The following words and phrases shall have the meanings indicated next to each, unless the context requires otherwise:
Regulation: Regulation for licensing and supervising entertainment and supporting activities.
Authority: General Entertainment Authority.
Council: Board of Directors of the General Entertainment Authority.
President: Chairman of the Board of Directors of the General Entertainment Authority.
CEO: Chief Executive Officer of the Authority.
Entertainment Activities: Operation or organization of amusement parks, entertainment centers, entertainment destinations, event facilities, or holding shows and events.
Event: An occurrence that provides entertainment and enjoyment, including shows, festivals, concerts, plays, and entertainment exhibitions.
Entertainment Facilities: These are one of the main entertainment activities and include the following:
A- Amusement Parks: Standalone entertainment venues containing diverse areas, open recreational spaces, and various types of amusement rides, whether mechanical, water-based, electronic, electrical, technical, or kinetic, including parks based on specialized themes (such as cartoon characters, movies, or animals).
B- Entertainment Centers: Standalone entertainment venues or part of another facility containing various entertainment corners, including various types of amusement games, entertainment showrooms, or maze and puzzle rooms with specialized themes. This includes centers that have corners for practicing hobbies and conducting recreational activities for entertainment purposes.
Entertainment Events: One of the main entertainment activities that include the following:
A- Organizing an Entertainment Event: Events held at a specific time and place with the participation or attendance of an audience, including shows or activities aimed at entertainment. Types of events include live shows, festivals, concerts, plays, entertainment exhibitions, and theatrical performances.
B- Holding an Entertainment Show: Live entertainment shows held at a specific time and place for entertainment purposes, including independent shows with limited attendance or those accompanying events authorized by other government entities, or shows held in commercial centers.
C- Holding Live Shows in Restaurants and Cafes: Live entertainment shows aimed at entertainment held in restaurants and cafes. This includes musical performances, singing shows, musical coordination shows, or improv comedy shows.
Supporting Activities: Organizing activities that support entertainment activities, including the following:
A- Managing Artistic and Entertainment Talent: Managing the careers of talents that provide entertainment performances in events or live shows or entertainment facilities, including activities to develop and train artists, talents, actors, and performers to present these shows.
B- Operating Entertainment Facilities: Managing and operating entertainment facilities, whether amusement parks, entertainment centers, or entertainment event facilities, and providing qualified technicians to operate the facility's corners, including operating music and theater showrooms and other facilities.
C- Crowd Management and Organization: Providing planning and crowd management services at events or entertainment facilities, organizing visitor movement, directing and assisting them, in addition to evacuation and emergency operations and crisis management in coordination with relevant authorities.
D- Ticket Booking and Sales: Providing ticket sales services for events or entertainment facilities as approved by the Authority, including selling tickets electronically or through non-electronic sales outlets, marketing them, and providing the ability to select, reserve, and choose attendance locations.
Licenses: Licenses, permits, approvals, or certificates of accreditation issued by the Authority in accordance with the provisions of the law and regulation.
Licensee: The person who has obtained a license, permit, approval, or certificate of accreditation from the Authority to engage in an entertainment or supporting activity.
Regulations for Entertainment and Supporting Activities: A set of general and specific obligations for entertainment and supporting activities that the licensee must adhere to.
Investor Guide: A comprehensive reference for investors in the entertainment sector to understand the laws, regulations, and procedures for obtaining the necessary licenses and the entities that grant approvals according to the activities to be practiced.
Beneficiary: Any natural or legal person benefiting from entertainment or supporting activities.
Supervision: Oversight through visits and inspections of entertainment or supporting activities held in the Kingdom of Saudi Arabia, to ensure compliance with the regulations and requirements issued by the Authority.
Inspector: Any person appointed by the Authority or contracted with to supervise entertainment and supporting activities.
Violation: Any act that contradicts the regulations and requirements of the Authority.
Violator: Any natural or legal person who commits an act or statement that violates the laws or regulations and requirements of the Authority.
Official Channels: The Authority's website or official written communications submitted at the Authority's headquarters or any other means deemed appropriate by the Authority and announced.
The purpose of this Regulation is to organize the licensing mechanism for recreational and supporting activities, to define the procedures for obtaining the licenses issued by the Authority, the obligations that must be followed, in addition to the supervision and control procedures for recreational and supporting activities.
The licenses issued by the authority that are subject to the provisions of this Regulation are as follows:
1) Recreational facilities, which include:
License for amusement parks.
License for entertainment centers.
License for recreational event facilities.
2) Recreational events, which include:
Permit to organize a recreational event.
Permit to hold a recreational show.
Permit to hold live performances in restaurants and cafes.
3) Supporting activities, which include:
License for managing artistic and entertainment talents.
License for operating recreational facilities.
Certification for crowd management organization and administration.
Certification for ticket booking and sales.
The CEO has the authority to add, cancel, or amend the licenses mentioned in Article Three.
The Authority shall undertake the following:
A- Study all claims submitted to it for the issuance of the license.
B- Issue the license.
C- Issue requests related to the license and take any actions associated with it, including extending, postponing, or canceling the license.
D- Provide post-licensing services.
E- Supervise and monitor recreational and supportive activities.
F- Develop appropriate solutions to reduce violations by licensees and investors in the entertainment sector.
G- Address complaints.
The applicant for the license, when submitting their application (of any type) or any related procedure or request, must do the following:
1- Submit license applications through the Authority's electronic system according to the approved forms specified by the Authority, or through direct submission at the Authority's headquarters when it is not possible to use the electronic system.
2- Obtain all necessary licenses from all relevant authorities related to the activity.
3- Ensure that the content of the entertainment or supporting activity does not violate the culture and values of the Kingdom.
4- Pay the financial fee determined by the Authority.
5- Any other conditions stipulated in the Investor's Guide or required by the Authority.
It is prohibited to engage in any recreational or supportive activity without obtaining the necessary licenses from the authority.
The authority may, at its discretion, exempt the applicant from some of the obligations stated in the regulation or the conditions and controls mentioned in the investor guide.
