Regulations of Inspection and Control Authorities on the Safety of Heavy Equipment

  • Providing the center with a description of the organizational structure including the necessary departments and positions, and submitting a list of names of the inspectors working for the applicant entity as an accredited inspection entity, along with a statement of their specialties and all that proves their technical competence, and the number of years of experience of the establishment in the field of inspection of heavy equipment, and filling out the forms and documents required by the center.

  • Submitting all documents in Arabic or in another language when necessary, along with providing a translation of those documents in Arabic from an accredited office. In case of any conflict between the Arabic text and the foreign text of the documents, the Arabic text shall prevail.

  • Administrative, technical, and technological integration through electronic linkage between the accredited authority and the electronic platforms of the Heavy Equipment Center.

  • The accredited entity and its members are obligated not to disclose any data, drawings, documents, or information related to the appropriation, whether written or verbal, or to exploit or declare it. This applies to all that they possess or may have been exposed to regarding secrets, transactions, or matters concerning the center. Furthermore, no information about the appropriation and everything related to it may be published through any media or otherwise, even after ceasing the tasks assigned to them, except after obtaining prior written approval from the center.

  • The accredited entity must notify the center in writing of any changes that occur to the accredited entity related to the appropriation data or legal and organizational status or any other changes, within 15 days from the date of the change.

  • The accredited entity is obligated to possess the necessary tools and equipment to perform inspections and monitoring, and it is also required to maintain, service, and calibrate these tools and equipment periodically in accordance with the regulations and applicable decisions related to this matter.

  • The validity period of the appropriation is three (3) Gregorian years, and the appropriation is renewed upon the request of the accredited entity. To renew the appropriation, the accredited entity must apply to the center at least three months before the expiration of the appropriation and no more than six months, and it must meet the requirements of these regulations and obtain acceptance from the Saudi Standards, Metrology and Quality Organization.

  • The Supervisory Committee of the Heavy Equipment Regulatory Center has the right to suspend the appropriation, provided that it is justified, in the event that the reason or requirement identified is not addressed within 3 months of its notification.

  • The appropriation is considered canceled upon the expiration of the appropriation period, or at the request of the inspection and oversight authority, or as deemed appropriate by the supervisory committee of the Heavy Equipment Regulatory Center, provided that there is a justification for the cancellation of the appropriation.

  • The center determines the financial appropriation for the accreditation of inspection and control entities and the renewal of accreditation, in accordance with what is stated in the financial cost regulations, and every financial appropriation resulting from the provision of a service is non-refundable.
