Law of the Saudi Council of Engineers

Article 1

Previous Amendments
  • The Saudi Council of Engineers is a professional scientific body with legal personality and independent financial liability, operating under the supervision of the entity designated by a decree from the Prime Minister based on a proposal from the Council of Economic and Development Affairs. Its headquarters is located in Riyadh, and it may establish branches within the Kingdom. It is referred to as "the Authority" in the provisions of this Law.

Article 2

  • The Council aims at advancing and developing the profession of engineering and raising its standards as well as developing the capacities of its workers. It shall in particular:

    • 1. Establish principles and criteria for practicing and developing the profession, including licensing requirements.

    • 2. Set rules and create examinations necessary to obtain professional qualifications.

    • 3. Conduct and publish studies, research, and statistics related to the fields and branches of engineering; and issue professional and scientific journals.
      4. Organize courses and hold and participate in conferences, symposia, and exhibitions related to the profession.

    • 5. Make suggestions as it deems appropriate for decisions and instructions related to the profession.

    • 6. Provide relevant technical advice in accordance with the rules set by the Council's Board of Directors.

Article 3

  • Membership of the Council shall be as follows:

    • 1. Full membership:

    • Full membership is issued to Saudi citizens who hold university degrees in any of the fields of engineering or equivalents thereof, and practice the profession.

    • 2. Associate membership:

    • Associate membership is issued to the following:

      • a. Non-Saudi engineers who hold university degrees in any of the fields of engineering or equivalents thereof, and practice the profession in the Kingdom.

      • b. Technicians, students, and persons interested in engineering sciences who apply for membership.

      • c. Professional engineering firms and companies licensed to practice in the Kingdom.

    • 3. Honorary membership:

    • Honorary membership is awarded by the Council's Board of Directors to any person in recognition of his contributions to the Council. Honorary members shall be exempt from membership fees.

Article 4

  • The Council shall have a general assembly comprising full members who have paid their annual membership fees. Ordinary meetings of the General Assembly shall be held annually, and extraordinary meetings shall be held in accordance with the Implementing Regulations.

  • The call for a General Assembly meeting shall be sent at least 20 days prior to the meeting. It shall determine the meeting's time and venue. The meeting shall be valid regardless of the number of attendees. General Assembly decisions shall be passed by the majority vote of attending members. In case of a tie, the chairman shall have the casting vote.

Article 5

  • The General Assembly shall have the following powers:

    • 1. Issuing the Council's bylaws.

    • 2. Approving the implementing regulations of the Council's Law.

    • 3. Determining membership fees.

    • 4. Approving the Council's final accounts as well as appointing an auditor and determining his remunerations. As an exception, the Board of Directors shall appoint the auditor for the first term and determine his remunerations.

    • 5. Approving the action plan submitted by the Board of Directors, and the annual report of the Council’s activities.

    • 6. Electing General Assembly representatives in the Board of Directors.

Article 6

Previous Amendments
  • 1- The Board of Directors of the Authority consists of ten members as follows:

    • A- The principal members elected by the General Assembly, who constitute half the number of the Board members.

    • B- Representatives from government entities and individuals with expertise and specialization in the field of the Authority's work, or from either, forming the other half.

  • 2- The determination of government entities and the appointment of individuals with expertise and specialization, mentioned in subparagraph (B) of paragraph (1) of this article, shall be by an order from the President of the Council of Ministers based on a nomination from the head of the supervising entity of the Authority.

  • 3- The head of the supervising entity of the Authority shall select a President for the Board of Directors and a Vice President from among the members, and their appointment shall be issued by an order from the President of the Council of Ministers.

  • 4- The term of membership shall be three (3) years, renewable once.

  • 5- The Board of Directors shall hold a meeting at least every three months, and whenever requested in writing by the President of the Board or at least four of its members.

  • 6- The Board shall hold its meetings in the presence of the majority of its members, including the President of the meeting or his Deputy, and its decisions shall be made by a majority of the votes of the attending members. In the event of a tie, the side with which the President voted shall prevail.

  • 7- The General Secretary shall attend the meeting without the right to vote.

Article 7

  • The Board of Directors shall exercise the powers necessary to manage the Council's affairs and achieve its objectives as stipulated in Article 2 of the Law. It shall in particular:

    • 1. Call for General Assembly meetings.

    • 2. Propose the Council's bylaws.

    • 3. Propose the implementing regulations of the Council's Law

    • 4. Propose membership fees.

    • 5. Prepare the Council's final accounts.

    • 6. Prepare the annual report of the Council's activities and propose its action plan.

    • 7. Approve the Council's annual budget.

    • 8. Form technical and scientific committees and engineering chapters, and determine work procedures therefor.

    • 9. Appoint the Council's secretary-general and deputy secretary-general and determine their duties, responsibilities, and rights.

    • 10. Accept grants and donations.

    • 11. Approve the policy for investing the Council’s funds

Article 8

  • The Council's financial resources shall consist of the following:

    • 1. Membership fees.

    • 2. Grants and donations.

    • 3. Revenues generated from services rendered by the Council.

    • 4. Returns on investing the Council's funds.

Article 9

  • This Law shall be published in the Official Gazette and shall enter into force 60 days following the date of its publication; it shall repeal any provisions conflicting therewith.
