Regulations for the Accreditation of Training Entities for Heavy Equipment Operators

Article 1: Special Conditions for the Establishment

  • It is required for the establishment that wishes to obtain accreditation from the center to practice training activities to submit an application to the center accompanied by the following documents:

    • أ. Required conditions for local training establishments:

      • 1- A copy of the valid commercial register in the name of the training establishment.

      • 2- A list of the training staff - employees - at the establishment with a statement of their specialties, and they must have knowledge of the technical regulations and approved standard specifications related to heavy equipment.

      • 3- A copy of the academic and professional certificates of the training staff working at the establishment.

      • 4- A detailed explanation of the training program and related study materials.

      • 5- A signature model of the authorized signatories for issuing the capacity certificate.

      • 6- Technical knowledge of the operations and/or services and/or specific processes in the field of heavy equipment to enable the trainee to acquire them.

      • 7- Obtained a license to practice training activities from the relevant authorities.

      • 8- Appoint a legal agent or authorized representative.

      • 9- Any other document specified by the center.

    • ب. Required conditions for foreign training establishments:

      • 1- Must be a company or entity specialized in training and officially registered in its home country.

      • 2- Must have at least one year of experience in the field of training.

      • 3- Must have an investment license in the field of training from the Ministry of Investment.

      • 4- A copy of the valid commercial register in the name of the training establishment.

      • 5- A list of the training staff - employees - at the establishment with a statement of their specialties, and they must have knowledge of the technical regulations and approved standard specifications related to heavy equipment.

      • 6- A copy of the academic and professional certificates of the training staff - employees - at the establishment.

      • 7- A detailed explanation of the training program and related study materials.

      • 8- A signature model of the authorized signatories for issuing the capacity certificate.

      • 9- Technical knowledge of the operations and/or services and/or specific processes in the field of heavy equipment to enable the trainee to acquire them.

      • 10- Obtained a license to practice training activities from the relevant authorities.

      • 11- Appoint a legal agent or authorized representative.

      • 12- Any other document specified by the center.

Article 2: Special Conditions for the Training Staff in the Establishment

  • The training staff for employees in the establishment that wishes to obtain accreditation from the center to practice the activity must meet the following conditions:

    • A- Sufficient practical experience in the field of training of no less than three (3) years.

    • B- The trainer must have a good reputation and conduct and must not have been previously convicted of a felony or a crime that undermines honor or trust, nor should preventive security measures have been taken against him.

    • C- Familiarity with the objectives and training programs required to qualify and train applicants for licenses.

    • D- Familiarity with how to use the facilities and simulation devices designated in the training programs.

    • E- Familiarity with the relevant regulations, circulars, and decisions, providing educational material for trainees, and the training staff obtaining academic qualifications.

    • F- Transferring knowledge and keeping up with developments at both theoretical and practical levels in the activities of the technical regulations and standard specifications related to the field of heavy equipment.

Article 3: Activity Center Equipment

  • 1- The activity shall be practiced through an establishment approved by the Technical and Vocational Training Corporation, providing sufficient information about the location of the establishment, its address, phone numbers, the establishment's website, and its work sites.

  • 2- The headquarters must be independent and designated for the training activity approved by the Technical and Vocational Training Corporation.

Article 4: Duration of Accreditation of Training Entities and Renewal

  • 1- The duration of the appropriation is five years.

  • 2- The accredited training establishment is obligated to comply with all applicable laws, regulations, and decisions in the Kingdom while conducting its activities.

  • 3- The appropriation is considered null and void upon the expiration of the appropriation period, unless a request for renewal of the appropriation is submitted.

  • 4- To renew the appropriation of the training establishment, it is required to submit a request to the center at least three months before the expiration of the appropriation and no later than six months, along with the necessary documents and in accordance with the provisions stated in Article One of these regulations.

Article 5: Issuance of Training Certificate

 

  • The Training certificate is issued to the trainee by the establishment after fulfilling the requirements of the training course specified by the establishment and after the center's approval. The Training certificate shall include the following information, in either language (Arabic or English) at a minimum:

    • 1- Name of the completed training course.

    • 2- Name of the trainee who completed the course.

    • 3- Serial number of the certificate.

    • 4- Date of issuance of the certificate.

    • 5- Duration of the completed course.

    • 6- Name of the establishment.

    • 7- Subjects related to the course.

    • 8- Seal of the establishment.

    • 9- In all cases, the center has the right to add requirements for the establishment for additional tests or other training programs by it.

Article 6: Obligations of the Training Entity (Establishment)

  • The training entity is committed to the following:

    • 1- The heavy equipment used in practical training must be licensed by the center.

    • 2- No equipment or device shall be used in the activity that does not comply with the approved Saudi standard specifications.

    • 3- Publishing and announcing the training courses, their specific dates, and the financial fees.

    • 4- Providing a list of the numbers and names of those who have passed the courses to the center upon request.

    • 5- Notifying the center of any circumstances that may affect the completion and achievement of the specified training course objectives, such as technical malfunctions in the devices and equipment used in the training materials. The center has the right to determine additional obligations if necessary, through a decision issued by the supervisory committee.

Article 7: Cancellation of Training Entity Accreditation

 

  • The accreditation of the training entity shall be revoked in the following cases:

    • 1- At the request of the owner of the training entity.

    • 2- If the training entity provides any incorrect information or documents to the center.

    • 3- If the training program is not activated within one year from the date of accreditation of the training entity.

    • 4- If the training entity violates the regulations, decisions, and circulars in force in the Kingdom of Saudi Arabia.

    • 5- If the training entity does not adhere to the approved standard specifications and relevant technical regulations.

    • 6- The supervisory committee has the right to revoke the accreditation of the training entity as it sees fit, provided that it is justified.

Article 8: Preservation of Confidentiality, Neutrality, and Non-Discrimination

  • Trainers and other personnel or contractors associated with the establishment, including laboratories and subcontractors, must adhere to neutrality and non-discrimination in all training activities, and must not disclose information covered by professional confidentiality that has been obtained within the scope of acceptance, even after ceasing their assigned tasks or halting acceptance. Furthermore, this information may not be used for purposes other than those stipulated by the regulations for assessing the conformity of goods and/or services and/or processes.

Article 9: Financial Consideration

  • 1- The center determines the financial appropriation for the accreditation of training entities for heavy equipment operators and the renewal of accreditation, after the supervisory committee approves the financial appropriation and coordinates with the relevant entities, in accordance with what is stated in the financial costs regulation.

  • 2- Any financial appropriation resulting from the provision of a service is non-refundable.

Article 10: Interpretation and Amendment

  • The center has the right to interpret these regulations and propose amendments to them, and the amendment shall not be effective unless approved by the supervisory committee and published in the official gazette.
