Statute of the National Committee for the Codification and Standardization of Operation and Maintenance Works

Article 1

  • A national committee is established - under the provisions of this regulation - within the Saudi Council of Engineers, called (the National Committee for Regulating and Standardizing Operation and Maintenance Works), hereinafter referred to in this regulation as (the Committee), with the following objectives:

    • 1 - Study the conditions of operation and maintenance and the methods of their implementation.

    • 2 - Develop operation and maintenance methods in accordance with modern technologies and practices.

    • 3 - Standardize the specifications and procedures for operation and maintenance.

    • 4 - Establish the foundations, controls, and technical standards for operation and maintenance works.

    • 5 - Determine the requirements for operation and maintenance works to ensure quality performance and cost-effectiveness.

    • 6 - Continuously update the specifications and procedures related to operation and maintenance works.

    • 7 - Coordinate and follow up with relevant entities regarding operation and maintenance both internally and externally in alignment with achieving the Committee's objectives.

    • 8 - Develop strategic plans and programs for training and qualifying employees in the field of operation and maintenance.

Article 2

Article 3

The Committee holds its meetings periodically, with no fewer than six meetings per year, and a meeting is considered valid if attended by more than half of the members. The Committee makes its decisions by a majority of the votes of those present; if the votes are equal, the side with which the chairperson votes is favored. The decisions of the Committee regarding items (A, B, C, D, E, F, G, H) of paragraph (2) of the Committee's tasks as stipulated in Article (4) of this regulation shall not be effective unless approved by the Council of Ministers.

Article 4

  • The work plan of the Committee shall be as follows:

    • 1 - The first phase, lasting two years, primarily aims to survey the current status of operation and maintenance works, study it, and develop a vision for the Committee's work mechanisms, which will be achieved through the following tasks:

      • A - Study the current situation of operation and maintenance works, evaluate it, develop a unified vision for its concepts, establish the basis for determining its requirements, estimate its costs, and provide suggestions regarding it.

      • B - Develop a vision for the requirements for preparing guiding manuals for the sound principles of supervising operation and maintenance works, the correct methods for performance evaluation, and controlling operation and maintenance works, and provide suggestions regarding it.

      • C - Propose appropriate amendments to the Committee's works, its members, its affiliations, its presidency, and the mechanism for making and enforcing its decisions in the next phase.

    • 2 - The second phase begins after the approval of the Council of Ministers on the proposals of the Committee mentioned in paragraph (1) of this article, and the tasks of the Committee during this phase shall be as follows:

      • A - Identify the operation and maintenance methods applied in government facilities, and establish the foundations, controls, and technical and regulatory standards related to operation and maintenance.

      • B - Issue a unified guide that includes definitions and explanations of the terms and procedures for operation and maintenance.

      • C - Establish the necessary foundations for updating facilities, utilities, and equipment and rehabilitating them, and determine the appropriate methods for maintaining them economically throughout their lifespan.

      • D - Establish standard performance indicators for operation and maintenance works and develop them.

      • E - Issue a guide to organize the costs of operation and maintenance works.

      • F - Issue a supervision guide for operation and maintenance works.

      • G - Establish professional standards for specialists and technicians working in the field of operation and maintenance in coordination with relevant authorities.

      • H - Establish the rules, foundations, and technical standards that ensure the regularity of facilities and utilities and the safety of their operation.

      • I - Study the model contracts for operation and maintenance in coordination with the Ministry of Finance and relevant authorities, and propose ways to develop them.

      • J - Provide technical advice to government entities and the private sector to control the monitoring of operation and maintenance works and their quality.

      • K - Conduct studies, research, and statistics to improve and develop operation and maintenance works, and create a reference information base.

      • L - Cooperate and exchange information in the field of operation and maintenance works with local, regional, and international specialized entities, and disseminate it.

      • M - Issue specialized guiding publications and support similar efforts carried out by other concerned entities.

      • N - Hold seminars and meetings related to operation and maintenance works, and organize specialized exhibitions to raise awareness among community institutions and individuals.

    • 3 - The Committee must submit its proposals mentioned in paragraph (1) of this article to the Minister of Finance three months before the end of the second year of the first phase; to be submitted to the Council of Ministers for consideration.

Article 5

The committee may seek the assistance of consultants and specialists, as well as specialized advisory roles, to help it in carrying out its tasks.

Article 6

The Committee, when studying topics related to a government entity not represented in the Committee, shall seek the assistance of representatives from that entity nominated by its head.

Article 7

The project, operation, and maintenance departments, as well as the relevant departments in government agencies, must adhere to the decisions of the Committee approved by the Council of Ministers. The supervisory bodies - each in their respective area - must ensure that the departments in government agencies implement those decisions.

Article 8

  • 1- The Committee shall have a secretariat based at the Saudi Council of Engineers (Department of Operation and Maintenance Engineering), and the Committee shall have a full-time Secretary nominated by the department and approved by the Committee, who will be organizationally linked to the Chair of the Committee.

  • 2 - The secretariat shall carry out administrative tasks and provide technical support for the Committee's work, particularly the following:

    • A - Preparing and organizing the agenda for the Committee's meetings and the meetings of its subcommittees, and providing the Committee with the topics to be discussed.

    • B - Monitoring the implementation of the Committee's work, preparing the necessary periodic reports on achievements and recommendations, and submitting them to the Chair of the Committee.

    • C - Recording the deliberations, discussions, and recommendations, and preparing the minutes of the Committee's meetings.

    • D - Preparing, organizing, and preserving the Committee's files, such as minutes, documents, and any materials related to its work.

    • E - Providing the necessary documents, sources, and references that the Committee needs, and supplying it with correspondence and communications related to its work.

    • F - Carrying out all tasks related to the administrative, financial, and secretarial affairs of the Committee, and taking the necessary administrative and financial actions to implement the work plan approved by the Committee within its authority.

    • G - Any other tasks assigned to it by the Committee.

Article 9

A specific item is approved within the budget of the Ministry of Finance under the name (National Committee for Regulating Operations and Maintenance and Standardizing Them), and funds are disbursed from it - according to the controls proposed by the Committee and approved by the Minister of Finance - for the Committee's activities, the rewards for its members, its secretariat, working teams, and advisory roles in accordance with the applicable financial regulations and rules.
