The aim of this regulation is to provide educational opportunities for the children of Saudi citizens who are sent abroad, working, or studying overseas, and to achieve the following:
1– Protect them abroad from being influenced by what does not align with the objectives and goals of education in the Kingdom.
2– Educate them according to Saudi curricula and programs to facilitate their integration into schools within the Kingdom upon their return.
3– Serve the Kingdom in media through the activities conducted by the schools.
4– Deepen the sense of belonging and loyalty to the homeland.
5– Achieve a method of calling to Allah by providing Arabic Islamic education in non-Arab or non-Islamic communities and allowing the opportunity for non-Saudian children who wish to study according to the Saudi curriculum.
Article 2
Education abroad is provided for those of school age according to one or more of the following methods:
1- Opening Saudi schools affiliated with Saudi embassies abroad.
2- Opening classrooms in Saudi student clubs (if available) or in embassy buildings or any building affiliated with the Government of the Kingdom if possible.
3- Home schooling.
4- Enrolling students in state-funded schools at the residence of their guardians.

Article 4
One or more of the teaching methods mentioned in 2, 3, and 4 of Article Two shall be adopted if the Committee referred to in Article Five does not recommend the opening of the school.
Article 5
Previous Amendments
A permanent committee shall be formed from the Ministries of Education, Foreign Affairs, Finance, and National Economy, headquartered at the Ministry of Education, with the following competencies:
1- Studying claims for the opening of schools.
2- Recommending the appropriate method of education if the required conditions for opening the school are not met.
3- Determining the financial amounts necessary according to the proposed method of education.
4- Determining the tuition fees to be collected from students.

Previous Amendments
Requests for the opening of schools submitted by the Kingdom's embassies abroad are raised to the Ministry of Foreign Affairs, which studies them and gathers the necessary information before referring them to the Ministry of Education to be presented to the permanent committee mentioned in Article Five.

Previous Amendments
The Committee referred to in Article Five shall prepare a report on its conclusions, which shall be submitted by the Minister of Education to the High Authority for consideration and approval of the necessary financial amounts.
Article 8
Previous Amendments
If the approval for the opening of the school is granted, its follow-up and supervision shall be as follows:
1- The Ministry of Foreign Affairs shall be responsible for administrative and financial supervision in coordination with the Ministry of Education.
2- The Ministry of Education shall have direct supervision over the educational aspect by appointing a Saudi director for the school and Saudi teachers as much as possible, approving the curricula, and organizing visits for educational supervisors periodically to provide reports to the ministry regarding the progress of studies, examinations, and the overall situation.
Article 9
The existing schools and academies, as well as those that are opened abroad, shall be under the management of a council chaired by the ambassador or his delegate, and consisting of:
- The cultural attaché – if available – who shall serve as the vice-chairman.
- A representative from one of the sectors affiliated with the embassy.
- The principal of the school or academy, who shall act as the secretary of the council.
- Two Saudi teachers working at the school.
- Three parents of Saudi students, nominated by the parents of the students at the school.

Previous Amendments
The powers of the Board of Directors referred to in Article Nine shall be determined by a decision issued by the Ministries of Foreign Affairs and Education.
