Establishment of the Council of Senior Scholars

First

A scientific body shall be formed called (Council of Senior Scholars).

Secondly

The authority consists of a number of senior specialists in Islamic Sharia from Saudi nationals, who are appointed by royal decree. It is permissible, when necessary and by royal decree, to include members in the authority from non-Saudis who possess the qualities of Muslim scholars.

Thirdly

The Authority shall:
A- Provide opinions on matters referred to it by the Order of the Authority for the purpose of examining and forming an opinion based on legal evidence.
B- Recommend in religious matters related to the establishment of general rulings to guide the Order of the Authority, based on research conducted and prepared in accordance with what is stipulated in this Order and the accompanying Regulation.

Fourthly

The Authority is branched into a (Permanent Committee) whose members are selected from among the members of the Authority by royal decree. Its mission is to prepare research and make it ready for discussion by the Authority and to issue fatwas on individual matters by answering the questions of the inquirers regarding beliefs, acts of worship, and personal transactions. It is called the (Permanent Committee for Research and Fatwa), and it is supported by a number of assistant researchers.

Fifthly

A Secretary General (for the Authority) shall be appointed by a decision of the Council of Ministers at the fifteenth rank, who will oversee the General Secretariat and serve as the link between it and the presidency of the authority as stipulated in Article Six below.

Sixthly

The President of the Administration of Scientific Research, Fatwa, and Guidance is appointed by royal decree and is responsible for the administrative and office affairs of scientific research and fatwa, as well as reporting to higher authorities on matters related to it, including the recommendations and decisions of the Council of Senior Scholars. He receives related matters from them and communicates them to his relevant departments. He is also responsible for receiving inquiries and referring them to the Permanent Committee, and for conveying the fatwas issued by it to the relevant parties among the inquirers.

Seventh

Work is being conducted in the Authority and the Permanent Committee in accordance with the regulation attached to our order.

Eighth

The Deputy Prime Minister is to execute our order.
