Chapter 1: Definitions

  • The words and phrases below are intended to have the meanings specified next to each, and the singular includes the plural unless the context requires otherwise:

  • Center: Saudi Energy Efficiency Center.

  • Committee: Committee for Licensing Energy Efficiency Service Providers.

  • Regulation: Licensing Regulation for Energy Efficiency Service Providers.

  • License: Permission granted and issued by the Center to a legal entity allowing it to engage in energy efficiency service activities under the Regulation.

  • Energy Efficiency Services: Services for data review and energy auditing in buildings, energy efficiency project management, engineering design services for energy efficiency standards, energy measurement and verification services, energy design review, and energy data auditing in industrial facilities.

  • Applicant: License applicant or license renewal applicant.

  • Service Provider: An energy efficiency service provider holding a valid license.

  • Beneficiary: A natural or legal person contracting with the service provider for the purpose of obtaining any of the energy efficiency services.

  • Electronic Portal: The electronic portal for licensing energy efficiency service providers through which applications are received, studied, evaluated, and licenses are issued.

  • License Fee: A financial fee paid by the applicant to obtain or renew the license.

  • Certification (CMVP): Certified Measurement and Verification Professional certification from the Association of Energy Engineers.

  • Certification (CEA): Certified Energy Auditor certification from the Association of Energy Engineers.

  • Certification (CEM): Certified Energy Manager certification from the Association of Energy Engineers.

  • Specification: (ASHRAE Level 2): A detailed energy audit study that includes a detailed review of energy consumption, analysis of consumption patterns and costs, identification of energy savings opportunities, and provision of recommendations and possible solutions that achieve energy savings, along with financial details for each recommendation in terms of savings value, cost, and payback period according to technical standards.

  • Energy Performance Contracts (ESPC): Contracts built using one of the following methodologies:

    • A- Financing Mechanism: Enables the contracting entity to pay project costs through savings resulting from the implementation of the recommended standards by the service provider during the project duration.

    • B- Bank Guarantees Mechanism: The service provider provides bank financial guarantees for the agreed savings values during the project duration to the entity.

  • Certification (CIEP): Certified Industrial Energy Specialist certification from the Association of Energy Engineers.

  • List of Licensed Providers: A periodically updated list of service providers who have obtained a license to engage in energy efficiency service activities.

  • Unlicensed Providers: Service providers who engage in energy efficiency service activities without obtaining a license.

Chapter 2: Objectives of the Regulation

Article 2

  • The purpose of this Regulation is to organize the energy efficiency services sector and ensure the quality of service providers' work by granting licenses and supervising service providers in a manner that preserves the rights of beneficiaries.

Chapter 3: Energy Efficiency Services Activities

Previous Amendments
  • The applicant may obtain one of the following categories of License:

    • A- Full License - valid for three years.

    • B- Temporary License - valid for one year and may be renewed up to a maximum of five times.

Article 5

  • The activities of energy service provision may only be conducted through an establishment that has obtained the appropriate license in accordance with the provisions of this regulation and after completing the legal procedures.

Chapter 4: Mechanism for Reviewing Claims and Payment of the Financial Fee for the License
