Article (2): Name, Headquarters and Legal Status

  • 1) The Federation: A non-governmental sports body with an independent legal entity. It is autonomous and does not primarily seek to make a profit. It was established in accordance with the laws of the Kingdom for an indefinite period and shall exercise the duties and powers entrusted thereto pursuant to these Statutes and the applicable laws and regulations of the Kingdom. The Federation was established on 18 May 1955 and was recognized by FIFA on 10 June 1956.

  • 2) The headquarters of the Federation shall be in the city of Riyadh and may not be relocated to another city except by a resolution of the General Assembly. The Federation may establish one or more branches in the regions of the Kingdom.

  • 3) The Federation is a member of WAFF, UAFA, AFC, and FIFA.

  • 4) The Federation's logo consists of a falcon's head, a football, and a palm in a ball-shaped frame.

  • 5) The abbreviation of the Federation's name in Arabic is "ساف "and in English is "SAFF".

  • 6) The Federation's logo and abbreviation are registered trademarks with the official authorities in the Kingdom.

Article (3): Objectives of SAFF

  • The Federation shall pursue the following objectives:

    • 1) To strengthen national belonging and reinforce the national identity among the people of the Kingdom through the sport of football.

    • 2) To continuously improve, promote and develop the game of football and its components, in light of its common humanitarian, cultural and educational values.

    • 3) To promote participation in football in accordance with humanitarian, cultural and educational values.

    • 4) To continuously develop football and its supporting components in the Kingdom, ensure compliance with the Laws of the Game, and prevent any breach thereof.

    • 5) To organize football competitions at the local and national levels in accordance with the principles of fair competition, fair play, sportsmanship and humanitarian values.

    • 6) To establish regulations governing football activities and ensure the implementation thereof.

    • 7) To protect its interests and the interests of its Members.

    • 8) To fully comply at all times with the statutes, regulations, codes, circulars and decisions issued by FIFA, AFC and WAFF, the decisions of CAS rendered on appeal, the decisions of SSAC, as well as the Laws of the Game issued by IFAB, and to ensure that they are also respected by the Federation's Members and Officials.

    • 9) To strengthen relations with local, regional, continental, and international institutions and bodies to achieve the honorable representation of the Kingdom in the game of football.

    • 10) To manage domestic and international sporting relations relating to football in all its forms.

    • 11) To host football competitions at the regional, continental and international levels.

    • 12) To promote integrity, ethics and fair play in order to prevent all methods or practices, such as corruption, doping or match manipulation, that may jeopardize the integrity of matches, competitions, Players, Officials and Clubs, or otherwise bring the sport of football into disrepute.

    • 13) To comply with the laws and regulations in force in the Kingdom.

    • 14) To organize studies, research, conferences and workshops relating to football and its various affairs.

    • 15) To promote the development of women’s football and the full participation of women at all levels of football governance.

    • 16) To promote and strengthen recognized governance principles and practices at the national level and encourage Members to adopt their own recognized governance principles.

Article (4): Neutrality, Non-Discrimination and Anti-Racism

  • 1) The Federation shall remain neutral in matters of politics and religion.

  • 2) The Members of the Federation shall also remain neutral in matters of politics and religion and shall ensure that their own members observe such neutrality.

  • 3) The Federation shall remain independent and avoid any form of undue political interference. The Federation shall manage its affairs independently and without any undue influence from any third parties.

  • 4) Discrimination of any kind against a country, a person or a group of persons on account of race, sex, language, religion, political opinion, disability or any other reason is strictly prohibited and shall be punishable by suspension, expulsion or deregistration, in accordance with the applicable statutes and regulations.

Article (5): Development and Strengthening of Friendly Relations

  • The Federation shall develop and strengthen friendly relations as follows:

    • 1) By establishing, developing and promoting friendly relations between the Federation, its Members, Clubs, Officials, Players and within the community in pursuit of humanitarian objectives.

    • 2) Every person and organization involved in the sport of football shall comply with these Statutes, the regulations, the principles of fair play, and the values of loyalty, integrity and sportsmanship.

    • 3) The Federation shall provide the necessary institutional framework for resolving any internal disputes arising among its Members, Clubs, Officials and Players.

Article (6): Players

  • 1) The Board of Directors shall adopt the regulations and decisions governing the status and transfer of Players participating in the Federation Competitions and the Professional League, in accordance with the regulations of the Federation and those of FIFA.

  • 2) Players are registered by the Federation in accordance with the governing regulations, provided that such regulations are not inconsistent with these Statutes or the mandatory regulations of FIFA.

Article (7): Laws of Game

  • 1) The Federation and all its Members shall play Football in compliance with the Laws of the Game issued by IFAB, which is the sole body authorized to issue and amend the Laws of the Game.

  • 2) The Federation and all its Members shall play futsal in compliance with the Futsal Laws of the Game issued by FIFA, which is the sole body authorized to issue and amend the Futsal Laws of the Game.

  • 3) The Federation and all its Members shall play beach soccer in compliance with the Beach Soccer Laws of the Game issued by FIFA, which is the sole body authorized to issue and amend the Beach Soccer Laws of the Game.

Article (8): Behavior of Bodies and Officials

  • 1) All Bodies of the Federation (as set out in Article (20) of these Statutes) and its Officials shall, in the course of their activities, comply with these Statutes, the regulations, directives, decisions and codes of ethics issued by FIFA, AFC and SAFF.

  • 2) Every natural or legal person involved in Association Football, futsal or beach soccer in the Kingdom of Saudi Arabia shall comply with the Statutes and regulations issued by FIFA, AFC and SAFF, as well as any applicable legislation, together with the principles of fair play and the values of loyalty, integrity and sportsmanship.
