Regulations for Workers' Housing Outside Urban Areas

  • Compliance with the established legal procedures for the construction and building plans of these residences must be ensured, along with the requirements of the Saudi Building Code, as well as the security and safety requirements issued by the relevant authorities.

Previous Amendments
  • The buildings of these residences must meet the health conditions for workers' housing within urban areas, issued by a decision of the Minister of Municipal and Rural Affairs and Housing - after coordination with the Minister of Human Resources and Social Development and the Minister of Health - based on paragraph (2) of the health regulations for workers' housing within urban areas issued by the Council of Ministers decision No. (42) dated 6/2/1422 AH.

  • Private sector establishments that provide housing for workers outside urban areas are obligated to carry out the management, operation, and maintenance of these housing units, in accordance with the health conditions referred to in paragraph (3) of these regulations, and in accordance with the applicable regulations, technical standards, and security and safety requirements issued by the competent authorities. These establishments may contract with specialized entities in the field of worker housing to carry out these tasks.

Previous Amendments
  • The committees formed by the Minister of Municipal and Rural Affairs and Housing, in accordance with subparagraph (B) of paragraph (5) of Council of Ministers Decision No. (42) dated 6/2/1422 AH, shall monitor the extent of compliance by private sector establishments investing in the construction of workers' housing outside urban areas, or managing, operating, maintaining, or benefiting from them, with the health conditions referred to in paragraph (3) of these regulations, and control any violations of those conditions. These committees shall report any violations detected to the Minister of Municipal and Rural Affairs and Housing or his delegate, along with a proposal for the appropriate penalty amount in accordance with paragraph (4) of the health regulations for workers' housing within urban areas approved by Council of Ministers Decision No. (42) dated 6/2/1422 AH, as amended by Council of Ministers Decision No. (535) dated 4/12/1437 AH. The penalty shall be issued by a decision from the Minister of Municipal and Rural Affairs and Housing or his delegate.

  • A person against whom any decision has been issued based on these regulations may file an objection before the Administrative Court, in accordance with the provisions of the Procedures of Law before the Board of Grievances.

  • These regulations shall be published in the official gazette and shall come into effect from the date of their publication.
