Regulations and Procedures for the Classification of Tourist Marine Vessels

Article 1: Definitions

  • The phrases and terms mentioned below - wherever they appear in these regulations and procedures - shall have the meanings specified next to each of them, unless the context of the text requires otherwise:

  • The Authority: The Saudi Authority for the Red Sea.

  • The Crew: Any person responsible (directly or indirectly) in any capacity on board the yacht, including the captain, officers, engineers, sailors, hosts, catering staff, and anyone responsible for operational and maintenance services.

  • The Electronic Platform: A government platform affiliated with the Authority that provides all services related to marine tourism.

  • The Owner: The natural or corporate person who owns the marine vessel, whether one or more of the following:

    • A- The person who has a legal or beneficial interest in a marine vessel other than the mortgagee.

    • B- The person responsible for the management of the marine vessel.

    • C- The person who bears full responsibility for the marine vessel and is authorized by the person mentioned in paragraphs (A) or (B).

  • The Regulations and Procedures: The regulations and procedures for classifying tourist marine vessels.

  • The Geographical Scope: The territorial sea belonging to the Kingdom in the Red Sea where navigational and marine activities are conducted, and the part of the land associated with the conduct of those activities, excluding military and security areas and reserves and others therein.

  • The Classification Form: A questionnaire prepared by the Authority to submit a classification request for the marine vessel intended for tourism purposes within the geographical scope.

  • The Tourist Maritime Agent: The corporate personality licensed by the Authority to provide services for the marine vessel to conduct navigational activities within the geographical scope.

Article 2: Objective

  • The regulations and procedures aim to clarify the provisions of the regulatory regulation for the classification of tourist marine vessels and to establish a unified framework that organizes the classification of tourist marine vessels within the geographical scope by developing a comprehensive classification that ensures the safety of passengers, crew, and the marine environment, enhances the obligation to comply with international and local maritime standards, and facilitates responsible tourism practices.

Article 3: Scope of Application

  • The provisions of this document apply to all marine vessels prepared for tourist use within the geographical scope in accordance with the unified classification framework.

Article 4: Procedure for Application for Classification

  • 1- The owner of the marine vessel has the right to submit an application for the electronic classification of the marine vessel through the electronic platform, attaching a clear copy of the following supporting documents in Arabic or English:

    • أ‌- A copy of the permanent registration certificate.

    • ب‌- A copy of the classification form prepared by the authority.

    • ت‌- A copy of the mandatory certificates, documents, and reports based on the type of this marine vessel.

    • ث‌- A no-objection letter from the insurance company for modifying or removing a part of the marine vessel.

  • 2- The authority shall approve the classification form for tourist marine vessels after verifying the information provided by the agent or owner to the relevant department and fulfilling all requirements and conditions.

  • 3- The authority has the right to request a technical inspection to confirm the classification of the marine vessel based on its evaluation of the classification form for tourist marine vessels.

Article 5: General Conditions and Requirements for the Classification of Marine Vessels

  • 1- Safety equipment must be considered for each type of marine vessel.

  • 2- The safety equipment depends on the type and classification of the marine vessel.

  • 3- The use of the marine vessel for purposes other than those designated is prohibited.
