Regulations for Real Estate Market Analysis

Article 1

  • The following words and phrases - wherever they appear in these regulations - shall have the meanings specified next to each, unless the context requires otherwise:

  • The Authority: Real Estate General Authority.

  • The Regulations: A set of rules and guidelines for organizing the analysis of real estate markets.

  • Media Outlets: Visual, written, and audio media, such as: newspapers, magazines, radio, television channels, websites, and social media.

  • Real Estate Market Analysis: The opinion related to the real estate sector, which is presented to the public through any media outlet.

Article 2

  • In analyzing the Real Estate market, the following obligations must be adhered to:

  • 1- Objectivity and neutrality, avoiding misleading, deception, and exaggeration in presentation, ensuring the accuracy and validity of the information provided, and not including any misleading information or data that is inconsistent with the real estate data and justifications considered in the analysis of the Real Estate market. Additionally, exercising the necessary diligence, knowledge that negates ignorance, integrity, care, and the required independence.

  • 2- Correcting any errors found in the analysis of the Real Estate market in the same media outlet used, either voluntarily, at the request of the authority, or from any other competent entity, without exempting the presenter from any resulting liability.

  • 3- Declaring any actual or potential conflicts of interest.

  • 4- Conducting the analysis of the Real Estate market in accordance with the relevant laws, regulations, and standards, and complying with their provisions in all that is issued from him.

Article 3

  • It is prohibited in the analysis of the real estate market to do the following:

  • 1- Produce anything that may affect the stability of the real estate market or harm it.

  • 2- Disclose any confidential information without the explicit consent of the party concerned in the analysis.

  • 3- Create an impact that may cause confusion among the public or achieve a benefit for oneself or others in a manner that involves fraud, deception, or misleading the public.

  • 4- Provide any comparisons or references that may harm the businesses of others.

  • 5- Violate intellectual property rights.

Article 4

  • The authority receives complaints that are submitted to it; monitors what is circulated and broadcast in media and electronic means, and investigates any violations in this regard.

Article 5

The Authority is responsible for supervision, oversight, and the application of the provisions of these regulations, ensuring compliance with them, and taking the necessary legal procedures regarding any violations.

Article 6

  • These regulations shall be published in the official gazette and shall come into effect from the date of their publication.
