I:Approvingtheregulatoryandstructuralarrangementsrelatedtofinancialandadministrativeanti-
corruptioninaccordancewiththeattachedform;
II:Necessaryproceduresofthestatedinthesearrangementsshallbecompleted;
III:ThepresentDecreeshallbecommunicatedtothecompetentagenciesforapprovalandexecution.

I:OversightandInvestigationAuthorityshallbeintegratedwiththeNationalAnti-CorruptionCommission,
andtheAuthority’snameshallbechangedto“OversightandAnti-CorruptionAuthority(NAZAHA)”.
NAZAHAshallbecompetentforadministrativeoversight,financialandadministrativeanti-corruption,
integrityprotectionandtransparencypromotion.ThePresidentofAuthorityshallbeauthorizedasthe
PresidentoftheOversightandInvestigationAuthorityuntilthecompletionofthelegalprocedures
necessaryforexecutingandapplyinghereof.TheAuthorityPresidentmayauthorizewhomeverseems
suitabletoHisExcellencytoexercisecertainfinancialandadministrativepowersofthePresidentofthe
OversightandInvestigationAuthorityoranymattersrelatedtotheproperfunctioningintheAuthority.
II:TheSaudiMabahithshallbeintegratedwiththeNationalAnti-CorruptionCommissiontobearegulatory
unitthereinunderthenameof“AdministrativeInvestigation”.ThePresidentoftheNationalAnti-
CorruptionCommissionshallexercisethecompetenciesoftheChairmanofSaudiMabahithuntilthe
completionofthelegalproceduresnecessaryforexecutingandapplyinghereof.TheAuthorityPresident
mayauthorizewhomeverseemssuitabletoH.E.toexercisecertainpowersoftheSaudiMabahith.
III:
1.AninvestigationandcriminalprosecutionunitshallbeestablishedintheOversightandAnti-Corruption
Authority.ThisUnitshallbecompetenttoinvestigatethecriminalcasesrelatedtofinancialand
administrativecorruptioncasesandtheirprosecution.Theunitshallconsistofnumberofdepartmentsupon
theResolutionoftheAuthorityPresident.TheconditionsofoccupyingthejobofmemberinthePublic
ProsecutionshallbeavailableininthemembersoftheUnit.TheAuthorityPresidentmayassignwhomever
possessestheseconditionsfromtheassociatesoftheAuthorityorotherstoworkinthisUnit.TheAuthority
PresidentmayalsosecondwhomeverneededbytheUnitfromthePublicProsecutionmemberswhopossess
theexperienceinthisfieldincoordinationwiththePublicProsecutor.Thesecondmentperiodshallbe
determinedtobenotlessthanthreeyears.
2.Departmentsintheinvestigationandcriminalprosecutionunitshallworkinaccordancewiththelegally
statedprovisions,rules,proceduresandapplicableperiodsthroughwhichthePublicProsecutionworksin
thisregard.
3.TheAuthorityPresidentmaycoordinatewiththeGeneralProsecutortocontinuetheinvestigationin
financialandadministrativecorruptioncasesincertainareasintheKingdomofSaudiArabiawherethere
arenobranchesfortheOversightandAnti-CorruptionAuthority.Tightmechanismshallbedeveloped
betweenthePublicProsecutionandtheAuthoritytoguaranteethesecasesandthereoutcomestobe
identifiedandfollowedupbytheAuthority.
IV:
1.Thevenuejurisdictionforallcasesrelatedtofinancialandadministrativecorruptionshallbeinthe
competentcourtinRiyadh.Allthelegallystatedprovisionsandproceduresshallbeapplicabletothesecases.
2.Thecourtjudgementofthecompetentcourtaccusinganyofficialorequivalentofacrimerelatedto
financialandadministrativecorruptionshallresultindismissingtheemployeefromitsjobregardlessofthe
extentofthepenaltydecidedoritsperiod.
3.Iftheinvestigationwiththepublicemployeesorequivalentresultedinstrongsuspicionsthataffectsthe
jobdignityorintegrity,theAuthorityPresidentmaysubjectdismissingtheofficialbyRoyalDecreeafter
seekingtheopinionofthechairmanofthebodytowhichthisofficialreport.Thisshallnotaffectthe
completionoftheproceduresofthecriminalcaseinhisregard.
V:AcommitteeintheBureauofExpertsattheCouncilofMinistersshallbeformedandshallincludehigh-
levelrepresentativesfromtheMinistryofJustice,OversightandInvestigationsAuthority,NationalAnti-
CorruptionCommission,GeneralCourtofAudit,PresidencyoftheStateSecurity,andtheGeneral
Prosecution.Thiscommitteeshallundertakethefollowing:
1.Reviewingthelaws,statutes,Royalordersanddecrees,anddecisionsaffectedbytheprovisionsofthe
aboveclauses,proposingthenecessarylaws,statutes,oramendmentsoftheexistingones.Thisshallbe
consistentwiththecompetenciesassignedtotheAuthorityinaccordancewiththesearrangements.The
committeeshallparticularlydevelopthedraftoftheOversightandAnti-CorruptionAuthority.Thisshall
takeintoaccountthecompetenciesandpowersassignedtotheAuthorityincludingtheprovisionsconnected
toinvestigationsandcriminalprosecution,studyingtheextentofsuitabilityoftheinclusionoftheAuthority
competenciesorpartthereofintheprivatesector,communityassociationsandorganizationsandanything
withthesamecapacity.Thecommitteeshallalsosubmititsconclusionswithin120daysfromtheapproval
dateofthesearrangements.
2.InparticipationwiththeMinistryofFinanceandtheMinistryofCivilService,takingthenecessarysteps
totransfertheofficials,jobvacanciesandthedesignedapprovalsneededbytheOversightandAnti-
CorruptionAuthorityfromtheOversightandInvestigationsAuthority.Inaddition,transferringproperties,
documents,items,andotherfinancialallocationstotheAuthority.Allresultingeffectsshallbeprocessed,
suchasplacingtheofficialstransferredtotheAuthorityaccordingtotheircurrentcareerhierarchy.This
shallnotresultanincreaseintheappropriationsallocatedfortheOversightandInvestigationsAuthority.
3.InparticipationwiththeMinistryofFinanceandtheMinistryofCivilService,takingthenecessarysteps
totransferthecivilemployeesworkinginSaudiMabahithneededbytheOversightandAnti-Corruption
Authority.ThecommitteeshallappointtheneededmilitaryemployeestoworkintheAuthorityuntil
developingaspecialstatuteforthemintheAuthoritywithinayearfromtheapprovaldateofthese
arrangements.Civiljobvacancies,occupiedjobs,andthedesignedapprovalshallbetransferred.Allresulting
effectsshallbeprocessed,suchasplacingthecivilemployeestransferredtotheAuthorityaccordingtotheir
currentcareerhierarchy.ThisshallnotaffectthemilitaryemployeesappointedtoworkintheAuthority
regardingtheirfinancialbenefitsthattheycurrentlyearn,byeitherincreaseorreduction.Theirsalariesand
benefitsshallbepaidbythePresidencyofStateSecurityduringtheassignmentperiod.Thepromotionof
