Health Regulations for Workers' Housing within Urban Areas

Previous Amendments
  • 1- The employer is not permitted to house his workers within urban areas except in places that meet health conditions.

  • 2- The Minister of Municipal and Rural Affairs shall issue a decision, after coordinating with the Minister of Health and the Minister of Human Resources and Social Development, regarding the health conditions that must be met in workers' housing within urban areas.

  • 3- The health conditions mentioned in the previous paragraph shall apply to workers' housing within urban areas, whether owned by the employer or fully or partially rented, and these conditions shall apply to existing workers' housing after one year from their enforcement.

  • 4- Without prejudice to any harsher penalty, the employer - whether a natural or legal person - shall be punished with a fine of no less than five thousand riyals and no more than ten thousand riyals for violating any of the health conditions referred to in paragraph (2), along with rectifying the violation. The fine shall multiply with the number of violations. The maximum fine may be doubled in the case of repeated offenses.

    • A) The Ministry of Human Resources and Social Development, the Ministry of Health, and the Ministry of Municipal and Rural Affairs shall each be responsible for monitoring violations of the mentioned health conditions.

    • B) The Minister of Municipal and Rural Affairs shall form committees that include the Ministry of Human Resources and Social Development and the Ministry of Health to investigate violations of the mentioned health conditions and propose the appropriate penalty. The penalty shall be applied by a decision from the Minister of Municipal and Rural Affairs or his delegate, and the person against whom the decision was issued may appeal it before the Board of Grievances within thirty days from the date of notification.

  • 6- The health conditions referred to in paragraph (2) shall be published in the official gazette and shall take effect ninety days from the date of publication.
