Mechanism for Amending the Status of Land Transport Establishments on Roads in Accordance with the Provisions of the Land Transport Law on Roads and the Implementing Regulation for Vehicle Transport and Vehicle Towing Activities

Previous Amendments
First
It is required for the establishment to obtain a license to practice the activity of car transportation and vehicle towing for commercial purposes (establishments) by submitting an application through the approved authority channels and fulfilling the following requirements:
The deadline for adjusting the status:
- Licensed before the regulation comes into effect: until 27/8/2026
- Licensed after the regulation comes into effect: ---

- Legal instrument (according to the law / according to the regulation): according to the law.
1- A valid commercial registration for the establishment that includes the activity of car transportation and vehicle towing for commercial purposes (establishments).
The deadline for adjusting the status:
- Licensed before the regulation comes into effect: until 27/8/2026
- Licensed after the regulation comes into effect: until 27/8/2026

Thirteenth
First
An individual is permitted to work in the activity of vehicle transportation and towing for commercial purposes (individuals), by operating only one transport vehicle or one towing vehicle, provided that an operating card is issued through submitting an application via the Authority's approved channels, and it shall be considered as a license. The following conditions must be met for its issuance:
11- Providing a means of communication for beneficiary service.
The necessary period to adjust the status:
- Licensed persons (before the regulation comes into effect): One month from the effective date
- Licensed persons (after the regulation comes into effect): ---

Twenty-fourth
The transport vehicle and the towing vehicle must meet the following conditions to operate in the activities:
1- The operational age of the transport vehicle or the towing vehicle used in the activities shall not exceed (20) years from the year of manufacture.
The period required to adjust the status:
- Licensed persons (before the regulation comes into effect): Three years from the date of enforcement
- Licensed persons (after the regulation comes into effect): ---

Thirty-fourth
- 6- The service provider in the vehicle transportation and towing activity for commercial purposes (establishments) must link all licenses issued by the Authority with the Saudi Business Center and place the code in a visible location for beneficiaries at the center.

- Licensed before the regulation comes into effect: Six months from the date of enforcement
- Licensed after the regulation comes into effect: Six months from the date of enforcement
