pass the qualifying programs for the professional attesting.

    • G- Must attach to the application for the professional attesting the documents, papers, and forms specified by the authority.

    • H- Payment of the financial fee.

Article 6

  • The professional attesting is granted -after fulfilling its requirements according to the rules- by a decision of the President or his delegate.

Article 7

  • 1- The relevant administration is responsible for studying the claims for obtaining the professional attestation - after paying the financial fee for studying the claim as determined by the authority - and the procedures for granting the professional attestation, without prejudice to the provisions contained in the regulations, shall be as follows:

    • A- The claim for obtaining one of the professional attestations is submitted through the authority's electronic systems.

    • B- The relevant administration shall take the necessary measures to verify the compliance of the conditions for granting the professional attestation to the applicant, and the accuracy of the data provided by the applicant for the professional attestation. The applicant must fulfill the necessary requirements within a period not exceeding (thirty) days from the date of being notified, otherwise, the claim shall be considered as if it never existed.

    • C- The relevant administration shall notify the applicant for the professional attestation via electronic systems of the authority's decision regarding their claim, and request them to pay the financial fee for the attestation if this decision is issued in approval.

    • D- After confirming the payment of the financial fee for the professional attestation, the relevant administration shall issue the professional attestation and notify the applicant electronically, and reflect its data on the authority's official website.

  • 2- Without prejudice to the provisions of paragraph (3) of this article; the same procedures and conditions required for granting the professional attestation shall be followed for renewing the attestation, provided that renewal claims are based on a request submitted at least sixty days before the expiration of the professional attestation.

  • 3- It is a condition for renewing the professional attestation to achieve what the relevant administration determines in terms of hours of experience or qualifying courses as applicable.

Article 8

  • The duration of the professional attesting is (two years) from the date of issuance.

Article 9

  • The financial counterpart for the professional certificate and the study of the claim is determined by a decision from the authorized person, and this is clarified through electronic systems, and the paid financial counterpart shall not be refunded under any circumstances.

Article 10

  • The professional attesting is canceled in the following cases:

    • A- If the holder of the professional attesting submits a request for its cancellation.

    • B- If the holder of the professional attesting violates any of its conditions.

    • C- If the holder violates -for the second time during the validity of the professional attesting- any of the duties stipulated in Article (Fourteen) of the regulations.

    • D- If a decision is issued by the review committee stipulated in Article (Thirty-Four) of the law -in the cases it reviews- to cancel it.
