1. The Authority shall establish a database for the qualifications it has studied through its various committees and determine the appropriate method for benefiting from it.
2. New qualifications submitted to the Authority are studied before any classification decisions are made based on them, and the Authority does not rely solely on the title of the qualification as a means to determine its scientific content and the associated professional competence.
3. New qualifications are studied by the Authority's committees and various councils, and if they are related to a new classification, they are submitted to the Executive Council for Professional Practice before being approved.
1. The Authority shall determine the appropriate method for notarization in a manner that aligns with globally recognized standards.
2. The Authority aims to establish notarization procedures that reduce the time required to complete the classification and professional registration process.
3. The Notarization Department within the Authority is responsible for handling the outcomes of notarization procedures in the event of negative results and has the right to request documents that assist in reaching a final decision regarding the applicant.
1. The Authority determines the accepted training in the certificates submitted to it based on the training standards in Saudi specialization certificates and their equivalents.
2. The Authority has the right to know the details of the training submitted to it through various means, including but not limited to:
the academic record, the certificate's dedicated website on the internet, and direct and indirect correspondence with the issuing entity of the certificate.
3. The Authority may utilize its committees and councils to evaluate the training submitted to it if necessary.
1. The definition issued by the applicant's or practitioner's employer must include the job title, and the authority has the right to request evidence of professional practice in the field of specialization, such as a documented job description, duty roster, clinic schedule, and other relevant documents.
2. Experience from within the Kingdom from the government sector is accepted, provided that the experience is issued by the Human Resources or Employee Affairs Department.
3. Experience certificates from within the Kingdom from the private sector are accepted for classification at a higher degree according to the following conditions.
A- There must be a practice license issued by the Health Affairs in the region.
B- A statement or certificate from the Social Insurance for Saudi nationals.
C- The non-Saudi applicant must be under the sponsorship of the health facility and have the same job title as stated in the residency ID.
1. The professional assessment is determined based on several factors such as the source of the Attesting, the nature of the specialization, the required degree, and others.
2. The nature of the professional assessment includes a written test, a practical test, or an evaluation committee according to the approved classification policies.
3. The authority ensures the neutrality of the professional assessment by all possible means.
4. Treatment of non-Saudis:
A- A non-Saudi practitioner applying for classification from outside the Kingdom is granted three testing opportunities within a year for the written test only if this test is a requirement for classification. In case of absence or failure, they may apply for two additional attempts after six months from the date of the last test attempt, and a "Final Registration Rejection" will be issued in case of failure.
B- A non-Saudi practitioner applying for classification from within the Kingdom is granted six months from the date of acceptance of the registration and classification application to pass the professional assessment, during which they are allowed three attempts at most for the written test and two attempts at most for the interview or evaluation committee, and a "Registration Rejection" will be issued in case of failure.
ت- A non-Saudi practitioner who has received a "Registration Rejection" has the right to submit a new classification application after attaching experience of no less than one year from outside the Kingdom, and during the statutory six-month period, they are entitled to two attempts for the written test or one attempt for the interview or evaluation committee according to the professional degree, and a "Final Registration Rejection" will be issued in case of failure.
ث- In case of proven fraud by a non-Saudi practitioner, a registration cancellation will be issued against them, and they will be placed on the list of those prohibited from professional registration in the Kingdom.
5. Treatment of Saudis:
A- A graduate of health institutes and community colleges applying is granted six attempts interspersed with the specified training periods, and in case of failure, a "Registration Rejection" will be issued against them.
B- A Saudi practitioner who is not applying for the technician degree is granted four attempts annually for the written test and three attempts annually for the interview or evaluation committee at most.
ت- The period between testing attempts shall not be less than three months at least.
ث- In case of passing the assessment, the practitioner is registered and classified professionally; however, in case of failure, a "Registration Rejection" will be issued against them. If there are negative observations that may affect patient safety, the authority has the right to take appropriate action based on the opinion of the evaluation committee.
C- In case of proven fraud by a Saudi practitioner, they will be banned from taking the test for one year.
H- In case of repeated fraud by a Saudi practitioner, a final rejection decision from professional registration will be issued against them.
6. The authority has the right to re-evaluate the health practitioner to ensure their professional competence upon the issuance of a judicial order, a judicial ruling convicting the practitioner of medical error, or receiving documented reports to the authority regarding the decline in their professional performance or ethical conduct.
7. In case of impersonation of the applicant, the applicant's record and the person they are impersonating will be blocked, and the relevant regional authority will be notified to take the necessary action and inform the authority of their findings, and fraud penalties will be applied in case of conviction.
8. The validity period of the test result is five years, and it can be used for classification only once.
9. The competency assessment in the general and specific specialization is conducted separately, and the practitioner has the right to request classification in the specific specialization only if they do not wish to practice the general specialization.
1. A copy of the qualification/qualifications to be classified, along with their relevance to the required professional degree.
2. A copy of the internship certificate if required, or field training in the absence of an internship certificate.
3. A copy of the academic record for bachelor's, master's, and doctoral degrees, or an official description of the requirements to obtain them.
4. A copy of the clinical training completion certificate when necessary.
5. Equivalence of health academic qualifications (bachelor's, master's, doctoral) by the Ministry of Education for Saudis who obtained their degrees from outside the Kingdom.
6. A copy of the licensing/registration certificates issued by the accredited medical councils in the applicant's country, or experience certificates if the licensing/registration is not available in their country.
7. A copy of the notarization of qualification certificates, experience, and professional registration and licensing certificates from the country of origin issued by a notarization company.
8. A letter of introduction from the Human Resources department at the workplace (not applicable if the applicant is unemployed) indicating the start date, professional category, specialization, and date of issuance. The authority may request proof of continued professional practice in cases where professional practice is not evidenced by the letter of introduction.
9. In the case of a non-Saudi applicant under the sponsorship of a spouse/parent/child and not employed, a letter of introduction must be provided from the sponsor's workplace, certified by the Chamber of Commerce for private sector employees or by the Human Resources department for government sector employees.
10. A copy of the national identity card for Saudis.
11. A copy of the resident ID and passport for non-Saudis (it is required that the profession is in the health field - and they must be authorized to work - and valid).
12. A medical report for those over the age of sixty-five from a source other than their workplace.
13. Availability of the national address.
1. A letter of identification from the Human Resources department at the workplace indicating the practitioner's continuity in practicing their specialty.
2. Submission of the required number of continuing medical education hours for each category for each year.
3. A medical report for those over the age of sixty-five from outside their workplace.
4. Documentation of classified certificates for those who have not previously done so.
5. A copy of the national identity card for Saudi citizens.
6. A copy of the resident identity card for non-Saudis (it is required that the profession be in the health field - and that they are authorized to work - and that it is valid).
7. Availability of the national address.
1. Group One: Qualifies for the position of First Deputy upon obtaining it and for the position of Consultant after three years of experience without the need for a professional evaluation.
2. Group Two: Qualifies for First Deputy upon obtaining it, provided that the required grade in the written examination is achieved, and qualifies for the position of Consultant after five years of experience, subject to passing the evaluation committee or personal interview, taking into account that the duration of training for these qualifications should not be less than three years.
3. Group Three: Qualifies only for the position of Deputy after passing the written examination or personal interview and completing the required experience according to the conditions.
